COURTHOUSE PRESENT: Harry Stiteler, George Huebner, Warren Heffington, Carroll Bell, Sheriff Bobby Yeager, Bill Koehler, North Bardell, James Presswood, Ed Harris (REACT President), Jake Canglose, Ben Wormeli PRESIDING: Jake Canglose Jake Canglose reviewed the July 7th CIA publication, "Soviet Civil Defense ". This reports key findings and discussions of the scope and objectives and priorities of Soviet Civil Defense. Jake Canglose outlined the program of the Brazos County REACT organization (Radio Emergency Associated Citizens Teams). REACT participates in the National Emergency Aid Radio (NEAR) Program. This acronymn has been selected to identify the Citizens Radio Service (CRS) for highway safety. CRS, Class D Citizens Band (CB) radio is the major and largest radio service now in use. Help is NEAR to the motoring public thru the CRS. Ed Harris, the Brazos County REACT president, discussed their program and problems. Citizens Band Channel 9 has been designated by the FCC for emergency purposes only. REACT has communications problems in identifying which local government to report disasters that need help - Brazos County, Bryan, College Station and Texas A &M Univ. He displayed a chart showing 18 public and private agencies that may need to be contacted in an emergency. A central emergency office where REACT could report and get feedbacks would be a great help. The Sheriffs office would be ideal. There was good discussion on this point and it needs further consideration. C. D. Meeting - Courthouse September 5, 1978 - 5 p.m. Mr. Harris reviewed the REACT Manual of Standard Operating Proceedures and the REACT Monitoring Guide. Members objective is responsible reporting of factual information - stop, ask and check and double check. Their aim is to provide emergency service with the minimum of problems. Jake Canglose has recommended that REACT invite heads of the local governments to meet with them to develope close working relationships. Mr. Bardell suggested that REACT meet once in the new College Station Courtroom and meet their people dispatchers, etc. Mr. Canglose suggested a November meeting of all County Civil Defense division heads to bring everyone up to date on the current programs and emphasis. If the College Station court- room is ready by the second week of November, the meeting could be held there. The Mimosa Room is also suitable. Then for our monthly programs, section heads will be invited on a schedule to meet and discuss their program and objectives The radio interference of the new National Weather Service on local police and fire radios was discussed. Better radios are needed for sharper tuning. One suggestion was locating the transmitter out of town to reduce the interference.
