HomeMy WebLinkAbout 02.28.1985 Whitewater I Disaster Exercise WH TE ATER I A ' G ��""' • oY 026 d PURPOSE OF THE EXERCISE TO PRESENT A NUMBER OF PROBLEMS THAT WOULD PROBABLY BE ENCOUNTERED BEFORE, DURING, AND AFTER A FLASH FLOOD. THIS EXERCISE WILL POINT UP THE WEAKNESSES IN PRESENT PLANS AND /OR OPERATIONS. IT WILL ALSO SERVE AS A BASIS FOR REVISION OF THOSE PLANS AND /OR OPERATIONAL PROCEDURES. IT SHOULD CAUSE THOUGHT ABOUT MATTERS AND CONTINGENCIES THAT MIGHT NOT HAVE BEEN PREVIOUSLY CONSIDERED AND PROVIDE TRAINING FOR KEY OFFICIALS. THIS EXERCISE CAN ALSO TEST THE EFFECTIVENESS OF THE EMERGENCY OPERATIONS CENTER (EOC) AND THE ABILITY OF OFFICIALS TO FUNCTION IN THE EVENT OF THIS OR ANY OTHER WEATHER DISASTER. THE DAY BEFORE THE EXERCISE 1. MAKE FOLLOW -UP CALLS TO PARTICIPANTS TO MAKE SURE THEY ARE COMING. IF ANYONE CANNOT COME, TRY TO ARRANGE FOR A SUBSTITUTE FROM THAT DEPARTMENT. 2. PLAN FOR A 4 1/2 HOUR EXERCISE. THREE HOURS IN THE AM WILL BE USED FOR RESPONSE AND 1 1/2 HOURS IN THE PM FOR RECOVERY. 3. SET UP COORDINATION WITH PRIVATE INDUSTRY, BUSINESSES, SCHOOLS, UTILITIES AND OTHER PRIVATE SECTOR AGENCIES. 4. HOLD THE EXERCISE IN THE EOC. MAKE SURE IT IS EQUIPPED AS IT WOULD BE IN REALITY DURING AN EMERGENCY. 5. FOR USE IN DETERMINING THE LOCATIONS THAT YOU WILL INDICATE IN THE SCRIPT, PLOT A FLASH FLOOD PATH THROUGH YOUR JURISDICTION, ALONG A RIVER OR A STREAM. USE THE ENCLOSED SCRIPT AS A GUIDE. 6.ARRANGE FOR COMMUNICATIONS BETWEEN YOUR EOC AND THE OUTSIDE WORLD. TEST THESE COMMUNICATIONS. 7. BE SURE TO ATTEND THE PLANNING AND ORIENTATION MEETING ON TUESDAY, FEBRUARY 26. DURING THE EXERCISE 1. ARRIVE EARLY TO HAVE THE ROOM OPEN AND READY. 2. HAVE COFFEE READY. 3. INSURE THAT LIGHTING, HEATING /COOLING AND OTHER PHYSICAL ARRANGEMENTS ARE IN ORDER. PLACE PAPER AND PENCILS ON THE TABLES; ALSO COPIES OF YOUR PLAN. 4.THANK THE PARTICIPANTS FOR COMING. EXPLAIN THE PURPOSE OF THE EXERCISE AND OUTLINE HOW IT WILL BE CONDUCTED. READ THE WEATHER BULLETIN AND BACKGROUND STATEMENT. 5. INPUT THE MESSAGES AT THE APPROPRIATE TIMES. ADD MORE MESSAGES IF YOU THINK OF SITUATIONS THAT SHOULD BE COVERED. 6. BE SURE ALL ASPECTS OF THE EVALUATION FORM ARE COVERED, ESPECIALLY A DISASTER DECLARATION. 7. COMPLETE THE DISASTER SUMMARY OUTLINE DURING THE RECOVERY PERIOD IN THE AFTERNOON. 8. DISCUSS PROCEDURES FOR SECURING A PRESIDENTIAL DISASTER DECLARATION AND GO THROUGH THOSE PROCEDURES, IF APPROPRIATE FOR THIS EXERCISE. GENERAL SCENARIO TIME EVENT Feb. 28,1985 7:00 am Flash Flood Watch issued 8:30 am Flash Flood Warning issued 9 :00 am EOC Staff n o t i f i e d 9:15 am Weather spotter reports heavy rain 9:30 am Special Weather statement 9:45 am Deputy Sheriff reports high water upstream 10:00 am (H hour) Flash Flood hits (fatalities