HomeMy WebLinkAbout05/07/2007 - Regular Minutes - Historic Preservation Committee Minutes Historic Preservation Committee Monday, May 7, 2007 4pm 2nd Floor Conference Room, City Hall College Station, Texas 77840 Attendance: Marguerite Anthony, Jane Hughey, Hillary Jessup, Bill Lancaster, Colleen Risinger, Meredith Waller, Ernie Wright, Approved Absence: Neal Nutall's absence was approved by Bill and seconded by Colleen. Absence Approval Pending: Neal Nutall and Haskell Monroe (need absence forms for the record) Staff Attendance: Anne Boykin, Historic Preservation Intern; and Peggy Calliham; Interim Neighborhood Services Coordinator Agenda Item #1: Call to Order Meeting was called to order at 4:10 p.m. Agenda Item #2: Absence Request Peggy noted that Haskell is recovering from back surgery. Anne noted that Neal Nutall has a church meeting to attend. Agenda Item #3 & #4: Hear Visitors No visitors were present. Agenda Item #5: Approval of the minutes Jane Hughey made corrections to the minutes. Bill made the motion and Meredith seconded the approval of the corrected minutes from the April 2, 2007 meeting. The motion passed unanimously. Project updates Agenda Item #6: Exploring History Lunch Lectures It was noted that John Blair, Brazos County Historical Commission member, will be speaking at the May lecture on his search for Dr. Bringhurst. Peggy reported that all of the City departments have been asked to trim their budgets by 3 %. After much study and in consideration of this she suggested that beginning in 2008, we cut the lunch lectures back to six per year: September, October, November and January, February and April, skipping March. The group appeared to agree that would be the best way to reduce costs. Agenda Item #7 Historic Markers Meredith reported that she, Jane and Hillary have identified 93 potential historic marker homes. They have been working on a draft of a letter to send to these specific homeowners. Olivia Burnside will present the report at the May 24 City Council workshop. Peggy reminded the HPC members of her request that they be present for the presentation. Peggy is also looking for the original policy that outlined the parameters for historic markers. Anne has been working on an updated marker brochure and will have a rough draft to the sub - committee at their next meeting May 16, 1:30 pm at the Conference Center after the Exploring History lunch lecture. Agenda Item #8 Oral History Project The sub - committee met April 20 and prioritized a list of prospective interview candidates. Present were HPC members: Bill Lancaster and Colleen Risinger. Members of the oral history team (Jim Boone and Mary Hamlin) were also present and are the ones who will 1 be conducting the interviews. Mary will also be coordinating with Cushing Library on some of the interviews. Colleen reported that the original oral history project interviews are badly in need of editing and re- typing. Jane Hughey suggested looking into the OCR features of MS Word in order to facilitate editing. Agenda Item # 9: Project HOLD Anne spoke to the Morning Lion's Club about Project HOLD on April 4. Anne and Mary Hamlin met with Rebecca Hankins and Miguel Juarez at Cushing Library concerning further collaborations. The Project HOLD volunteers were treated to a Victorian Ladies Luncheon at Martha's Bloomer's April 22. April was the best month yet with over 1800 scans being completed by the volunteers. The Texas State Library has inquired about Project HOLD becoming a part of the Texas Heritage Digitization project. Agenda Item #10 May as National Historic Preservation Month To promote Historic Preservation month, Marguerite, with input from Jane, wrote an article about historic preservation that appeared in The Eagle May 27. Tom Taylor talked about the American Mile with Scott DeLucia on WTAW, April 28. Marguerite taped a radio spot with Harold Presley that aired for Clear Channel on April 29. Anne taped another spot for Clear Channel that aired May 6. Jane taped a show about the historic marker program with Harold Presley on May 10.Bill will talk about the oral history project with Scott DeLucia on May 11. Also scheduled will be Anne on the Morning Show at KAMU May 22 and the May utility bill insert featured historic preservation in College Station. Agenda Item # 11: Historic Districts In view of the fact that the historic survey will cost $157,000, Peggy has asked Nancy Mc Coy of Quimby -McCoy to suggest what could be done for between $25,000 and $50,000.. Since the consultant fees were not expected to be this high and because there was nothing budgeted for this project in last years budget, Peggy reported that it might take a while for the project to become a reality. Hillary expressed a deep concern about the time frame. Peggy reported that Assistant City Manager Kathy Merrill will be checking with Abilene, Texas, to see how they managed their historic districts survey. There is still a chance that $50,000 might be available in 2007. Agenda Item #12: HPC Report to Council Peggy will email a copy of the PowerPoint presentation to the members for proofing and input. Agenda Item #14: Future Agenda Items Bill Lancaster will be vacating his position on the HPC after 15 years. The HPC committee expressed their sincere regrets. Peggy reminded the other members whose term is up in June 2007, that they are invited to reapply and can do that on line at http: / /www.cstx.gov /home /index.asp ?page =751 Those with terms that are up and need to reapply are: Marguerite Anthony, Jane Hughey, Meredith Waller, and Ernie Wright.
