Dear Mr. Kittrell:
I have enclosed copies of proposed signage that will be utilized to direct coastal
evacuees to the Brazos Center for Red Cross Shelter information. I am requesting that
the Department of Transportation manufacture these signs and have them ready for
installation at predetermined locations should a coastal evacuation be declared.
The exact dimensions and locations are merely suggestions and the actual
implementation is entirely at the discretion of your department. The enclosed sheets
provide recommendations for evacuees traveling north on State Highway 6 and west
on State Highway 30. There is also a distinct possibility that evacuees may arrive in
our community via FM60 or SH21 after traveling north on SH36.
This request is being made on behalf of the Brazos County Interjurisdictional Office of
Civil Defense and Emergency Management and the local chapter of the American Red
Cross. The actual installation of the signs will take place only after notification is
received from Brazos County officials that the Brazos Center is operational for shelter
registration and information.
The last time a coastal evacuation occurred that effected us in this manner was
Hurricane Gilbert in 1988. At that time temporary, hand made signs were utilized to
direct evacuees to the Brazos Center. However, their effectiveness was limited due to
size, placement and lack of reflecterized coatings.

Dear Mr. Kittrell:
The attached letter from Steve Beachy is in reference to
your conversation with him about having direction signs avail-
able for evacuees arriving from the Houston coastal area to
seek shelter in the event of a hurricane threat.
State emergency mangagement planning estimates that 9,000
evacuees could seek shelter in this area in the event of a major
hurricane threatening the upper Texas coast.
County Judge R. J. (Dick) Holmgreen has reviewed and approved
this request. Your assistance will be sincerely appreciated.
