Commissioner Davis asked for clarification regarding the infrastructure and sidewalks for the Century Hill Preliminary Plat. Mr. Fletcher stated he did not recall if sidewalks exist on Sebesta Road or not. If they do not exist, then the • sidewalks will be constructed on a lot-by-lot basis as the lots develop. Mr. Bunn stated that there was an adopted set of standards for naming streets. Commissioner White asked why the plat expired. He also stated that staff had been working on the Annexation Plan, Subdivision Regulations, Comprehensive Plan Update, UDO Quarterly Update, Greenways Plan, and Zoning Designations. On June 15, there will be a P&Z Seminar put on by the 'Texas APA through,; BVCOG. G. Ken Fogle, Transportation Planner, stated that the number of 5,000 trips is used for commercial projects. He informed them that he plans to do some research on what other cities are using for traffic impact assessments. Commissioner Reynolds asked for the approximate cost for a traffic assessment. She reminded • them that staff will be taking the UD(J to the City Council for recommended changes. Public hearing, presentation, discussion, and passible action on a Replat and Preliminary Plat for the Century Hill Development consisting of 15 of lots nn 30.92 acres, generally located at 1595 Sebesta Road, east of the Earl Rudder Freeway (SH 6). Case #04-263 (TF) Trey Fletcher, Senior Planner, gave a presentation stating that lots 1 through 8, 13 and 14 are currently zoned C-1, General Commercial, the remainder of the lots are zoned M-1, and the properh~ owner is in the process of rezoning the entire tract to ~'~i-1. FIe stated that in 2003, the area was designated on the land use plan as regional retail with a limited amount of office and prior to that it vas shown as ini:ced use, as well as office. He informed the Commission that this area is presently being considered for a Cotnprchensive Plan 1lmendment focused • on the south side of Sebesta. Itir. Fletcher stated that staff vas recommending approval of the replat and preluninary plat. Commissioner ~~Ihte asked for clarification on the connection between Emerald Parkway and Sebesta Road. lair. Fletcher reviewed the area on a map with the Commissioners stating that there was a mxior collector shown on the thoroughfare plan for better connectivity and access to the grade separation and to minimize cut-through traffic. Commissioner Davis asked far clarification regarding the thoroughfare outside the proposed platted area and whether or not it will be built at this time. hit. Fletcher stated that this section will not be built at this time and that the developer will construct a ctil-de-sac. The developer will build a portion of the street with sidewalks on both sides. With future development of the adjacent property, the street will continue on to Emerald Parkway. Commissioner Nichols motioned to approve the preliminary plat. Commissioner Davis seconded the motion, motion passed (6-0). 6. Presentation, discussion and possible action on a request to re-consider a rezoning within 180 days of denial for Callaway Subdivision Phase II, approximatly 14 acres, located on the east side of Marion Pugh Drive, approxunately 500' south of the intersection of George Bush Drive, including a portion of the I:~uther Street Right-of--Way. Case #04-28 (JP) Jennifer Prochazka, Staff Planner, gave a small presentation reviewing the applicant's letter • requesting the reconsideration of the rezoning that was included in Commissioners' packets. She informed them that the UDO states that if a rezoning is denied by the City Council, the same rezoning cannot be applied for within 180 days. However, the UDO does allow a P&Z Workshop Minutes May 5, 2005 Page 2 of 4 xehear within 1$0 days, if one of four criteria is met. The criteria include a change in circumstances relevant to the issue, new or additional information, a new application that is • materially different, or something based on a material mistake that was made in the decision. Ms. Prochazka stated that if the Commissioners find that one of those four criteria applies, based on the letter from the applicant, then the Commission may approve a rehear. Mr. Ellison stated that the applicant is in the process of working on a development agreement to extend 1~"larion Pugh from its terminus to Holloman Drive. "Phis is the new information that was not available to the City Council at the tune they considered the rezonutg. Commissioner 1-Iooton motioned to approve the rehear based on sufficient new information submitted by the applicant. Commissioner Nichols seconded the motion, motion passed (6- 0). This motion enables the applicant to resubmit an application for rezoning before the 180 day turnaround time. 7. Public hearing, presentation, discussion, and possible action on a Final flat for Shenandoah Phase 19, which includes a Replat of Lot 1 Block 11 and Lot 17 Block 8 from Shenandoah Phase 1. 't'his final plat consists of 56 residential lots and an HOA common area on 19.4$6 acres generally located at 4000 Alexandria .~lve. Case #05-46 (MH) I~[olly Hitchcock, Staff Planner, presented the case stating that there had been many calls regarding the case and that the calls ~vexc of an inquir}- nature. Staff recommended approval of the final plat. • Dennis Ethridge, 4106 Windfrce, College Station, "Texas. 1~1r. Ethridge asked about the drainage in the area for future development, specifically whether the zero-rise rules would be used in the development of the plat, and, if it was nor, what recourse would the citizens have? He also asked if the fences on Lots 17R through 20R, would be put up right against the same rear fences of the addresses. ;~Ir. I.?thridge expressed concern regarding the severe flooding in that specific area and the drainage issues, in particular to lus home. dlr. Ethridge stated that in the past ten .years he has had problems with extreme flooding and drainage problems in the area and that his home was flooded at one time. He also expressed concern regarding the. new fences being put up, and whether they will interfere with the improvements previously done to alleviate some of the flooding u~ the area. Carol Dotter, Graduate Civil Engineer, stated that a detailed drainage and flood study were suil}mitted with the