and casualties are reported) 12:00 noon Morning exercise ends 1 :00 pm Recovery period begins 2 :30 pm Exercise ends AFTER THE EXERCISE 1. THE MOST IMPORTANT RESULT OF THE EXERCISE WILL BE THE CRITIQUE HELD IMMEDIATELY AFTER THE EXERCISE. OPEN THE FLOOR TO COMMENTS, SUGGESTIONS AND OBSERVATIONS. THE END RESULT SHOULD BE A DESIRE ON THE PART OF THE PARTICIPANTS TO GO BACK TO THEIR OFFICES AND REVIEW AND REVISE EMERGENCY PLANS BASED ON SITUATIONS AND PROBLEMS UNCOVERED DURING THE EXERCISE. 2. IN THE FOLLOWING DAYS, WEEKS AND MONTHS - FOLLOW UP ON UNRESOLVED PROBLEMS. IF NOT, THE SPARK OF ENTHUSIASM GENERATED BY THE EXERCISE WILL BE LOST. 3. COMPLETE ONE COPY OF EACH OF THE COLORED FORMS AND MAIL TO THE STATE OFFICE. 4. CCOMPLETE THE PRESS RELEASE AND TAKE IT TO YOUR LOCAL MEDIA REPRESENTATIVE. Proper proced4rei7, for a shift change i n 11 L. demonstrated. 2.1.A critique wi l l- be held to the ^.xor*. se' 22.Suggestions for change will Le w,'iit=. followed-up. 4 `" IN/e /A° yrAPQ " ADMINISTRATIVE PROCEDURES FOR REQUESTING A PRESIDENTIAL DISASTER DECLARATION 1, AFTER A DISASTER HAS STRUCK AN AREA AND THE SITUATION HAS RETURNED TO A DEGREE OF NORMALCY, THE COUNTY JUDGE IN THE AF- FECTED AREA SHOULD BE NOTIFIED THAT A DAMAGE SURVEY AND AS SESSMENT SHOULD BE PERFORMED, 2. FOLLOWING THIS ACTION, A DAMAGE SURVEY OUTLINE SHOULD BE SUB - MITTED TO TrE DIVISION OF EMERGENCY MANAGEMENT (DEM), IN AD DITION, A COVER LETTER SHOULD BE SUBMITTED FROM THE COUNTY JUDGE TO THE GOVERNOR REQUESTING A PRESIDENTIAL DECLARATION, 3, AFTER THE COUNTY JUDGE HAS MADE HIS FORMAL REQUEST TO THE GOVER NOR, A STATE SURVEY TEAM WILL INSPECT DAMAGE IN THE AFFECTED AREA AND MAKE AN ASSESSMENT OF THE SITUATION, IF THE CIRCUM STANCES WARRANT IT, A REQUEST WILL BE MADE FOR A FEMA TEAM TO ACCOMPANY THE STATE TEAM ON A SURVEY OF THE AFFECTED AREA. IF SUFFICIENT DAMAGE DOES NOT EXIST TO ASK FOR A DECLARATION, THEN A LETTER IS PREPARED FOR THE STATE COORDINATOR`S SIGNATURE IN FORMING THE COUNTY JUDGE OF THAT FACT. IF THE OUTCOME OF THIS JOINT SURVEY DISCLOSES THE SEVERITY OF THE SITUATION MERITS A REQUEST FOR FEDERAL ASSISTANCE, THEN THE GOVERNOR WILL MAKE A FORMAL REQUEST TO THE PRESIDENT FOR A DIS- ASTER DECLARATION, AT THIS POINT, THE GOVERNOR WILL ALSO ISSUE A PROCLAMATION DECLARING A STATE OF EMERGENCY FOR THE AFFECTED AREA, A MEMEER OF THE OEM STAFF WILL PREPARE TFIE REQUEST FOR THE GOVER NOR'S SIGNATURE USING THE FORMATS OUTLINED IN THIS SECTION, ;\ COPY OF THE DISASTER SUMMARY OUTLINE FOR THE AFFECTED AREA AND THE COUNTY JUDGE'S LETTER WILL BE SENT WITH THE GOVERNOR'S RE OUEST TO THE PRESIDENT FOR A DECLARATION, F, IF THE PRESIDENT APPROVES THE REQUEST FOR A DECLARATION, THEN A LETTER IS PREPARED FOR THE GOVERNOR'S SIGNATURE TO THE COUNTY JUDGE INFORMING