Design Review Board
August 19, 2003
Board members Present: Scott Shafer, George McClean, Bill Trainor, Alan King &
Dr. Phillip Tabb.
Staff present: Brett McCully, Development Engineer, Jennifer Reeves,

John Clark, & Kenneth Neatherlin.
Driveway Appeal: Discussion, consideration and possible action on a
driveway/curb-cut at 403 Texas Avenue to accommodate the development of a
proposed Sonic Drive-in. (03-162).
Brett McCully presented his report and stated that due to the access availability from
Cooner, conflicts with existing driveways and the potential use of the adjacent joint
access driveway serving the applicant parking areas, his belief is that the site can be
successfully developed without a direct driveway to Texas Avenue.
The applicant, Veronica Morgan with Mitchell & Morgan explained her belief that given
the property size constraints, the driveway design proposed allows for safe and
convenient traffic control, handling, and vehicle queuing on site.
Mr. Shafer stated he did not have problems with the throat length but that he was
concerned with people moving in and out of the turn lane at a close distance.
Mr. King made the motion to approve all the driveway appeals as requested by the
applicant. Mr. McLean seconded the motion.
Mr. Trainor requested an internal stop sign or speed bump be added to mitigate the traffic
off of Texas Avenue.
The DRB voted (4-I) to approve all driveway appeals. Mr. Shafer voting against the
approval of the appeals.
Discussion, consideration, and possible action of sign changes at Jin's Cafe located
at 110 Nagle Street in Northgate. (03-163)
Staff Planner Reeves presented the staff report and stated the applicant is requesting
permission to change out the existing free standing sign face for a new one (existing
freestanding sign = 4' x 6' =24-sq.ft.) as well as replacing the attached signage with a 32'
x 4' (128 sq. ft.) attached sign. Both signs would be considered grandfathered since there
were installed prior to the North-ate Sign Regulations.
Mr. King made the motion to accept the sign changes. Mr. Trainor seconded the
motion, which passed unopposed (5-0).
Mr. Shafer adjourned the meeting.
