SUBJECT: Distribution of Shelter Supplies Other Than RADEF
Shelter supplies for stocking of licensed fallout shelters will be
distributed in accordance with the following procedures:
1. Elements
The shelter supplies distribution system will consist of these
elements:
a. Type "1" Requisitioners: All local civil defense organiza-
tions located approximately 25 miles from Federal warehouses.
(Enclosure 1)
b. Type "2" Requisitioners: All local civil defense organiza-
tions located further than 25 miles from a Federal warehouse.
(Enclosure 2)
c. The National Inventory Control Point (ICP) at the Defense
General Supply Center, Richmond, Virginia.
2. Federal -State Financial Responsibilities for Distribution
a. The Department of Defense (DOD) will provide supplies at no
cost to the state or local governments, and will bear a
portion of the retail distribution costs as follows:
(1) For Type "1" requisitioners, the DOD will pay for
distribution up through loading the vehicles provided
by the local government to pick up shelter supplies at
the designated warehouses.
(2) For Type "2" requisitioners, the DOD will pay for ship-
ment to a local receiving point or major shelter,
including unloading of the supplies, but excluding
placement into the receiving point or shelter. It is
anticipated that most such shipments will be "truck-
load" lots in order to take advantage of less costly
shipping rates. Normally, a "truck- load" shipment
would provide supplies for approximately 1300 shelter
spaces.
b. The local government will bear the remaining cost of distri-
bution up through the placement of' supplies into the shelter.

• (1) For Type "1" requisitioners, a time for pickup of
supplies by truck will be arranged by the requisitioner.
(2) For Type "2" requisitioners, a time will be arranged
for shipment to local receiving point or major shelter
when the requisitioner or his agent will be available
to receive the shipment.
g. If no suitable arrangements can be made within 90 days of
the date of the shipping document, the warehouse manager
will cancel the shipping document, send it to Richmond and
notify the requisitioner. A new requisition will be furnished
by the ICP, Richmond, Virginia, indicating that a resubmission
is required because of time lapse.
4. Transfer of Title
Transfer of tile for supplies from the DOD to the local government
will be as follows:
a. Type "1" requisitioners, or their agents, will present a
signed copy of the shipping document at the warehouse when
supplies are picked up. This signed document, giving evidence
that the supplies were picked up and title tak n thereto,
will be sent back to the ICP, Richmond, Virginia, and made
a matter of record. The requisitioner may retain the copy
received from the ICP, Richmond, Virginia.
b. Type "2" requisitioners will make arrangments with the
appropriate warehouse for shipment of supplies to a receiving
point (or major shelter). The shipping documents in this
case may be attached to the Government Bill of Lading (GBL).
Title will pass to the local government when the GBL is
signed.
5. Radiation Detection Kits
Each shelter will be provided radiation detection kits by separate
requisition furnished by the ICP, Richmond, Virginia. The GSA,
CD Depot, Bastrop, Texas will be the warehouse for all Radef kits.
6. Records
a. The ICP, Richmond, Virginia, will maintain all stock control
records including data on supplies on hand, received, due in,
for shipment, and shipped or released for requisitioners.
Periodic summaries to be available on the following basis:
(1) National
Ilk (2) Regional
(3) State
(4) Warehouse location

b. The local government is to maintain appropriate accountability
records in accordance with local regulations governing other
property owned by that political jurisdiction.
7. Region 5 Field Bulletin No. 14-62, Subject: Improved Transporta-
tion and Federal Warehousing Procedure for Handling Shelter
Supplies, dated April 26, 1962 is rescinded. This Bulletin was
distributed by Memorandum from this office dated May 3, 1962.
