FALLOUT SHELTER COMMUNICATIONS PLAN
I. GENERAL:
Citizen band (CB) radios, because of their number,
mobility, and battery operation, lend themselves to
use for emergency communication links during national
emergencies when telephone and electric power systems
are not available or fail to operate.
II. ASSUMPTION:
In a national emergency when fallout shelters are
activated, appointed citizens owning CB radios will
report to assigned shelters and install their CB units.
Their CB units will include emergency power supplies
and antennas which will provide for short distance
communications to nearby shelters and to a nearby control
or relay point equipped with a permanent antenna suitable
for communication with the local Emergency Operations
Center (EOC).
III. DUTIES OF SHELTER COMMUNICATION OFFICER:
In a national emergency, upon activation of fallout
shelters, each Shelter Communications Officer will:
1. Report to assigned shelters and install his
privately -owned CB equipment.
2. Establish communications link between his
shelter and assigned relay point or EOC as
directed by County Shelter Communications
Officer (see Appendix I for Shelter Communica-
tions Link Plan).
3. Provide communications as directed by the shelter
manager.
4. Use assigned Brazos County station license
KDU 8335 during all training exercises or
