The plan was developed by the Waco Operational Area Emergency
Communications Committee and is approved by the FCC.

:ipation in this plan shall not be deemed as a relinquishment of
program control, and shall not be deemed to prohibit a licensee from
exercising independent discretion and responsibility in any given situation.
PURPOSE: The purpose of this document is to provide procedures agreed
upon by the broadcast industry and Federal, State, and local area
governments which will permit designated government officials to request
activation of the Emergency Broadcast System in the Waco
Operational Area to issue emergency information and instructions in
threatened or actual emergencies on a day -to -day basis.

EMERGENCY SITUATIONS FOR WHTC H EBS CAN BE ACTIVATED :• "Severe Weather, Toxic Gas
Discharges, and Flash Floods.
For an emergency situation not involving the entire operational area, activating
officials may request EBS activation througha broadcast1 station serving the affected
area only.
