Power Engrs, Shirley Volk, Planning Technician SUBJECT: College Station Retail Center - Parking Lot Plan - 83 - 452 The P,R.C. met on this date to review the above mentioned plans and recommends approval with the following conditions:% (1) The curb cut on Texas Avenue closest to the Highway 30 intersection must be redesigned as instructed, using a larger radius than shown on the northern side. Approval will be regulated by the City Engineer. (2) Two curb cuts on Park Place will not be allowed. Combine the two shown into one larger curb cut; up to 30 ft. in width will be allowed. (3) Maintain a minimum 8 ft. setback from the property line. Show that dimension on the site plan. (4) Show a grading /drainage plan. (5) Show the flood plain on the site plan. An elevation certificate is required prior to C.0, (6) Show the fire hydrant location. All parts of all buildings must be within 300 ft. of a hydrant as the hose lays. If an additional hydrant is necessary, easements for that water line will be required. Show on plan. (7) Show all utility easements (as relocated for platting) on site plan. (8) Show the dimensions of all driveways, islands, sidewalks, etc. The center island which will be used for overhand for cars must be a minimum of 4 ft. in width (2 ft. for each car). (9) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking". Continued.,. P.R.C. Memo - 83 -452 11 -23 -83 page 2 (11) Dumpster pads must have a minimum of 12'x12' interior measurements allowed. Dumpster should be directional, facing the northwest, and located immediately behind the building away from the utility connection. (12) Please take the sod up to a point on the creek bank where the creek breaks. (13) Include complete landscaping plans, either on site plan or on a separate plan. The landscaping approved by the P &Z Commission will be required at time of issuance of C.O. (14) Leave an opening in the landscaping adjacent to the drainage easement to allow ingress and egress of maintenance equipment necessary to work at the creek, (15) Check with the Fire Marshal and the Building Official concerning firewalls and /or sprinkler systems. Any assembly area 5000 sq. ft. or over must be sprinklered, (16) Development agreement to be supplied by the time the building permit is applied for. (17) P.R.C. drainage statement supplied at P.R.C. review; this must be complied with. SUBMIT 10 COPIES OF REVISED PLAN TO PLANNING DEPARTMENT BY DECEMBER 9th TO BE INCLUDED ON DECEMBER 15th P &Z AGENDA. *Any changes to an approved site plan must be cleared through the office of the Director of Planning. Lubrication Center - 83 -451 The Project Review Committee met on this date to review the above mentioned site plan and recommends approval with the following conditions:* (1) Move the center curb cut (on Texas Avenue) down and eliminate the small curb cut on the north end of the project. An access way of 44 ft. in width will be allowed In the approximate center of the tract. Use a 25 ft. radius for this curb cut. (2) Show the flood plain on the site plan. Include a note concerning the finished floor elevation. An elevation certificate will be required before issuance of the C.O. (3) Show caliper size of trees (11" minimum). (4) Show that sodding will be "solid sod ". (5) Show size of crape myrtles as 5 gallon. (6) Standard P.R.C. drainage statement provided at time of review; compliance required. (7) Do not encroach the adjacent property with the radius of the curb cuts. (8) A 6" raised curb Is required around all edges of all parts of all paved areas without exception. Suggestion was made to shift the shown dumpster 90o to face the street, and also to move that pad back 12 ft. Do not put up any gates. Elevation of minimum 12'x12 ft. pad to be the same as the pavement. (11) A 6' screen fence Is required between this project and the adjacent residential area. (12) One detached sign will be allowed on this entire tract. (13) Show the utility poles on this site plan. Power Engrs. SUBJECT: Final Plat - Vac. & Resub. Lots 1,2,3,5R & 6 Block Two F.S.Kapchinski (83 - 245) The above plat was reviewed at a Presubmission Conference held on this date and staff recommends approval with the following conditions:` (1) The plat will not be approved until plans for the relocation of utility easements have been received and approved by the City Engineer, and until the easements themselves are received and approved by the City Engineer. (2) The configuration of all required drainage easements and drainage R.O.W's shall provide sufficient area for the 100 year flow and channel maintenance activities as approved by the City Engineer prior to the filing of the plat. (3) Lot 6R must have a minimum width at any point of 24 ft. (4) A minimum 10 ft. utility easement for electric service will be required on either side of the property line between Lot IR and Lot 6R. Electric lines must be kept 15 feet from any building. Staff recommends that utility easements be located as follows: 10 ft. on Lot 6R (the west side of the common property line) continuing to and including to a location 5 ft. east of and parallel to the existing sewer line. (5) Show the flood plain on this plat.
