Bill Cupp, GTE Shirley Volk, Planning Technician SUBJECT: 83-507: SITE PLAN PERMIT - Sturbridge Condos located in the Eastmark Phase II Subdivision The P.R.C. met on May 3, 1983 to review the above mentioned project and recommends approval with the following conditions:` (1) Landscaping note should include the type of seed to be used for groundcover. All landscaping notes should be more specific, including perhaps the number of various items (# trees, #shrubs, types, etc.) The P.R.C. suggested that a conceptual landscaping plan of one unit could be presented to the Commission for review with the agreement that a total landscaping plan to be presented prior to issuance of a Certificate of Occupancy. (2) Entire center boulevard area, including the turn- around, must be marked as Fire Lane. (3) Dumpster pads must have minimum interior measurements of 12'x 12'. Location of dumpster to be approved by the Director of Public Services (Mac Allen). (4) Site /Grading Plans acceptable to the City Engineer are required. If any grading falls into the limits of the Flood Plain a development permit as required by Ordinance 1301 regarding Flood Hazard Protection will be required. (5) Accurate creek location and topographic lines must be shown. (6) Submit a letter to the Electrical Department regarding underground service. (7) The 15 ft. center circle (shown as being landscaped) in the cul -de -sac may cause turning problems for large vehicles. Suggest that either be paved, or the landscaped area kept minimal (smaller than shown 15 ft.). Any changes to an approved site plan must be cleared through the Office of the Director of Planning. Shirley Volk, Planning Technician Bill Cupp, GTE Allen Swoboda, Developer Larry Wells, Bishop & Associates SUBJECT: 83 -305 - PRELIMINARY PLAT - Emerald Forest Phase 8 The staff held a Presubmission Conference on Tuesday, May 3, 1983 to review the subject preliminary plat. Staff recommends approval with the following conditions *: (1) A major Flood Plain study will be required prior to acceptance of a Final Plat; any structure required will be required to pass a 100 year rainfall plus an additional one (1) foot freeboard. (2) A meeting will be required between the developer and the engineering firm and the City Engineer and City Planner to determine alternate access to the area north of Bee Creek and access to the sewer plant. Alternate access will be required in case of emergencies. (3) All lots must be a minimum of 50 ft, in width. (4) Corner lots will take access from the lesser streets. (5) Check with the Electrical Department and GTE concerning utility requirements and the best way to serve the area, A major overhead electrical feeder line will be required. *Any changes in the approved plat must be cleared through the Office of the Director of Planning. Bill Cupp, GTE Shirley Volk, Planning Technician SUBJECT: PARKING LOT PLAN - 83 -422 - Warehouse on Lot 5 Block 19 Ponderosa Place The P,R,C. met on May 3, 1983 to review the above mentioned project, and recommends approval with the following conditions:* (I) A letter of agreement between this property owner and the immediate downstream property owners regarding the reception of drainage as shown must be furnished to the City Engineer. (2) Change the configuration of the islands (which will add to green area). (3) The landscaping note should include the type of tree, size of tree, ground - cover. P.R.C. suggests additional trees and shrubs. (4) Check with the Electrical Department concerning the possibility of relocating guy wires on the power poles on Pinon Drive. (5) Use a 15 ft. radius on the driveways on Pinon Drive (show on plan). `Any changes to an approved plan must be cleared through the Office of the Director of Planning. Bill Cupp, GTE Shirley Volk, Planning Technician SUBJECT: 83 -801: PROJECT PLAN REVIEW IN C -N (NEIGHBORHOOD COMMERCIAL) ZONE Convenience Store, Self- service gas pumps & lease office space - corner of F.M. 2818 & Welsh Street The P.R.C, met on May 3, 1983 to review the above mentioned project and after a site plan is presented which includes all the information required by Ordinance 850 Section 5 will recommend approval with the following conditions:* (1) Show dimensions on all islands. (2) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (3) Dumpster location must be approved by the Director of Public Services (Mac Allen) (4) Landscaping notes must be more specific and include the type and size of trees, type of groundcover. The P.R.C. also recommends additional landscaping on this site because it is in a neighborhood commercial zone and is not a typical commercial zone. (5) Change the 5 ft. walk in the rear of the building to a 5 ft. planting area and designate the landscaping to be used. (6) A 20 ft. utility easement will be required along the south property line and this easement must be shown on the site plan. (7) A fire hydrant must be located within 300 feet of all parts of all buildings as the hose lays. (8) There can be no curb cut at the corner of the 2818 Frontage Road and Welsh Street as shown on the site plan which was reviewed. (9) Include details on paving and curbing. (10) Show curb radiuses on site plan. (11) Location of trees should not impede sight distance at driveways. ...continued on page 2 P.R.C. Memo (83 -801) page 2 (12) Uses of this project should be limited due to the proximity of this tract to the location of the high school. The following uses should not be allowed: (a) Sales of alcoholic beverages either on- premise or off - premise. (b) Arcades or any other recreational uses. (c) Restaurants. Any changes to an approved site plan must be cleared through the Office of the Director of Planning. SUBMIT 10 COPIES WHICH HAVE MET THE APPROVAL OF THE CITY ENGINEER REGARDING THE PROJECT INFORMATION REQUIRED ON PAGE 20 OF ORDINANCE 850 SECTION 5-1.8 BY 5:00 P.M. Bill Cupp, GTE Shirley Volk, Planning Technician SUBJECT: 83-506: SITE PLAN PERMIT - Autumn Park 4- Plexes (U.P.II) The P.R.C. met on May 3, 1983 to review site plans for the above mentioned project and recommends the following: (1) Before a recommendation of approval can be given, the buildings should be redesigned which will fit the lot and accommodate the required setbacks on all sides. (2) Allow 25 ft. rather than 23 ft. for a circulation drive, which will eliminate the necessity of providing a "turn around ". (3) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". Any changes to the approved site plan must be cleared through the Office of the Director of Planning. SUBMIT 2 COPIES OF REVISED PLAN TO PLANNING DEPARTMENT PRIOR TO ISSUANCE OF BUILDING PERMIT. SJV
