A copy of Austin- Travis County "CITIZENS SHELTER INSTRUCTIONS"
is attached for your information and retention. The "INSTR.UCTIONS"
are self - explanatory and are designed for retention within the home.
Austin -- Travis County was selected by the Federal Government,
as one of 57 American Communities, to pilot CSP Emergency Planning
for the Nation.
The "INSTRUCTIONS" were distributed as a complete two sheet,
removable insert within 55,000 copies of the Austin American
Statesman, through local newspaper delivery routes, on Sunday, April
17, 1966. Newspapers delivered by mail did not contain the "INSTR.UC-
TIONS" due to conflict with governing newspaper "masthead" regulations.
In addition, the document was simultaneously available for
free "Neighborhood Pick -up Distribution" at 9 libraries, 17 fire
stations, the Austin Municipal Building, the Travis County Court-
house and the Austin- Travis County Civil Defense Office within the
City - and at 19 selected Pest Offices and Country Stores beyond
City Limits.
Public attention was focused upon promulgation, considerably
in advance,by:
1. Careful advance public briefing of the Austin City
Council and the Travis County Commissioners Court.
2. Announcement of governmental approval by all news media.
3. Continued pertinent announcements by all news media.
4. Advance supporting editorials and other news coverage
by the Austin American Statesman.
5. Alerting announcements immediately in advance of
distribution by:
Public School Principals
All Departments of Government
Local Commercial Organizations
Local Civic and Service Clubs
Distribution proved to be decidedly effective as planned and
the "INSTRUCTIONS" were very favorably received by th3 citizenry.
The efficient low cost distribution means provided by the
Austin American Statesman, combined with simultaneous free "Neighbor-
hood Pick -up Distribution" - and the excellent documental design,
general reproduction and map reproduction by Graphid Designs, Inc. of
Austin are considered particularly noteworthy.

CSP Planning Background is kept updated on a day to day basis.
