Brazos County Civil Defense
Meeting: Monday, December 3, 1979 - 5:00 P.M.
Courthouse Civil Defense Office
Present: Canglose, Phelps, Koehler, Stiteler, Col. Bell,
Capt. Heffington, Ltd:!, Proudfoot, Wormeli
Presiding: Jake Canglose, Chairman
Program:
1. Crisis Relocation Plan - plan needed for relocation
of the local governments. This includes the County, Bryan,
College Station and Texas A&M University. A decision is needed
now as to where our governmental agencies will go to set up
an E.O.C.
Koehler and Phelps will check with their city managers
and recommend their preferred location to Mr. Canglose for
final selection. Canglose and Stiteler will discuss this
with Howard Vestal - TAMU.
Caldwell and Hearne were considered in our discussion.

2. Crisis Relocation Plan - after the site of the planned
relocated EOC has been selected there is need for a written
S.O.P. to be prepared by each division: These divisions are
identified in Annex E -E1A- Executive Staff Organization Chart.
This plan is necessary each government will know the
assignments by departments and numbers of people. Then assign-
ments can be made for the shifts the individuals will be work-
ing. Everyone needs to know his assignment.
It is very likely that an EOC will be maintained in our
Bryan- College Station area.
3. At 7:30 P.M., December 3, Jake Canglose presented
the Crisis Relocation Plan to the local State Guard unit.
This unit is led by Ret. Major Nolan O'Neal.
4. November 13 & 14 the contents of the Packaged Disaster
Hospital were moved from our building located on the Old St.
Joseph Hospital (29th & Sterling) to the quonset building
located at the Dansby Power Plant - eight miles north of Bryan.
On November 14, Ewell Alexander of the Texas Department
of Health inventoried the PDH supplies in the Dansby building.
On August 1 the Greenleaf Psychiatric Center took possession
of the Old St. Joseph property and requested that our packaged

Disaster Hospital building and its contents be removed promptly.
5. The empty packaged Disaster Hospital building will
soon be moved by the County to the Brazos Center (3232 Briar -
crest Drive). This building will then be shared by Civil
Defense and Brazos Center equipment.
6. September 11, 1979 - a Civil Defense radio Tempo -S1 -FM
Transceiver (144- 148MHZ) was assigned to Tom Comstock, County
RACES Officer. Through two repeater stations used by RACES
this radio can be used to communicate by dialing any telephone
number direct. This should be an important communications tool
in the event of an emergency.
