July 14, 1966
A special meeting of the city council was called by the mayor at 5:10 p.m.,
Thursday, July 14. The following members were present: Mayor Anderson;
Councilmen Holt, Cooley, Rosprim, Adams, Boyett and Rhodes; City Manager
Boswell and City Secretary Richardson.
Councilman Boyett moved the adoption of resolution concerned with the
Millican dam as presented by the mayor. Councilman Holt seconded the motion
and it was unanimously adopted by the council. A copy of this resolution is
attached and made a part of these minutes.

WHEREAS, the city of College Station is located in Brazos County in the
State of Texas and in the watershed of the Brazos River of which the Navasota
River is a major tributary, and
WHEREAS, the city of College Station is the seat of the Texas A & M
University system, and
WHEREAS, the city of College Station is expected to increase greatly in
population in the future due partially to the expansion of the University and
partially to expected influx of industries, and
WHEREAS, the city of College Station is in great need of an assured source
of water to meet its future industrial and municipal needs, and
WHEREAS, the Governor of Texas, the Honorable John Connally, has presented
a report entitled "Navasota River Watershed, Texas", prepared by the Corps of
Engineers, U. S. Army, to the Texas Water Rights Commission for its study and
recommendation as to the feasibility of a federal project, and
WHEREAS, the report includes the proposed project for the construction of
the multiple -purpose Millican Dam and Reservoir located in Grimes and Brazos
Counties, as an initial unit, and the later multiple -purpose Navasota No. 2 Dam
and Reservoir located in Robertson and Leon Counties, Texas in lieu of the
authorized Ferguson Dam and Reservoir, and
WHEREAS, a notice of hearing, pursuant to Article 7472c, Vernon's Civil
Statutes of Texas, will be held by the Texas Water Rights Commission on Tuesday,
August 2, 1966, at Austin for the purpose of receiving testimony both for and
against the feasibility of the proposed federal project as recommended in said
report of the Corps of Engineers relating to flood control, water supply,
recreation, fish and wildlife enhancement in the Navasota River Watershed,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE
STATION:
THAT, the city of College Station considers the plan proposed by the Board
of Engineers for -Rivers and Harbors, as submitted to the Chief of Engineers,
Department of the Army on May 3, 1966 to be a logical and reasonable plan for

properly phased, optimum development of the water resources of the Navasota
River in the interest of water conservation, flood control, recreational values
�1 and other beneficial purposes, and to best meet the present and future needs
for water of the city of College Station;
THAT, the sincere appreciation of the city of College Station be extended
to the U. S. Army Corps of Engineers for their intelligent and diligent work
toward accomplishment of this project;
THAT, the city council of the city of College Station hereby urges the
Texas Water Rights Commission to accept the recommendations of the Corps of
Engineers, U. S. Army so that they may proceed with their above described
recommendations as rapidly as feasible.
Passed and approved this 14th day of July, 1966.
Mr. Robert Schlieder, Maintenance Engineer, Texas Highway Department,
Bryan, gave a report to the council relative to the proposed signal installa-
tion at the "circle", on Farm Road 60 and State Highway 308. It was the
recommendation of Mr. Schlieder that, for the time being, we dispense with the
signalization of this intersection in favor of a four-way stop. Mr. Schlieder
t^ stated that, after completion of the road, experience may dictate the need for
OA a signal light, but this can be determined later. Councilman Holt made a motion
recommending that we dispense with the traffic light and use four-way stop signs
as a means of controlling traffic at the referred to intersection in keeping
UJ with the recommendation of Mr. Schlieder. Motion was seconded by Councilman
Adams. Motion passed.

g- Councilman Holt made a motion authorizing the city manager to proceed with
the development of water plans with Homer Hunter & Associates. Councilman
Rosprim seconded the motion. Motion passed.
