BRAZOS COUNTY LOCAL GOVERNMENT

I. DISASTER CONDITIONS
A. Passenger aircraft reported by FAA (Easterwood) - crashed south
of airport - 30 passengers aboard.
B. Three large tornadoes reported in southwest area of county be-
low Easterwood. (Tornado warning and tornado alerts issued.)
II. AIRCRAFT DISASTER
A. Aircraft Disaster: search, rescue and road blocks - Texas State
Guard unit.
B. Air Search - Civil Air Patrol.

III. TORNADO DAMAGE SEARCH

The purpose of the exercise was to test the capability
of two -way radio systems (equipped with auxiliary power),
particulary RACES, to support communications within the local
area between key operational points, with the state control
center, and with other points in the state in the absence of
landline forms of communication (other than messenger and
direct observation).
The control EOC for this exercise was set up in Bryan at
the Medallion Room of the Utilities Building.
Major B. G. Maddox coordinated preparation of the exercise
scenario. This was initiated by Jake Canglose and Tom Comstock.
Captain Warren Heffington (MOBDES) prepared and wrote an Ex-
ercise Plan that was used in implementing this Exercise.
This Exercise began at 5 P.M. and the Bryan EOC ended at
6:20 P.M. The RACES activities continued an hour longer with
communications for Red Cross, Houston DPS and others.
The RACES set up and communicated with these at the follow-
ing locations:
Bryan EOC - Control - Tom Comstock, Linton Jones
and J. R. Youngblood
College Station EOC
Sheriffs Office
DPS
Red Cross
Thirty local RACES people participated. The local RACES
was in contact with the Houston DPS and thru them sent a simu-
lated message to the Austin DPS.
Forty people participated in this Exercise at the Bryan
EOC.
Mr. Jake Canglose closed the Exercise with evaluation part-
icipation by each section as to the good and the limited results.
It was a good Exercise and should result in further improve
ments.

NEWS RELEASE
SUBJECT: Local Government Exercise
A Local Government Emergency Exercise will begin at 2 :00 p.m.
Sunday, April 8, 1979 in College Station.
The Emergency Operations Center located in the City of College
Station Police Department Building will be activated to respond
to a "simulated emergency" caused by a chemical truck and passen-
ger bus accident.
The "emergency" will occur on Highway 2818 near the Southwood
Valley sub - division in College Station. •
Local government officials from Bryan and Brazos County will
participate in the EOC operations to provide mutual aid support
to the City of College Station officials.
The "emergency" will involve a chlorine gas leak from the
chemical truck and accident victims in the bus accident.
Part of the exercise will include a " simulated evacuation"
of part of Southwood Valley sub - division.
Residents in the area will be aware of fire, police, and
State Guard units in the area simulating the "evacuation phase"
of the exercise.
Participating in the exercise will be the local State Guard
unit and local hospitals.
