Many of you have seen media coverage about a dispute between the City of College Station and the City
of Bryan/Texas Municipal Power Agency regarding electric transmission rates. The City of College
Station continues to be committed to promoting the interests of the entire community. In this spirit, prior
to our recent meetings in Washington, DC, we attempted to offer settlements to this dispute through direct
negotiation and other innovative methods. Unfortunately, our neighbors have not been receptive to this
sense of community or development of a common future.
This dispute covers the time period of 1997 to 1999. It involves the rate College Station has paid the City
of Bryan and Texas Municipal Power Agency (TMPA) for electrical transmission. College Station paid
Bryan and TMPA according to the transmission rate set by the Texas Public Utility Commission. We
paid the rate the PUC set for the entire state. In fact, every electric utility in the State paid for electrical
transmission according to this same statewide rate, including Bryan. It is now a rate Bryan and TMPA
challenge.
Our goals throughout this dispute have been two -fold. First, to get the best price for reliable wholesale
electrical supply for our customers. Second, to protect our customers from being charged non-
competitive electrical rates.
These continue to be our goals. Since 1997 we have tried repeatedly to settle this dispute. Unfortunately,
the dollar differences Bryan and TMPA want our customers to pay are simply too great. We will
continue to cooperate where we can, but not at the expense of our customers. We remain committed to
operating our electric utility to benefit our customers by providing the lowest cost electrical power with
the highest reliability possible. This is extremely important in the competitive world of electric utilities.
