FLASH FLOOD WATCH
RAIN GAUGE NETWORK PLAN
BRAZOS COUNTY EMERGENCY MANAGEMENT
I. PURPOSE
NOAA, the U.S. Commerce Department's
National Oceanic and Atmospheric Administration,
keeps a round - the - clock, round - the - calendar watch
on the Nation's rivers.
Through its National Weather Service, NOAA
maintains a special river and rainfall reporting
network, and continually analyzes river and rainfall
data to provide river forecasts and flood warnings.
The flood warning service is an integral part of
NOAA's environmental monitoring and prediction
program, which provides timely warnings of atmos-
pheric hazards like hurricanes, tornadoes, and
other severe storms, and of earthquake - generated
seismic sea waves. As with the other warning
services, National Weather Service flood warnings
offer time -- -'time to evacuate low -lying areas, time
to move property and livestock to higher ground, time
to take necessary emergency action. This service
saves many millions of dollars in flood losses an-
nually-- -and an untold number of lives.
The National Weather Service Office at
Waco, Texas, and the Brazos County Emergency Manage-
ment Office have established a- cooperate -ve rain. -gauge
network in Brazos County to monitor local rainfall
rates for the purpose of collecting rainfall data to
be used to assist in determining the need for issuing
flash flood watches and warnings.
The cooperative observers listed have agreed
to assist in collecting and reporting data.
II. PROCEDURES
A. RECORDING:
Each station will record data on WS FORM
E -16 and at the end of each month the
original form will be mailed to NWS -
Waco, Texas, at the following address:

A central 24 -hour telephone reporting
station is established at:

C. CONDITIONS REQUIRING REPORTING:
1. If your gauge . reading is 1,5" or more
during the past 24 hours.
2. If you observe 2" or more of rainfall in
a one -hour period. This should be •
reported as soon as it occurs.
D. CENTRAL REPORTING POINT:
1. When.a call -in is received of any station
receiving 2" or more of rainfall per hour,
call immediately one of the following',

READING GAUGE •
When: Ideally, daily between 7:00 & 7:30 AM and anytime 2.00"
or more of rain falls in a one hour period. But we do not expect
anyone to be perfect, so if you are a few hours off or miss a day
now and then, we understand. However, if you are to be gone on an
extended stay please teach a family member or near -by neighbor to
fill in for you.
HOW: Readings are made at the top of the water level on the scale
of the small inside tube. Remember, this small tube will hold only
1.00" of rain. Any rainfall in excess of 1.00" will overflow into
the large outer tube. If overflowing occurs you should 1) remove
the small tube and empty it on the ground...that's 1.00 "; 2) hold
the small tube near the top and with that same hand hold the funnel
with its base stuck into the small tube; 3) with your other hand
lift the large outer tube from its bracket and slowly pour its con -
tents into the funnel until either the small tube is again filled...
that's 2.00 ", or the large tube is empty. Your reading will be the
total of all measurements until both tubes are empty.
RECORDING READINGS
Record every 7:00 -7:30 AM reading on foul E -16 in the column labeled
24 -Hour Amounts, Rainfall, on the line corresponding to the day's
date. This reading is the total rainfall durin the previous 24
hours. If a heavy rain had occurred, for example, Monday afternoon
and you had read and emptied the gauge, be sure to include that
amount in the 24 -hour total on Tuesday morning. Along the right
side of the Form E -15s there are columns titled Special Observations
which could be used to keep a record of extra readings taken for
heavy rain...2.00" or more an hour.
REPORTING READINGS
If 1) your 7:00 - 7:30 AM gauge reading is .50" or more, or 2) if 2.00"
or more falls in a one hour period, telephone your reading to the

Please mail the original of your form E -16 to the Weather Service
Office in Waco on the last day of each month using one of the pre -
addressed envelopes provided for you. Posta :e stam.s are not
needed. Be sure your Station name and t e mont the observations
were made are on the form. We reconuuend that you make a carbon
copy each month for your own record. Please mail the original
and one copy.
Should you need supplies, have a question, have had any unusual
weather, use the Remarks section of the foLlu.

PROCEDURES FOR RAIN GAUGE NETWORK
CENTRAL REPORTING POINT (Sheriff's Office)
1. Calls received reporting rainfall data will be logged
on Brazos County Civil Defense Rain Gauge Network Rain
Data Form provided.
2. Obtain Station ID# from person reporting and record in
Column Two (2) of form and then record the Amount of
Rainfall in Column Four (4) of the form. Rainfall amounts
will be given in inches, IOths of inches, and 100ths of
inches. Example: 1.12 inches.
3. Only one log sheet will be required for each date that
rainfall is reported. The date should be entered in the
space provided in the upper right -hand corner of the form.
4. If a station calls in reporting ONE INCH OR MORE OF RAINFALL
IN ONE HOUR, the amount should be logged on the form and
Jake Canglose should be informed immediately (Tel. Nos. 846-
7428 or 846- 9049). National Weather Service should also be
informed immediately (Tel. No. 1- 800 - 792 - 3601).
S. The National Weather Service, Waco, Texas, will call to check
daily amounts of rainfall when we have had extensive rains
in order for them to decide to issue flash flood warnings.

Office as before. Telephone Number 361 -4100.
2. If you have received 0.5" or more during the past 24 hours,
please report this to the Sheriff's Office by 8:30 a.m. if
at all possible. Telephone Number 361 -4100. Give your
Station Identification Number and Rainfall Amount.
3. If you receive one inch or more of rainfall in a one -hour
period, immediately call this in to the Sheriff's Office.
