COMMISSIONERS COURTROOM PRESENT: Barry Lister (Austin Health Dept.), Judge Holmgreen (first meeting), Jake Canglose, James Presswood, Harry Stiteler, Chief John R. McDonald, Col. Thomas R. Parsons (TAMU), Bobby Yeager, Doug Landua, Don Van Huss, David Turek (BFD), Carroll Bell, Warren Heffington, Ben Wormeli CHAIRMAN: Jake Canglose TOPICS: 1. Basic Radiological Defense Officer Course (RDO) - scheduled for April 9 thru 13. This will be con- ducted Ly Texas Dept. of Health, Barry Lister. Lister oatlined the prerequisite - Home Study Course - Radiological Monitoring and meeting location - The Brazos Center. Participants will be eligible from Dallas to south of Brazos County. Enrollment is limited to 30. Canglose urged that at least 3 or 4 people attend from the local police, fire and sheriff's dept. Those passing this course will be qualified to train radiological monitors. Copies of the course schedule were distributed. Also Home Study enrollment cards. 2. Emergency Team Members Notification List of the Hazardous Materials Plan was discussed. It needs to be updated. The Consultants List was completed. Copies were distributed, asking for corrections to be submitted. 3. Copies of "Emergency Resources for Fuels, Radio Repair and Tires, January 1979" were distributed. This should be a helpful reference. 4. Copies of the program for the "Texas Annual Prepared- ness Conference "' February 21 and 22, were distributed. Canglose encouraged attendance especially the 21 st. He will make contacts so that rides can be shared to Austin. 5. Canglose asked Judge Holmgreen for comments. He responded with support for Jake Canglose and his good work. He emphasized the cooperative effort of the cities and county governments especially in disaster planning and cooperative response to disasters such as the Jan. 5 derailment on the Missouri Pacific Railroad in Brazos. C. D. MEETING - JAN. 15, 1979 6. On Friday, at 2 p.m., January 5, three tank cars containing Vinyl Chloride were derailed on the Missouri Pacific tracks in Bryan. The "Brazos County Hazardous Materials Emergency Plan" of May, 1978, was put into effect by the Bryan government agencies with a "Command Post" set up in the Billings Oil Co. Warehouse. People were evacuated from an area east of the tracks and were given the o.k. to return at 9 p.m. The railroad and Dow Chemical disaster officials said that there would be no spillage from the tank cars. The three tank cars were replaced on the tracks at 6:40 p.m. Saturday. The railway men reworked 139 feet of track. 7. Bryan fire ch *1f Don Van Huss bought up the subject of the need for a mobile trailer to use as a command post. Canglose said work is being initiated on this. He suggests that Bryan, College Station and Brazos County could share the cost. The trailer should be located and maintained in a fire station. It could be rotated between fire stations. Radio and telephone equipment should be a part of the equipment. Two RACES sets could also be used. Jake will discuss this with city managers. A cost of $6000 is estimated. 8. During 1 week in December and 1 week in January, Capt. Warren Heffington (MOBDES) compiled: 1. Updated lists of assigned and unassigned Radiological Monitors. 2. Emergency Resources for Auxiliary Generator Repair, Fuels, Radio Repair and Tires. 3. Emergency telephone numbers for evacuated persons. 4. Assigned and unassigned shelter personnel. 9. During November and January, with assistance of Bell and Heffington, 450 fresh batteries (2/78) were placed in the 46 -771 -1 and 24 -777 Radiological Monitoring Kits. This was done for the Texas Dept. of Health.
