REGULAR MEETING
WEDNESDAY, JANUARY 10, 1990

MEMBERS PRESENT: Gary Halter, Chairman; Lois Beach; Joan Lamkin; Norma Teets; Les
Hawkins; and Larry Ringer, Council Liaison
STAFF PRESENT: Steve Beachy, Virginia LeBlanc, and Charlie Szabuniewicz
I. CALL TO ORDER:
The meeting was called to order by Chairman Halter at 7:09 PM.
II. APPROVAL OF MINUTES :
Chairman Halter asked for approval of the minutes, Les motioned that they be approved, Joan
seconded the motion, motion passed.
III. DISCUSSION OF COLLEGE STATION HOMES MARKER PROGRAM:
Gary explained that the committee had discussed marking College Station's historic homes
independently of the State marker program. He stated that Steve would explain progress thus far.
Steve explained that Ginny would update the committee on prices and design. Les asked if the
description pertaining to a particular home would be on the marker. Steve stated that the individual
description would be on the brochure corresponding with the number on the marker. Ginny
explained that OMC would design the markers in a three dimensional design. She stated that the
marker size would be 10" X 12" with rounded corners. The salesperson at OMC had explained that
a round marker would lose a considerable amount of area. The identifying number for each marker
would be a three inch square number, giving 100 feet visibility from the street. This would be
located in the bottom right -hand corner of the marker. Ginny explained that the train station would
be 4" X 11 ", taking up the top half of the marker. The bottom half would be for the identification
number and a short narrative. She stated that the price quoted by OMC would be $475.00 for the
casting cost which would be a one time cost and $93.90 for each marker purchased. For fifteen
markers the cost for each marker would be $125.50. Lois asked if the homeowner would pay for the
marker? Gary stated that the City could pay for the markers initially and then be reimbursed by the
homeowners. Norma asked if the homeowner could choose aluminum or bronze for their marker.
Ginny explained that the price quote was for a bulk quantity so they would be all aluminum. Lois
stated that she thought they should be all the same. Steve explained that the bronze markers have a
tendency to oxidize and stain whereas the aluminum would not. But the aluminum is subject to be
stolen because of the easy money for recycled aluminum. Ginny added that all the state markers are
aluminum and if the committee wanted the historic homes markers to look the same as the state
markers then aluminum would be the best way to go. Lois asked if it would be possible for the City
to bear the cost of the casting and the homeowner to pay the cost of each marker. Steve stated that
would be a committee decision. Gary added that it would not be fair to charge the first fifteen
homeowners a percentage of the casting fee and the other homeowners nothing. Les asked what
would be classified as a historic home? Gary stated that would be a committee decision probably
taking into consideration the age of the home as well as other criteria. Norma stated instead of

having the first fifteen pay for the casting cost, set a marker cost plus an overage cost, perhaps $15 or
$20 per marker. This would cover any other expenses associated with the installation, etc. Norma
asked if the price quote had a time limit. Ginny stated that the estimator gave no indication that the
purchase had to be made by a particular date. Steve stated that the City has to receive three price
quotes before the final decision is made. The committee should decide on a pattern so that process
could continue. Everyone in the committee agreed with a round marker. Mayor Ringer stated that
if a square maker is installed on these old houses it may show the imperfections of the houses. Steve
stated that Ginny would continue to get price quotes from other companies specifically on a round
marker and have the results by the next meeting. Mayor Ringer asked if the markers would only be
available for homes and suggested considering them for the historic buildings in the Northgate area.
In that case, the wording would have to be changed from "HOME" to "BUILDING." Lois suggested
that the committee just offer the markers for homes and considering the response, the committee
could later offer them for historic buildings. The committee suggested to get price quote for the
BUILDING plaque as well.
IV. CAPITAL IMPROVEMENT PROGRAM STATUS REPORT:
Steve stated that the Capital Improvement Committee met on Tuesday night. The Parks
Subcommittee has included the Historic Homes Park in their projects and will begin ranking the
projects within a week. At that time, the committee will know where the Historic Homes Park
ranked. Steve stated that in the January Texas Highways magazine there is an article about
Longview's Historic Homes Park.
Gary stated that the old Dowell House has had considerable research done on its history. He said
that the owners were thinking about moving the home on campus. Gary feels that the owners might
be interested in donating the home for the park. He will write the daughter and ask about acquiring
the home. Les asked what modifications had been done to the home. Gary answered that very little
if any. He then passed around the floor plan to the committee. Gary explained that this is the
largest home that was on campus and it could be the central point in the park and perhaps the
museum. Gary stated that this is very tentative until the voters approve the money for the park.
Joan asked if there are any kind of grants that would have money for this project? Steve stated that
there could be and it would have to be researched to find the right foundation interested in this type
of project.
V. HISTORIC MARKER RESEARCH STATUS REPORT:
Steve stated that the student that worked on the historic markers has left the area and a
replacement must be found. Gary stated the possibility of getting under - graduates from the
university to do research in return for credits. Gary will contact some professors with this proposal.
Steve stated that the student work and research really helped speed up the process of the narrative
and the application of the A &M Consolidated marker.
Steve introduced Lillian Robinson as the project chairman of the Lincoln School marker. She stated
that most of the records were burned with the school in 1965. She stated that former teachers could
be contacted for that lost information. Les recommended that Lillian tape the conservations with
the citizens to gain information. Gary stated that there is not a good picture of the old school. Most
of the pictures are taken with the students backed up against the building. Lillian stated that
Lincoln School is having a reunion in July and she could visit with the people at the reunion for
information. The committee recommended several questions for Lillian to ask. When was the

school founded? Where did the kids go to school before the Lincoln School? Were they bused?
Gary suggested that Lillian wait until the reunion to talk with and record the people that can
provide the historic information for the narrative.

Gary reported on the Rock Prairie School marker progress. He contacted ineis Ri 4 e who told him
that the church would not support a marker on the building but would support a subject marker. He
suggested that a letter be written stating the City's plans to secure a subject marker for the school.
Gary stated that he would contact the deacons of the Rock Prairie Baptist Church as a courtesy to
let them know the plans of the subject marker. Gary stated that Eleanor Nance and A t have PM .1" .n_
done extensive research on the Rock Prairie School and the committee should try to obtain that
information for the marker. Several citizens are concerned that the church will tear down the
original school building since they recently built a new building. Lois stated that if we erect a marker
at the site, they may be hesitant to tear the old building down. Steve said that some of the historic
marker information for the Rock Prairie School may have already been done and if so Gracie
should be contacted. He volunteered to check with Gracie. Gary volunteered to check with Charlie
Schultz for that information.
