Jake Letter from Bowden - Re: Mr. Tom Hannigan to be in Brazos Cou my
Canglose: April 30, 1976 to conduct a survey and evaluate the effectiveness
of DCPA's programs at the state and local levels.
Based on prior approval, biscuits will be offered with advance
notice for pickup.
National Guard books - 4 copies - well done and - asked for
additional copies for Sheriff and others.
Jake: State Guard has requested Civil Defense State Guard exercise
similar to the one two years ago.
Civil Defense State Guard Emergency Exercise. State Guard,
2 cities and the county and(TAMU College Administration.) ?
Include fire and police depts. Establish communication
and coordinations for alert calls in case of a disaster.
Set up an example exercise. Plan to meet in National Guard,
Plan to call in DPS.
Plan for 70 people about March 16 - a simulated disaster.

During the period Ap it 26 through May 7, 976, Mr. Tom
Hannigan from DCPA's national office will be in Texas to conduct a survey
and evaluate the effectiveness of DCPA's programs at the state and local
levels.) During the course of his visit he will be contacting the local
civil preparedness officials listed at the end of this memorandum.
Our office's Regional Liaison Officers serving the scheduled
areas will meet Mr. Hannigan and accompany him on his visits with local
officials. Due to the distances involved, we are unable to schedule
precise arrival times for Mr. Hannigan. We would appreciate your
making arrangements to be available and meet with Mr. Hannigan at
any time during the day that he is scheduled to be in your area.
Please note that Mr. Hannigan's task is to evaluate DCPA's
performance and effectiveness, not yours or the state's. He will welcome
any information you can offer to aid him in this process.
