The Commission heard this item on November 20, and voted to recommend denial by virtue of a failed motion to recommend approval (2-4). The City Council heard this item on November 24, and voted (4-3) to refer the item back to P&Z for more discussion and have a further look into the corridor and the adjacent tracts. A rezoning of 2.056 acres from A-O, Agricultural Open to C-1, General Commercial for the property located at 1780 Greens Prairie Road West, and more generally located near the northwest corner of the intersection of Greens Prairie Road and Arrington Road. The Commission heard this item on November 20, and voted (6-0) to recommend approval. The City Council heard this item on November 24, and voted (7-0) for approval. A Comprehensive Land Use Plan Amendment for 2.70 acres from Floodplains & Streams and Single-Family Residential Medium Density to Office for the property located at 2875 Earl Rudder Freeway South, and more generally located next to the North Forest Professional Park. The Commission heard this item on November 20, and voted (3-3) to recommend approval of the portion designated as Single-Family Residential Medium Density to Office, but recommended denial of the request to change the portion of Floodplains and Streams to Office. The City Council heard this item on November 24, and voted (5-1) to approve the change in Single-Family Medium Density and a partial change in Floodplain. A rezoning of 120.77 acres from R-1, Single-Family Residential and A-O, Agricultural Open to PDD, Planned Development for the property located at 1430 Harvey Mitchell Parkway South. The Commission heard this item on November 6, and voted (6-1) to recommend approval. The City Council heard this item on November 24, and voted (7-0) to approve. A Comprehensive Land Use Plan Amendment for 34.6 acres from Single-Family Residential Medium Density to Retail Regional for the property located at 1775 Greens Prairie Road West. The Commission heard this item on November 20, and voted (3-3) to recommend denial. The City Council heard this item on November 24, and voted (4-3) to refer back to P&Z to look at PDD which would contain Mixed- Use, Retail, Residential and Office. An ordinance amendment to the Unified Development Ordinance, Section 5.9, Single-Family Overlay Districts as it related to the minimum number of petition signatures to request an overlay. The Commission heard this item on November 6, and voted (6-1) to recommend denial. The City Council heard this item on November 24, and voted (4-3) to approve. A Comprehensive Land Use Plan Amendment for 5.59 acres from Industrial R&D to Residential Attached for the property located on the northern corner of the intersection of State Highways 60 and 47. The Commission heard this item on November 20, and voted (6-0) to recommend denial. All surfacing of off-street parking areas shall be constructed of either asphalt or concrete as described in the CCSSDS. All off- TANDARDS street parking areas shall be graded to drain and maintained so as to dispose of surface water accumulated within the area. Parking spaces shall be so arranged and marked so as to provide for orderly and safe parking of vehicles. Non-Public, All-Weather Drive Surfaces 2. Temporary or permanent drive surfaces that are required for emergency access or turnaround for emergency vehicles must be constructed to function under all weather conditions. To accommodate a project during construction, phasing, or permanent installation, drive surfaces that do not meet the requirements for permanent pavement surfaces may be allowed at the discretion of the Administrator for the specific conditions stated below: Temporary All-Weather Surface (During Construction) a. A structure under construction must be accessible by an all-weather drive surface as specified in the CCSSDS.This temporary ITY OF OLLEGETATION ITEESIGN TANDARDS all-weather surface must be reworked or replaced to meet the permanent pavement standard as described in the CCSSD ITY OF OLLEGETATION ITE ESIGN Sprior to issuance of a Certificate of Occupancy; TANDARDS Semi-Permanent All-Weather Surface (During Phasing) b. In cases during phasing of a large project, emergency access and turnarounds often must be added as a temporary measure until additional phases are constructed. These emergency access areas may consist of permanent pavement surface as specified in the CCSSDS. When the ITY OF OLLEGE TATION ITE ESIGN TANDARDS additional phase is constructed, these areas must be removed or reworked to meet the permanent pavement standards as described in the CC ITY OF OLLEGE SSDS; TATION ITEESIGN TANDARDS Permanent All-Weather Surface (Permanent)Surfaces c. All-Weather Surface (Permanent) 1) In some development scenarios, an emergency access or turnaround must be constructed to meet emergency access purposes and is not required for public traffic, service vehicles or sanitation vehicles. In these cases, the area required for emergency access only may consist of permanent pavement surface as specified in the CCSS DS. ITY OF OLLEGE TATION ITEESIGN TANDARDS Per Ordinance No. 2902 (June 8, 2006) Permeable Surface 2) The use of porous materials (such as permeable concrete and pavers) (a) to mitigate storm water sheeting and pooling of water on parking areas and pedestrian surfaces may be used in off-street parking areas they meet vehicular loading standards and is approved by the Administrator. Fire lanes may also be constructed of such material, so long as it is (b) demonstrated that the permeable surface can obtain sufficient land and compaction ratings for its application as approved by The City of College Station Fire and Sanitation Departments. Approved permeable surfaces shall be maintained in accordance with (c) industry standards and to maintain efficiency. Failure to maintain these surfaces, as required by the Administrator, shall constitute a violation of the Section of the UDO for which penalty provisions may be involved. 