Dear Judge Davis:
Due to the increased time demands of present employ-
ment, I have been unable to do as much as I should have for the County
Civil Defense Program and I feel that I should be replaced by someone
else, who can give more time in this work.
I have sincerely enjoyed working with this program and
have considered it an honor to have been appointed as County Civil De-
fense Director. I feel fortunate to have had the opportunity to work with
Mr. Fred Sandlin, Mr. Ran Boswell, Mr. John Hill and the many other
county, city officials who have given this program their fullest coopera-
tion, assistance and support. I feel that the people of this county are
fortunate to have a County Judge who initiated and supported a program
which is so vital to the citizens of this community.
I will be glad to work with whomever you appoint to fill
this office if it is so desired.

To: Members of State Defense Council, Mayors, County Judges, Civil Defense Directors,
and Department of Public Safety Personnel
The local officials of our State of Texas are to be congratulated for the excellent manner
in which problems created by natural disasters have been handled. We have had our share
of tornadoes, floods, hurricanes and other catastrophes and we have ably recovered from
them by using the resources provided by individual enterprise, industry, and legislation.
Since we are well into the current tornado season and will be into the hurricane season be-
fore many weeks, it is appropriate to review the procedures outlined in the State Opera-
tional Survival Plan for those who may need or desire assistance from State Agencies during
periods of emergency or disaster.
The Department of Public Safety is charged with the responsibility of maintaining the official
communications service for disaster purposes and coordination of disaster relief activities.
As you know, the State Highway Patrol has 17 Districts and Sub - Districts with a Captain in
command of each District and a Lieutenant over each Sub - District. The Captain and /or
Lieutenant serves as coordinator of all State disaster operations including the Office of De-
fense and Disaster Relief and the National Guard.
When disaster occurs, local governments first utilize their own resources. When State
assistance for recovery action is needed local officials should contact the Captain or Lieu-
tenant of the Department of Public Safety in their area. Delay in obtaining the needed serv-
ices can result if local requests are sent directly to other state agencies or departments,
without proper coordination.
Local officials are authorized, under specific circumstances, to seek National Guard
assistance with immediate notice to my office for official concurrence. It is essential for
me to know that all available local resources have been committed, and all State Agencies
with an assigned responsibility for recovery action have been utilized, before a request for
the National Guard is made. By channelling such requests through the Department of Public
Safety, duplication of effort can be prevented.
This is intended only as a reminder of existing procedures. By following them, your
State Government can better serve you.

Pursuant to State and local requirements it is
necassa ry that the following personnel be appointed to each
public shelter:

Radiological Monitor*

Medical Self -help officer
* radiological monitor should have at assistant or the asst.
shelter should be trained in monitoring.
1. The radio operator will be appointed by the coun ty civil
defense office and will require no training.
The m1 set tet x self -help officer will be trained
under the medical self -help training program.
All shelter managers are requested to submit to this
office a recommendation for the medical self help officer
appointment. In many cases this could be the wife of one of
the shelter officers as both men and w.' -► a►- va•uable in the m

Dear Mr. Canglose:
In response to the visit made to the Bryan - College Station area by
Mr. T. R. Conner, the following questions have been resolved:
a. Francis Hall: e capacity of the shelter area in the
basement of Francis Hall isl70. This capacity was computed on the basis
of 500 CF of volume per spat . It is understood that additional equipment
has been installed taking up some space, but since some natural ventilation
exists through windows and an interior door, the capacity was not changed.
b. Hendersonall: At the present time, the sign in the basement
shows a capacity ofi 1l5,spaces which is in error and should read 51 spaces.
c. Plant Science Building: The supplies received for this facility
are correct. The total amount of supplies is for 2252 persons. The supplies
may be distributed as follows: The basement has a capacity of 386 spaces in
the Protection Factor category -8 range, and the second and third floors have
a capacity of 933 spaces each in the PF category -2 range. As you can see,
those facilities having a PF category -2 or more are eligible for stocking as
long as they meet the minimum criteria set out in the appropriate instructions.
Those facilities which require reanalysis will not be done until the
New Updating Program begins in July 1964.
Please advise when Francis Hall is marked and the capacity changed in
the basement of Henderson Hall.

Dear Mr. Canglose:
The Updating Fallout Shelter Survey of existing, new, and demolished
facilities is progressing with the splendid cooperation of private and
government agencies. Work began in July 1963 and is expected to be
completed in June 1964. Part of this work is being accomplished by
architect - engineers under contract to the Federal Government; the rest is
being accomplished by Federal Government forces. This involves a review
of the window sill heights of existing buildings to determine if this
height will have some effect on radiation penetrating the wall. I:: order
to accomplish this, your help is requested.
Inclosed are an instruction sheet and a list of buildings in your
immediate area on which the window sill heights are needed. This height
is defined as the distance of the window sill above the floor; for
example, on the third floor, it would be necessary to measure the window
sill height from the third floor to the sill where the window seats as
illustrated in the inclosed sketch.
You may help by making pencil entries on the inclosed list for each
facility indicating the window sill height as three feet and higher or
less than three feet. The inclosed self- addressed envelope may be used
to return this information.

am sorry to say that we do not have any information on tornado
drills in the schools in this county.The tornad o drills are directed by
each school superintenuent,dat we will furnish them the tornado alert.
Enclosed you will find a copy of our tornado warning system information,
Enclosed you will also find a pamphlet entitled" Tornado Precautions"
furnished by the Texas Department of Public , z)afety l uffice of Defense and
Disaster Relief. Copies of this pamphlet are available through your
Civil Defense office in your county.The director there in charge should
be able to give you the plans for your county.
