To stop merely press stop switch on the plant. No battery is used for starting. ELECTRIC STARTING: Press starter switch on plant to start and press stop switch to stop. A 12 volt battery is needed for electric starting - 110 to 130 ampere -hour size recommended. REMOTE CONTROL: The operation of the plant can be controlled at one station or as many as desired, located at a distance from the plant. Just turn on switch to start the plant and turn off to stop the plant. A 12 volt battery is needed for starting - 110 to 130 ampere -hour size recom- mended. FULLY AUTOMATIC CONTROL: When any light or appliance of 100 watts or more is turned on, the plant starts automatically and continues to operate until last light or appliance is turned off. A reverse current relay is included which prevents battery from discharging when charging voltage falls below battery voltage. One high rate and one low rate terminal provided for charging the 12 volt starting battery. Fused disconnect switch mounted protecting generator against overload. GARNER Governor State Coordinator July 24, 1961 Dear Mr. Civil Defense Director: If you attended our first statewide Texas Civil Defense Directors' Conference in Austin last year, I am confident that all I have to do is announce the date of the next one, and you will make every effort to be present. For those of you who were not able to attend, let me,remind you that it was an enormously successful meeting. Mr. Welcome W. Wilson, Regional Director of OCDM, who spoke to the Conference luncheon last year, told me at the end of the day that he had never been so proud of being associated with Civil Defense as he was during the time he spent with you in our Conference. It was that sort of meeting. I think all of us shared his feeling. I believe that everyone present went home inspired and better equipped to do a better job. This year I hope I can present an even better Conference program for you, The Conference will be held in the Stephen F. Austin Hotel, Austin, on October 30 and 31, 1961. My staff and I are presently working on the plans and, as soon as the program is completed and printed, a copy will be mailed to you. Registration will begin at 8 a.m. Monday, October 30, and the program will begin at 9 a.m. We expect to follow the same general program plan as last year, There will be a few general presenta- tions, but our main objective again will be to talk WITH you, not TO you. The Conference will be broken up into subject area discus- sion groups during the afternoon of the first day and the forenoon of the second day. We again suggest that. you may wish to bring along several persons so that your community can be represented in more than one discussion group at the same time. Any of your local government officials or community leaders you may wish to bring will be most welcome. Several reasons prompt this action; the fact that I have held this position for a longer period of time than it should be held by any one person if Civil Defense is to move ahead with new ideas and enthusiasm; the fact that I am no longer very active on the air due to experimental and fabrication work rather than operating; the fact that I work a six day week and need the one day off at home; and the fact that I believe a younger man can do the job a lot better. It has been a great deal of satisfaction to me to have been of service to my community in the above capacity since the beginning of Civil Defense as it now exists in Brazos County. Although our opportunities have been few to show just how well the Amateur and Citizens Band operators can, and will, work together as a team during emergencies, those few opportunities have made me very proud of our 'boys'. To be able to say that I have been associated with such a group will always be something for me to brag about. As my last official act as Director of Communications, I would like to make a recommendation concerning a successor. I believe the man I am recommending will serve admirably in the best interests of Civil Defense, and has the time and energy necessary to do the job as it needs to be done. His present position is, I believe, Manager of the Bryan Hospital. I have not contacted him in this matter and he does not know that I am recommending this appointment. Dear Sir: I hereby urgently reauest a waiver of Part 19.103 for Class D Citizens Radio License 9Q0102. This station and its units comprise this County's only effective Civil Defense communications system. This system is under a serious handicap if it must cease operation during Conelrad Alerts. These are the times when we need it most. Efforts to organize other systems for Civil Defense communications are progressing very slowly and show little promise of operational readiness in the next few years. Since our Class D system has proven itself and is already in existence, we feel that it is adequate for our operations if it is authorized to operate through any emergency. Our entire Civil Defense Plan is dependent upon continuous radio communications. Due to the urgent need for a part time Civil Defense administrative officer to carry out the necessary organizational county planning program and the coordination activities, which are urgently needed so that this county can be properly prepared to withstand a nuclear attack and /or natural disaster, Col. R. H. Locke (retired) was recommended, interviewed and approved by both cities and the undersigned and is willing to take the job on a part time basis at a salary rate of $100, per month. The recommendations made as to cost sharing were divided on a popula- tion basis as follows: Bryan - $40.00 per month Brazos County - 40.00 per month College Station - 20.00 per month with all other incidental expenses such as office supplies, telephone costs, etc., which are used on an overall county basis, to be shared equally by the three political subdivisions. The total yearly salary cost for Brazos County would be $480.
