AN ORDINANCE BY THE CITY OF COLLEGE STATION, TEXAS, DESCRIBING THE FUNCTIONS,
DUTIES AND POWERS OF SHELTER MANAGERS DURING NATIONAL EMERGENCIES; PROVIDING
A PENALTY; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS:
Section 1. In case of national emergency, Public Shelter Managers duly
appointed by the Civil Defense Director, shall open public shelters, take charge
of all stocks of food, water, and other supplies stored in said shelter, admit
the public according to the city's shelter use plan and take whatever control
measures are necessary for the protection and safety of the occupants.
Section 2, Shelter Managers are authorized to use reasonable restraint
against those who refuse to cooperate with the routine of shelter living under
emergency conditions. Refvtsal to carry out the orders of the Shelter Manager
and his appointed staff shall be deemed a misdemeanor punishable by a fine of
not more than Two Hundred Dollars ($200.00),
Section 3. The fact that there is presently no authorization of power
for Shelter Managers during a national emergency in the City of College Station,
and the fact that such regulations are needed for the protection of the safety
and welfare of the citizens of the City of College Station during a national
emergency, creates an emergency and an imperative public necessity for the imme-
diate preservation of the public welfare and safety which requires suspension of
the rule requiring ordinances to be read on three separate days before the final
passage thereof, and such rules are hereby suspended and this ordinance shall be
effective from and after its final passage, and it is so ordained.

LEGAL AUTHORITY OF SHELTER MANAGER
(to be posted in shelter)
has been appointed Manager for this Shelter,
, by action of the Director
of Civil Defense for Brazos County, and shall function as a representative of
this government. Immediately upon the declaration of a national emergency, he is
hereby vested with the authority necessary to fulfill his responsibility for the
safety and wellbeing of the occupants of this shelter. The shelter manager is
responsible for all operational procedures, staff functions, and decisions con-
cerning the management of this shelter for the duration of the emergency.
In the event of the absence of the appointed shelter manager, the following
deputies, in the order given, will assume the duties and authority of the
manager:
Asst. Shelter Manager
Radiological Monitor
Communications Officer
