David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - William's Lube King (83 -417) The P.R.C. met on this date to review the above mentioned project, and recom- mends approval with the following conditions:* (1) Dumpster location must be changed due to proximity to utility lines overhead, Director of Public Services (Mac Allen) to direct and approve a safe and suitable location. (2) Additional landscaping will be necessary. (3) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (4) Parking requirements shall be: 1 parking space for each employee plus one space for public parking. (5) Indication of how drainage will be handled must be included on site plan and should include existing and proposed elevations. (6) A fire hydrant must be located within 300 feet of all parts of the building as the hose lies. If additional hydrant is necessary, location must be approved by Water & Sewer Superintendent (Bennie Luedke) and Fire Marshal (Harry Davis). (7) Utility service entrance on building must be on the northeast corner of the building. (8) Sign to be permitted separately (C -1 zoning) at which time elevation, dimensions and location desired must be included. (9) The driveway does not need to be more than 12 to 16 feet in width. Suggest this be changed and more green space added instead of pavement. (10) Curb cut into this project should be no more than 30 feet in width. SUBMIT 10 COPIES OF REVISED PLAN TO PLANNING DEPARTMENT BY 5:00 P.M. APRIL 15th TO BE INCLUDED ON APRIL 21st P &Z AGENDA. Any changes to approved site plan must be cleared through the Office of the Director of Planning. David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Revision to Approved Site Plan for Jade Garden Restaurant (82 -444) The P.R.C. met on this date to review the above revised site plan, which differs from the plan the P &Z Commission approved on 10- 21 -82. The P.R.C. has decided that a 7 ft. 6 in. separation between buildings as shown is not adequate, and there should be at least 15 ft. between buildings. The original approved plan showed this building 7'6" from property line, and the adjacent building at a location 12 ft. from the property line, which is not the case, as this adjacent building is built on the property line (appx.). The P.R.C. recommends this building be moved forward at least 7'6" which would create a 15 ft. separation, but would eliminate approximately 11 parking spaces (which were in excess of Ordinance requirements). If the developer prefers to join this building with the building on the property line and incorporate the required fire wall, making no other changes to the parking plan as shown which had been approved, it will not be necessary for this to go back before the P &Z Commission for approval. SUBMIT 10 COPIES OF THE REVISED PLAN IF A CHANGE IS MADE TO THE CONFIGURATION OF THE PARKING LOT, TO THE PLANNING DEPARTMENT BY 5:00 P.M. David Riley, GTE Shirley Volk, Planning Technician SUBJECT: Conditional Use Permit - Christ Holy Missionary Baptist Church (83 - 702) The P.R.C. met on this date to review the above mentioned project, and recom- mends approval with the following conditions:* (1) A 6 ft, solid screen fence is required along property lines to separate this project from adjacent neighboring residential areas. (2) Parking Requirements: 1 parking space for each 5 seats 1 for the one employee 1 handicapped space Show all parking spaces on the site plan. (3) The required setback is 8 ft, rather than the 5 ft. as shown. (4) The maximum length allowable for the "turnaround" is 5 ft. (5) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (6) Suggest the sidewalk on the east side of the parking lot be eliminated and a 6" curb (at least 2 ft. from fence along property line) be used as a wheel stop. (7) There must be a fire hydrant within 300 feet of all parts of the building (as the hose lays). Check with the Water & Sewer Superintendent (Bennie Luedke) and the Fire Marshal (Harry Davis) concerning the location and how the water lines are to be designed. All of this information which has been approved by the Water & Sewer Superintendent must appear on the site plan which is submitted to the Planning and Zoning Commission. (8) The only electrical service available in this area is single phase. (9) The P.R.C. would recommend the addition of some trees to the landscaping plan. (continued on page 2) Memo - P.R.C. (83 -702) page 2 4 -5 -83 (10) If a sign is desired it must meet all Ordinance requirements, and either (a)location, elevation and all dimensions must be included on the site plan for P &Z approval at this time, or (b)go before P &Z Commission for approval at a later date, as this is a special sign in a residential area for a project which would be approved with a Conditional Use Permit.
