SUBJECT: 83 -700: Conditional Use Permit - Aldersgate Methodist Church
The P.R.C. met on February 8, 1983 to review site plans for the above mentioned
Conditional Use Permit, and recommends approval with the following conditions:'
(1) This is a review of Phase 1 only, Indicate by a note on the plan that
"Future Phase 2 is not being approved at this time ".
(2) Driveway widths should be a minimum of 18 ft. Director of Planning is
of the opinion that 60 angle parking requires more area than has been
allowed on this plan. Architect to check these details and correct if
needed.
(3) Fire Marshal has ruled that a 4 hr.firewall is required to divide into
2 buildings. Option is a 15 ft. separation between buildings.
(4) Fire Lanes are to be located as specified by Fire Marshal at the south
end and next to the building.
(5) A 6" raised curb is required around all edges of all parts of all paved
areas without exception. (To include islands, planting areas, access ways,
dumpster locations, utility pads, etc.) Curb detail to be approved by the
City Engineer. No exceptions will be made for areas indicated on site plan
as "reserved for future parking ".
(6) Recommend more landscaping than shown on plan.
(7) Phase 2 area is not to be cleared until it is to be developed.
(8) Dumpster location to be designated by the Director of Public Works.
(9) Eight (8) handicap parking spaces will be required in Phase 1. Refer to
Section 508 of the Building Code.
(10) A full drainage study is required including runoff prior to development,
runoff after development and the plans for retardation of runoff.
(11) Electrical service will be supplied off the Frontage Road. Suggest using
underground service to one centralized transformer which will serve the

main building with adjacent buildings also served off the main meter.
Check with the Electrical Department regarding load requirements and
location of service. A letter requesting underground service will be
required.
(12) Include notes concerning signage on the plans. Normally signs are not
allowed in residential areas.
(13) Include a note concerning lighting of the parking area.
(14) Future parking will be required to be set back 8 ft. from R.O.W. line.
*Any changes to the approved plan must be cleared through the Office of the
Director of Planning.

SUBJECT: 83 -701: Conditional Use Permit - Dental Office, Texas Ave & Richards
The P.R.C. met on February 8, 1983 to review the site plans for the above mentioned
Conditional Use Permit, and the following comments were made:
Mr. Mayo informed the group that staff cannot recommend any kind of site plan for
this particular lot other than residential. Rezoning cases, one for Commercial
and one for Administrative - Professional have recently been turned down for this
lot. Staff considers this request to be for "spot-commercial" zoning. Community
Development Funds have been spent in this residential neighborhood in the past
and this type of development would not be compatible with residential upgrading
done at that time.
The following recommendations were made by the rest of the P.R.C.:
(1) Show location of all utilities.
(2) Furnish drainage plans indicating how runoff will be handled.
(3) A fire hydrant must be located within 300 ft. of all parts of the building
as the hose lays.
(4) Sewer elevation and availability must be studied and approved by City Engineer.
If an extension is necessary, it will be at the cost of the project.
(5) Easements for utilities may have to be dedicated for service to project.
(6) Electric service will be from Richards Street.
(7) A screen fence would be required between this project and adjacent residential
areas (2 sides of this project).
(8) Show sign location and include a note concerning the size and type planned.

SUBJECT: 83 -406: Revised Site Plan - Sam Houston Best Western Motel
The P.R.C. met on February 8, 1983 to review revised site plans for the above
mentioned project, and recommends approval with the following conditions:`
(1) Dumpster location and size must be changed. Director of Public Services
to approve both size and location.
(2) Change the note concerning the sign.
(3) Submit drainage and grading plan covering the rear parking lot to
the City Engineer for his approval and acceptance.

SUBJECT: 83 -502: Spring Loop 4- Plexes Phase II (Univ.Park II Lots 7 -11)
The P.R.C. met on February 8, 1983 to review site plans for the above mentioned
project, and recommends approval with the following conditions:-
(1) Show drainage flow including contour information.
(2) Recommend addition of at least one parking space per building.
(3) A 6" raised curb is required around all edges of all parts of all paved
areas without exception. (To include islands, planting areas, access ways,
dumpster locations, utility pads, etc.) Curb detail to be approved by the
City Engineer. No exceptions will be made for areas indicated on site plan
as "reserved for future parking ".
(4) Show utility poles and guy wires on plan.
Any changes to the approved plan must be cleared through the Office of the
Director of Planning.

SUBJECT: 83 -205: Final Plat: Shenandoah Phase I
Staff recommends approval with the following changes:*
(1) Where alleys are shown, an additional 15 ft. on each side of the
alley will be required for utility easement.
(2) Refer to street called "Southern Plantation" appearing on sheets 2 &3;
easement cannot be platted as shown with 1/2 of the required easement on
this plat and the other 10 ft. on an area labelled "Future Development"
which is unplatted.
(3) In Single Family Residential areas, a 25 ft. rear setback is required;
a 15 ft. front setback is acceptable where rear access is provided.
(4) The drainage easement between Hunter Creek & Larchmont should be under-
ground; if open channel is chosen, drainage studies must be submitted
to the City, and the City Engineer will rule on their acceptability.
(5) Remove the designation "Commercial Tract" and add a note to Blocks A & B
"Reserve for Future Subdivision ".
(6) A note concerning the future Highway 6 Right -of -Way and a line showing
that R.O.W. should be included on the Final Plat.
(7) City Engineer has reservations concerning the adequacy of 20 ft. utility
easements and must confer with utility companies concerning this. If
utilities are located in a common trench, 20 ft. might be adequate. Check
with City Engineer.
(8) Re -check the size of lots along the curves of cul -de -sacs. A 50x100 ft.
lot must fit on these lots.
(9) Show the Welborn water line easement on the plat.
(10) Any commercial or residential site development should conform to City Codes,
even if this development takes place prior to annexation.
(11) Check with City Engineer concerning the east side of the Highway 6 sewer
line easement.
(12) Cul -de -sac street names should carry through to the connecting cul -de -sacs
across through streets.
(13) P.R.C. requests "straw vote" from Commission & Council regarding zoning
involved in this subdivision (R -1, R -la, Commercial, etc.)
Any changes to the approved plat must be cleared through the Office of the
Director of Planning

SUBJECT: 83 Preliminary Plat - Windwood Phases 4, 5, & 6
Staff recommends approval with the following changes:*
(1) Cul -de -sac street names should carry through to the connecting cul -de -sacs
across Appomattox.
(2) Staff has concernabout the continuation of Fringewood from Appomattox
to the Frontage Road and the timing the developer has suggested. In
order to develop Phase 5, Fringewood must be completed from the Frontage
Road to Appomattox.
(3) Check with the Parks and Recreation Department concerning the dedication
of the 1 acre park shown on this plat.
*Any changes to the approved plat must be cleared through the Office of the
Director of Planning.
