DRAWER K August 16, 1968 Mr. Jake Canglose, Director Brazos County Civil Defense Bryan, Texas 77802 Dear Mr. Canglose: Thank you for the opportunity of meeting with you and members of your Civil Defense Council on August 3, 1968. We were most pleased with the response to our discussion of the civil defense training programs available to local government. We are particularly pleased that Brazos County Civil Defense plans to conduct an Emergency Operations Simulation exercise. As I remember our discussions, these are in general the plans developed during this meeting: 1. Brazos County Civil Defense would conduct an Emergency Operations Simulation exercise from 2:00 p.m, to 5:00 p.m., Thursday, December 12, 1968. 2. The University would provide training for civil defense personnel prior to the exercise - the schedule to be arranged at times convenient to participating personnel. Designated personnel would attend training sessions. 3. In preparation for the training and for use in the exercise, the University would prepare a Resource Inventory, listing both per- sonnel and equipment available in Brazos County for emergency or disaster use. Basic data would be supplied by various County and City departments. The University would organize this data into a composite manual and print sufficient copies for use of all departments. 4. The University would assist in setting up the Emergency Operation Center, providing maps, display boards, and internal exercise com- munication system. (Please use the 29th street basement door). The Heads of our local county and city government has approved the initiation of this training program and feel that it is necessary for each of us to give it our complete cooperation and assistance so that Bryan, College Station and Brazos County will be better able to cope with any emergency type situation. The simulation training program will consist of two groups; operations and simulators. The simulator group will have the responsibility of developing problems based on the premise that an actual emergency condition exists. The operations group will have the responsibility of attempting to solve these problems as they are submitted. In order to make this program work it is essential that each of us attend the initial meeting and each session assigned in the attached schedule. An actual Emergency Operating Center will be in operation and key local government officials will be handling emergency situations as developed by a staff of trained simulators. This exercise will be conducted by the Texas A&M Engineering Extension Service by Dr.'N.R. Bodine and Mr. Clark Titus. The exercise will be held in the basement of the Bryan Public Utilities building. (Please use the 29th street basement door). A special date has been set for interested key individuals who would like to observe this exercise. A special briefing will be held December 12th from /r to 5 pm and the exercise will start at 6:30 pm and will continue until 10:30 pm. Your are cordially invited to attend these sessions and become familiar with the problems that can arise during emergency conditions in our community.
