Office -to- office and department -to- department communications capabilities are summarized graphically on the pages immediately following, pages iii -xii, and important communications equipment and loca- tions are summarized below. This report was prepared by Brazos County Civil Defense. For county -wide communications, a key location is the SO, which can communicate (transmit and receive) with BPD, CSPD, and UPD using the SO frequency on a network totaling about 70 vehicle and over 90 handheld units. The CD Director and Sgt. Forsthoff of the DPS can also couuuunicate with the SO. The SO has a base unit on the fire departments' mutual aid freq- uency (154.250) which it uses for dispatching rural firefight- ers. It can therefore communicate with area fire personnel on a separate network totaling about 55 vehicle and 26 handheld units. The SO has better than average vehicle to base range (about 30 miles), average handheld to base range, and enjoys ample emergency power. The SO can communicate with DPS on statewide frequencies. The DPS has a vehicle to base range of about 75 miles, and one unit only (Sgt. Forsthoff's) can communicate with the Brazos, Robertson, and Burleson County SO. The DPS has communication with Austin, and emergency power. DPS, SO, BPD, CSPD, UPD, and CD have about 97 vehicles and 88 handheld units on statewide mobile to mobile, and all (except CD) have base units on state- wide intercity. The County RACES organization is able to provide statewide and worldwide coua,iunications from several locations, including the Radio room in the MSC which has emergency power. However, they are prevented by law and equipment limitation from operat- ing in the frequencies used by the police and fire departments. 'Average vehicle to base range in the County is estimated to be about 20 miles, and average handheld to base range is similarly estimated to be about 10 miles. There are approximately 90 base units, 484 vehicle units, and 232 handheld units used by or available to governmental agencies (including the rural firefight- ers and RACES)in the county, excluding the National Guard. Comment: Communications are available county wide. l 6 RADIO AMATEUR CIVIL EMERGENCY SERVICE (RACES) General: The RACES Organization is chartered by federal law to "Provide amateur radio operation for Civil Defense communication purposes...during periods of local, regional, or national civil emergencies." Location: There are various locations around the area for RACES communication systems. Most of the equipment is at the homes or businesses of the approximately twenty -five members. During a protracted period of civil emergency re- quiring considerable use of the RACES capabilities base operations would probably center at the Texas A&M University Club Station radio room in the Memorial Student Center, on the Texas A&M University campus which has both a repeater and emergency power. This particular location has been desig- nated an Emergency Communications Center (ECC). An alter- nate ECC is at the home of Tom Comstock, 1700 Dominik, College Station. Limited emergency power is available at the alternate ECC. Contact: Tom Comstock, 845 -4951 Call sign: W5AC - Texas A&M University Club (Each member is a federally licensed radio operator and has his or her own call sign. Consult the Brazos County, Bryan, College Station, and Texas A&M RACES Plan available from Brazos County Civil Defense). Mem- bers are restricted by both law and equipment from operating on the higher VHF frequencies in the 153, 154 and 155 mhz range used by local law enforcement and other governmental agencies. HF: The following HF frequencies are used:(all values in mho 1.6 -1.8, 3.5 -4.0, 7.0 -7.3, 14.0- 14300, 21.0- 21350, and 28.0 - 29000.