7.5 Landscaping and Tree Protection C. Landscaping Requirements 1. The landscaping requirements shall be determined on a point basis by the following: a. Landscape Points required: 30 points per 1,000 square feet of site area; b. The minimum number of points for any development is 800 points; c. Undeveloped floodplains may be removed from site size calculations; however, existing trees within that floodplain shall not be claimed for points; and d. Projects may be phased with the phase lines being drawn 20 feet beyond any new site amenity. The portion left for subsequent phases shall be of developable size and quality. 2. Point values will be awarded for any type of canopy tree, non-canopy tree, or shrub, provided that the species claimed for point credit are not listed on the Non-Point Tree List as prepared by the Administrator. All caliper measurements shall be twelve inches (12”) above grade. a. Barricades must be in place prior to any activity on the property including, but not limited to, grading. If in any event the required barricades are not in place prior to any activity and maintained during construction, barricaded points will be forfeited. One hundred percent coverage of groundcover or perennial grass is also required in all unpaved portions of street or highway right-of-way or on adjacent property that has been disturbed during construction. If grass is to be used for groundcover, 100% live grass groundcover is required whether by solid sod overlay or pre-planting and successful takeover of grasses. No point value shall be awarded for ground cover. Every project must expend a minimum of 50% of its point total on canopy trees. 4. For existing plantings, the Administrator may require a health appraisal. 5. All new plantings must be irrigated. An irrigation system shall be designed so that it 6. does not negatively impact existing trees and natural areas. Soaker hose and drip irrigation system designs may be permitted as the Administrator deems appropriate. Additional Point Credits 7. A 10 percent point credit will be awarded where the irrigation system employed is a. a recognized water-conserving system. A 10 percent point credit will be awarded if 25 percent or more of parking area b. consists of enhanced paving. A 10 percent point credit will be awarded for every one percent of site area c. devoted to special facilities including water features, public art, or other public features determined by the Administrator. All landscape materials shall be installed in accordance with the current planting 8. procedures established by the most recent addition of The American Standard for Nursery Stock, as published by the American Association of Nurserymen. Landscaping must be reasonably dispersed throughout all visible areas of the site, 9. including a grassed detention pond area. 7.8. Drainage and Stormwater Management This section is reserved. Any reference to this Section shall also apply to Chapter 13 of the CO,FHP. ODE OF RDINANCESLOOD AZARDROTECTION A. Detention Pond Aesthetic Design Detention ponds should be treated as aesthetic site amenities, adding quality and depth to the visual environment of the site. Therefore, the detention pond area shall be integrated into the overall landscaping design of the site by reasonably dispersing the required landscaping points. 1. Unless the landscape plan is sealed by a landscape architect and approved by the Administrator, only plantings found in the College Station Plan List for Detention Pond Areas may be used in a detention area. 2. If visible from any right-of-way or abutting property, concrete structures (such as weirs, outlets, and spillways) and retaining walls over 6” in height shall be treated so as to replicate stone, wood, or other alternatives approved by the Administrator. The treatment shall be complementary to the structures on the site. 3. Variations to the requirements of this Section may be approved if the development project is employing Leadership in Energy and Environmental Design (LEED) development standards, using stormwater management to acquire LEED points. The project must be LEED certifiable (it does not have to be registered as a LEED project but must be eligible for certification), be sealed by a Landscape Architect, and show reasonable evidence that the requirements as set forth in this Section were used as a guide. 7-1 Unified Development Ordinance 12/24/07 City of College Station Article 7. General Development Standards é×ÙÈÓÍÎ íÇÈØÍÍÊéÈÍÊÛÕ×ÛÎØøÓÉÌÐÛà 7.9 Non-Residential Architectural Standards B.Standards for All Non-Residential Structures Required Screening 1. All mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150 feet of the perimeter boundary of the subject lot or tract, measured from a point five (5’) feet above grade. Such screening shall be coordinated with the building architecture, materials, colors and scale to maintain a unified appearance. Acceptable methods of screening are: encasement, parapet walls, partition screens, brick/stone/masonry walls or fences. Detention ponds shall be integrated into the overall landscaping theme and design of the site as described in Section 7.8.A, Detention Pond Aesthetic Design. Detention ponds shall be screened using berms, shrubs, brick/stone/masonry walls or a combinationof these to achieve a 3 foot high screen above the visible perimeter of the pond’s finished grade. No screening is required for retention ponds designed to also serve as year round water features. 2. Building Mass and Design In order to provide visual interest, the first two (2) stories of any façade facing a public right-of-way shall use architectural relief every forty-five horizontal feet (45’) by incorporating a minimum of two (2) different design elements within each forty-five foot (45’) section from the options below. All other façades shall incorporate a minimum of two (2) different design elements within each sixty-foot (60’) section as described above. Wall sections less than forty-five feet (45’) or sixty feet (60’) respectively, shall also be required to provide the two (2) different design elements. Canopies, permanent decorative awnings, or windows accompanied by overhangs; Wall plane projections or recessions with a minimum of four foot (4’) depth; Pilasters or columns; Recessed entries, stoops, porches, or arcades; Balconies that extend from the building; Boxed or bay windows; Decorative stormwater management initiatives physically integrated with the building, as approved by the Administrator.
