REGULAR MEETING
1) Welcome and Open Meeting
- Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
- Individuals who wish to address the Policy Board must fill out a Public Comment Card describing
the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the
MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic.
3) Approval Of Minutes is Tabled Due to Mold Remediation and Asbestos Abatement

5) Setting FY 2025 Roadway Safety Performance Targets
- Under FAST Act and Infrastructure Investment and Jobs Act requirements, state DOT's must set
safety targets on an annual basis. The Texas Transportation Commission took action to set safety
targets for 2025 and have adopted the same targets as FY2024. MPOs have until February 27 of
the calendar year to either adopt and support the state targets or set their own targets. When the
TAC examined the safety targets in past years, it was decided that the MPO should support the
state target and not try to set their own. The Technical Advisory Committee (TAC) has
recommended that the MPO support the state's safety targets and for the Policy Board to adopt
those targets. Action Required. (See attachments.)
6) Pavement Conditions Performance Targets
- In 2021 and 2023, the Texas Department of Transportation (TxDOT) developed two performance
targets for pavement condition, the percentage of National Highway System (NHS) pavement in
good condition and the percentage of NHS pavement in poor condition. In both instances, the
TAC recommended that the Policy Board adopt the state targets. In December of 2024, TxDOT
adopted new targets for pavement conditions on the NHS. As required by federal law, MPOs must
update their targets by either developing their own targets or adopting the new state targets. The
TAC has recommended that the Policy Board adopt the state targets. Action Required. (See

7) Bridge Deck Condition Performance Targets
- In 2021 and 2023, the Texas Department of Transportation (TxDOT) developed two performance
targets for bridge deck condition, the percentage of bridge decks in good condition and the
percentage of bridge decks in poor condition. The TAC recommended that the Policy Board adopt
the state target for percentage of bridge decks in poor condition and developed a more stringent
target for bridge decks in good condition. In December of 2024, TxDOT adopted new targets for
bridge decks in good condition and in poor condition. As required by federal law, MPOs must
update their targets and either adopt their own targets or adopt the new state target. The TAC
has recommended that the Policy Board adopt the state targets for bridge decks in good condition
and poor condition. Action Required. (See attachment.)
8) Non -Interstate Travel Time Reliability Performance Target
- In 2021 and 2023, the Texas Department of Transportation (TxDOT) developed a performance
target for non -interstate national highway system travel time reliability. In 2021, the TAC
recommended that the Policy Board adopt a more stringent target than the state target. In 2023,
TxDOT adopted a new target for non -interstate travel time reliability that was significantly better
than the previous target but not as stringent as the MPOs target. The MPO kept its more stringent
target. In December of 2024, TxDOT established new targets for non -interstate travel time
reliability. As required by federal law, MPOs must update their target and either re -adopt their
own target or adopt the new state target. The TAC is recommending that the Policy Board adopt
the state target. Action Required. (See attachment.)
9) FY 2025 — FY 2028 Transportation Improvement Program Amendment Two
- Brazos Transit District (BTD) is requesting amendments to the Transportation Improvement
Program to move funds from previous fiscal years to FY2025. These include moving FTA Section
5309 funds from FY2023 to FY 2025 for bus stops/shelters, moving Section 5339Cfunds from FY
2023 to FY 2025 for electric vehicles and charging equipment and moving FTA 5309 Emergency
Relief Operating Assistance from FY 2023 to FY 2025. In addition, BTD is requesting that three
projects using Section 5339 funds be added to purchase 35-foot vehicles for fleet modernization
and four projects using 5307 funds be added for operating assistance, ADA Paratransit services,
preventive maintenance and planning activities. The TAC has recommended that Transportation
Improvement Program Amendment Two be approved by the Policy Board. Action Required. (See
attachment.)
10) Presentation on the Vehicle To Everything (V2X) Grant Awarded to the Texas A&M
Transportation Institute (TTI) for Improvements in Brazos County
-Mr. Robert Brydia, TTI Senior Research Scientist for System Reliability will inform the Policy
Board on how the V2X grant project will be deployed in Brazos County.
