SUBJECT: Furrow Building Materials Retail Center, Northeast Corner Hwy 30 &
Frontage Road of East Bypass (83 -413)
The P.R.C. met on this date to review the site plans for the above mentioned project,
and recommends approval with the following conditions:*
(1) Utility easements, a minimum of 20 ft. when all utilities are included, must
be provided for by Separate Instrument prior to issuance of Certificate of
Occupancy, or provided for on a Plat. Location of easements to be approved
by the Electrical Superintendent. If underground service is required, a letter
indicating same must be provided to Electrical Department and the developer pays
the cost difference between overhead and underground service.
(2) A plat for this re- subdivision is required.
(3) The maximum height of a detached sign is 35 ft. according to Ordinance. Design,
size and location to be approved by Zoning Official. Furnish elevation.
(4) The 30 ft. drainage channel is not acceptable by the City Engineer, and will not
be acceptable until he has seen the structure plans and approved them. If this
channel is an open channel, a 20 ft. maintenance easement will be required.
Any relocation of a drainage channel will require some kind of agreement between
property owners affected.
(5) Dumpster pad must be at grade. Location has been approved by Director of Public
Services.
(6) A water distribution system analysis is required by the City Engineer. The
hydraulic grade elevation in this area is 490 feet above mean sea level.
(7) Warehouse #1 and Sales Building must be sprinklered.
(8) Sanitary sewer extension plans and water line extension plans must be prepared
by a Professional Engineer and approved by the City Engineer and are required
prior to issuance of a Building Permit.

(9) A drainage plan and a flood plain study which have been prepared by a
professional engineer will be required.
(10) Indicate type of surface for parking lot to be used.
(11) All parts of all buildings must be within 300 feet of a fire hydrant
as the hose lays. Location must be approved by Fire Marshal.
(12) Ingress and Egress ideally should be shared with adjacent property owners
and curb cuts then would be larger than shown on plans. Acceptable alternate
would be provision of access easements by Separate Instrument to adjacent
properties if the curb cut from the Frontage Road is left as shown on site
plan. If curb cuts remain as shown on plan reviewed, access easements must
stay on this property and not intrude on adjacent property.
(13) Telephone plans must be cleared with GTE representative David Riley or
Bill Cupp. GTE has requested attendance at developer's meeting with the
Electrical Department. Developer will provide conduit for telephone service.
(14) Corner island on Frontage Road and northern property line should be extended
to allow backing room for cars.
(15) Corner island on Frontage Road and southwest corner of this project should
also be extended.
(16) Additional islands are required. Each row of parking should have an island
at each end. Islands are typically the size of a parking space (9x20).
(17) Parked cars should not back out into the main driveway, but rather should be
parked facing that driveway and 6" raised curbing should be used (extending
from island to island) as wheelstop, and to create a 2 ft. wide island over
which the bumpers can hang.
(18) Light standards will need some protection and ideally should be located inside
raised islands.
(19) Additional landscaping information is required. Include a note which indicates
the size and types of trees to be used and the type of groundcover to be used.
(20) A 6" raised curb is required around all edges of all parts of all paved areas
without exception. (To include islands, planting areas, access ways, dumpster
locations, utility pads, etc.) Curb details to be approved by the City Engineer.
No exceptions will be made for areas indicated on site plan as "reserved for
future parking ".
(21) Access and drainage problems should be solved prior to issuance of Building
Permits. If Planning & Zoning Commission approves this plan, it should be
done on the condition that we have an approved plat which includes drainage
and access plans.

SUBJECT: Additions & Alterations to the E -Z Travel Motel, College Station (83 -412)
The P.R.C. met on this date to review site plans for the above mentioned project,
and recommends approval with the following conditions:-
(1) Dumpsters to be located as indicated by Director of Public Services. Area
for each dumpster to be a minimum of 12x12 ft. interior measurements with
no gates.
(2) Suggest the curbing be backed off the property line 2 ft. which will create
an overhang for car bumpers, and keep all parts of autos on this property.
(3) Enlarge the island at the corner of Holleman Dr. & Texas Avenue and maintain
an 8 ft. setback from property line (minimum setback).
(4) New motel units must be sprinklered, but if the old building is separated by
a 4 hour fire wall that part (old part) need not be sprinklered.
(5) Identify landscaping more specifically and designate landscaping treatment in
all islands.
(6) Islands should be no smaller than a typical parking space which is 9x20 ft.
Show dimensions of islands on plan.
(7) The location for electrical service and transformers to be approved by the
Electrical Superintendent. If underground service is required, developer must
submit letter requesting underground service to Electrical Department.
(8) Designate fire lanes around entire motel unit - both new and existing units.
(9) All parts of all buildings must be within 300 feet of a fire hydrant. Any
additional fire hydrants must be located where specified by Fire Marshal.
(10) A 6" raised curb is required around all edges of all parts of all paved areas
without exception. (To include islands, planting areas, access ways, dumpster
locations, utility pads, etc.) Curb detail to be approved by the City Engineer.
No exceptions will be made for areas indicated on site plan as "reserved for

future parking ".
(11) The curb cut off Holleman Drive should be a minimum of 24 ft. in width with a
15 ft. radius. Alternate of 20 ft. entrance with a 20 ft. radius curb return
was cited by City Engineer.
(12) Access way between motel and restaurant should be 24 ft. in width with a 20 ft.
radius on islands in that driveway.
(13) Include a location map on site plan.
(14) Check with Bennie Luedke (Water & Sewer Superintendent) concerning sewer require-
ments.
(15) If the sanitary sewer must be extended with the idea of serving other properties,
a full design prepared by a registered Professional Engineer is required.
(16) The Fire Line is to be designed by a registered Professional Engineer and must
be approved by the City Engineer. A minimum 10 ft. maintenance easement will
be required.
(17) On developments of one -half acre or more, or projects with greater than 40%
of the area covered with impervious material, a drainage /grading plan prepared
by a registered Professional Engineer must be furnished to and approved by the
City Engineer. Such a plan must include a statement concerning the existing rate
of runoff, the increased rate of runoff with no detention and the proposed rate
of runoff.
(18) Prior to the sale of any of this property, a plat will have to be presented and
approved.
(19) The sign must conform to the current Zoning Ordinance and the existing detached
signs must be removed.
(20) If a water line extension is made, the line must be a minimum of 8 ".
(21) Utility easement as described by the Electrical Superintendent must be dedicated
by Separate Instrument prior to issuance of Certificates of Occupancy.
*Any changes to the approved site plan must be cleared through the Office of the
Director of Planning.
PROVIDE 10 COPIES OF REVISED SITE PLAN TO PLANNING DEPARTMENT BY 5 P.M. ON FRIDAY,
MARCH 11, TO BE INCLUDED ON MARCH 17th AGENDA.
