NOTICE OF PUBLIC MEETING
Notice is hereby given to all interested members of the public that the Board of Directors of
the above captioned District will hold a regular public meeting at 4121 State Hwy 6 South, College
Station, Brazos County, Texas 77845, said address being a meeting place of the District. The meeting
will be held on Thursday, September 12, 2024, at 2:00 p.m. The City Council of College Station,
Texas may or may not attend the Public Meeting. The Board shall consider and discuss the
following matters and take any action appropriate with respect to such matters:
1. Public comments;
2. Review and approve minutes of the May 9, 2024, Board of Directors meeting;
3. Receive Financial Advisor's recommendation concerning the District's proposed 2024
tax rate, determine intended tax rate, and authorize the:
a. giving of notice that the Board will consider adoption of a tax rate;
b. means of providing such notice;
4. Issuance of the District's $2,555,000 Unlimited Tax Road Bonds, Series 2024A
("Bonds"), including:
a. Status of consent by the City of College Station ("City");
b. Review and approve Preliminary Official Statement and Official Notice of Sale;
c. Review and approval of Summary of Costs;
d. Authorize the District's financial advisor to advertise for the sale of the Bonds; and
e. Engagement of an auditor for preparation of audit;
5. Review and approve audit for fiscal year ended May 30, 2024, and authorize execution
of Annual Filing Affidavit;
6. Review and approve continuing disclosure report (due November 30, 2024);
7. Bookkeeper's Report, including authorizing the payment of invoices presented;
8. Tax Assessor/Collector's Report;
9. Ratify actions taken to authorize the request to Brazos Central Appraisal District for
Appraisal of Property;
10. Engineering Report, including:
a. Authorizing the design and/or advertisement for bids for construction of facilities
within the District, approving of related storm water plans, including:
i. Status of design of Midtown City Center, Phases 406A and 406B;
b. Authorizing the award of or concurrence in award of contracts for the construction
of facilities within the District, authorizing acceptance of TEC Form 1295, and
approval of any storm water permits;
c. Status of construction of facilities to serve land within the District, including the
approval of any pay estimates and/or change orders and authorize acceptance of
Form 1295, including:
i. Midtown Reserve Subdivision Phase 110 by Greens Prairie Investors, LLC;
and
ii. Midtown City Center, Phase 111 by Greens Prairie Investors, LLC;
d. Acceptance of site and/or easement conveyances for facilities constructed or to be
constructed for the District, and acceptance of facilities for operation and
maintenance purposes;
e. Status of acceptance by the City of streets for maintenance;
11. Developer's Report;
12. Proposed annexation of approximately 19.44 acres of land into the boundaries of the
District, including:
a. Status of City of College Station consent to petition requesting annexation into the
boundaries of the District;
b. Adoption of Order Adding Land and Redefining the Boundaries of the District;
c. Approval and execution of Second Amended and Restated District Information
Form; and
d. Approval and execution of Utility Development Agreement(s) and/or amendments
thereto relative to (i) water, sanitary sewer and drainage facilities, (ii) recreational
facilities, and (iii) road facilities, and authorize acceptance of TEC Form(s) 1295;
13. Attorney's Report;
14. Review Memorandum regarding Electronic Storage of District Records; approval of
Resolution Adopting Records Retention Schedules and Policies and Procedures for
Electronic Storage of District Records;
15. Request from Records Management Officer to destroy certain records of the District;
and
16. Matters for possible placement on future agendas.