HIM OF THE DECLARATION APPROVAL. f\ COPY OF THE ,OVERNOR'S PROCLAMATION IS SENT WITH THE GOVERNOR'S LETTER FOR FILING IN THE COUNTY COURTHOUSE RECORDS. IF THE PRESIDENT DECLINES THE REQUEST FOR A DISASTER DECLARATION, A LETTER WILL BE PREPARED FOR THE GOVERNOR'S SIGNATURE TO THE COUNTY JUDGE NOTIFYING HIM OF THE PRESIDEN1'S DECISION. AT THIS POINT A DECISION SHOULD BE MADE ON WHETHER TO ASK FOR AN SBA AND/ OR FMHA DECLARATION IF SUCH A DECLARATION HAS NOT BEEN DIRECTED BY THE PRESIDENT. ADMINISTRATIVE PROCEDURES FOR REQUESTING AN SBA DISASTER DECLARATION 1, FOLLOWING A DISASTER, THE COUNTY JUDGE ASSESSMENT ECTEES AREA SHOULD BE INFORMED THAT A SURVEY SHOULD BE PERFORMED. 2, IF AT LEAST 25 !TOMES AND/OR BUSINESSES R NOOFTATOLEASTE POLITICAL SUBDIVISION SUFFERED UNINSURED LOSSES OF THEIR ESTIMATED FAIR REPLACEMENT OR AT OF THEIR SUFFERED UNINSURED LOSSES OF AT LEAST _ MENT AND AT LEAST 257 OF THE WORKFORCE IN FA C E T UN EMPLOYMENT FOR AT LEAST 90 DAYS AS A RESULT COUNTY JUDGE SHOULD SUBMIT A DAMAGE SURVEY OUTLINE TO DISASTER DECLARATION. WITH A COVER LETTER TO THE GOVERNOR REQUESTING DECLARATION. 3. IF THERE 1S DAMAGE IN ANY COUNTY ADJACENT E TO O THE COUNTY RECEI _ VING THE BRUNT OF TN1BESjNCLUDED DAMAGE, IN l�NY DECLARATION, SHE REQUEST THAT THE COUNTY CRITERIA OUTLINED IN STEP 2 FOR SSA DEDLTOADCOLARE APPLIES ONLY TO THE COUNTY SBA IS ASKED COUNTIES. 4, AFTER THE COUNTY JUDGE HAS MADE HIS FORMAL DAMAGE RATION TO THE STATE OF THE SITUATION IN THE AFFECTED AREA AND IF THE CIRCUMSTANCES WARRANT IT, A LETTE� GBE PREPARED BY DEM FOR THE GOVERNOR'S AN SBA SIGNATURE DECLARATION TRATOR REQUES ING 5, WITHIN 3 WORKING DAYS AFTER RECEIVING THE GOVERNOR'S RRE Q Q U E ST, AN SBA TEAM ACCOMPANIED BY A DEM REPRESENTATIVE FECTED AREA. ADMINISTRATIVE PROCEDURES FOR REQUESTING A FMHA DISASTER DECLARATION (1) THE COUNTY JUDGE WRITES A LETTER TO THE GOVERNOR REQUESTING ASSISTANCE FOR HIS OR HER COUNTY DUE TO HAIL, RAIN, FLOOD, DROUGHT, ETC. (2) THE GOVERNOR WILL THEN REQUEST THAT THE USDA DISTRICT OFFICE COMPLETE A NATURAL DAMAGE ASSESSMENT REPORT FOR THE REQUESTING COUNTY. (3) USDA WILL THEN COMPLETE THE NATURAL DAMAGE ASSESSMENT REPORT, OUTLINING THE AMOUNT OF DAMAGE- (4) THE GOVERNOR UPON RECEIVING THE NATURAL DAMAGE ASSESSMENT REPORT EITHER: (A) WRITES THE SECRETARY OF AGRICULTURE AND REQUESTS USDA ASSISTANCE FOR THE REQUESTING COUNTY, OR (B) DIRECTS THE DIVISION OF EMERGENCY MANAGEMENT TO INFORM THE COUNTY JUDGE IN WRITING, EXPLAINING WHY THE MINIMUM REQUIREMENTS FOR USDA ASSISTANCE WERE NOT MET. (5) THE SECRETARY OF AGRICULTURE APPROVES OR DENIES REQUESTS FROM THE GOVERNOR. (6) THE GOVERNOR INFORMS THE COUNTY JUDGE OF THE SECRETARY'S DECI SION• (7) THE COUNTY JUDGE HAS 90 DAYS FROM THE DATE OF A SECRETARY'S DENIAL TO APPEAL.