project. Ibis. Cotter stated that there will be two detention ponds for the new development in order to handle the additional drainage. Commissioner White asked for clarification regarding the nm off from Southern Plantation. Ms. Cotter stated that there was currently a 25-foot public drainage easement in the area. h"like McClure, 9262 Brookwater Circle, College Station, Texas, Project Engineer. Mr. McClure stated that they have been working on the issues to resolve the concerns that Mr. Ethridge mentioned. Mr. hfcClure briefly explained all the items that his company has been working on in order to elevate drainage and flooding issues in the area. • Ben Kirby, 3816 Stoney Creek Lane, College Station, Texas, Vice-President of the Southern Plantation Home Owners Association. Mr. Kirby stated that recently there have been P&Z Workshop Minutes May 5, 2005 Page 3 of 4 questions regarding the detention ponds. Mr. Kirby stated that he was advised by Public Works that the Southern Plantation Home Owners Association would be responsible for • cleaning the detention ponds. i/fr. Kirby stated that they were unaware of that responsibility before. Thexe was discussion between (:,ommissioners, Intr. Kirby, dlr. T:thridgc and I~lr. McClure regarding the flooding and drainage issues in the area. The main concern for l~~tr. Ethridge is that items not be constructed in the area that would interfere with the flow of the water so that additional floocling would not occur. 1~1r. McClure offered answers and suggestions to his concerns. Commissioner Nichols asked if staff was satisfied that any additional runoff or Hooding would be handled within the normal guidelines. Ib1s. Cotter stated that the drainage policy requires that there not be any additional flow post development than currently exist prc- development. Ms. Cotter stated that LV1r. McClure's drainage reports have shown the additional. runoff will be handled. Commissioner White motioned for approval of the final plat. Case #05-80 (MH) • STAFF REPORT Project Manager: Molly Hitchcock Reporting Date: May 11, 2005 Email: mhitchcock a~7cstx.gov Meeting Date: May 19, 2005 Item: Consideration, discussion, and possible action on a Master Plan for Crescent Pointe consisting of 192.64 acres and located between FM 60 and SH 30, across from Linda Lane. (03-044) Applicant: John Hamilton Recommendation: Staff recommends approval of the Master Plan. Item Summary: In March 2003, the Planning & Zoning Commission approved a Master Development Plan for Crescent Pointe. One preliminary and one final plat (One American Plaza) from that plan were approved in April 2003. With no other platting activity, the Master Development Plan expired in April 2004. The applicant has submitted a new Master Plan that is identical to what was previously adopted. It proposes a planned development with multiple uses. The mix of uses will include (approximately) 55 acres for a convention center, 19 • acres of office/commercial, 34 acres of office, 17 acres of commercial, 40 acres of apartment, and 14 acres of apartment/townhouse. While a new hotel/conference center is no longer anticipated at this location, regional retail and office uses would still be appropriate. The land is currently zoned C-1 General Commercial and M-1 Light Industrial. It is abutted by undeveloped land to the east and university land to the west. Across FM 60 is the Park Hudson development in Bryan. South of this property, across SH 30, is undeveloped land and a townhouse community at the corner of Linda Lane and SH 30. Comprehensive Plan Considerations: The Land Use Plan shows the subject area to be Mixed Use. The 30/60 Study states that emphasis should be on "uses such as office, commercial, clean industrial, and higher density single family and multi-family housing". The City has completed the extension of Copperfield Drive, a major collector, and is currently constructing the two major collectors. included in the 30/60 Area study that updated the Comprehensive Item Background: This property was annexed into the city in 1979. Item Summary: The purpose for this request is to continue the development of the previously approved Master Development Plan of Williams Creek Subdivision. This zone request is for a future Phase of this development. • Comprehensive Plan Considerations: The subject property is shown on the Land Use Plan as Single Family Low Density (1/3 -2 DU/AC). The property to the north is floodplain, to the south is Rock Prairie Road, which is classified as a major collector on the City's Thoroughfare Plan, to the east the property is shown as single family (low density 1/3-2 DU/AC} and currently zoned A-O Agricultural Open and undeveloped, and to the west is Phase I thru 4 of Williams Creek Subdivision that is currently under construction. The property is shown as Single Family Low Density (1/3 -2 DU/AC) and was recently rezoned to A-OR Rural Residential. Since the previous rezoning of the adjacent 211 acres from A-O to A-OR of the Williams Creek Subdivision staff has had concerns about the additional traffic impact on Rock Prairie Road. May 6, 2004 the Commission had purview of the Master Development Plan and expressed concerns about Rock Prairie Road being an unpaved surface. According to Street Design Criteria in the Subdivision Regulations, a rural residential street is designed to handle no more than 1000 trips per day. If this rezoning is approved, the resulting density could produce traffic in excess of these design standards. A secondary access point to the subdivision would be required to handle the additional traffic. The zoned change is in compliance with the land use plan. However, a rezoning to A-OR would allow the property to develop under Section 12-Rural Residential Subdivision Regulations. There is a demand for single-family residential development in the southern part of College Station, as shown by the recent subdivisions developed along Greens Prairie Road. Also, the majority of this property was only recently annexed, so this development will benefit from some City services while still having the advantage of not being an urbanized subdivision. 2.) Indicate whether or not this zone change is in accordance with the Comprehensive Plan. If it is not, explain why the Plan is incorrect. This zone change is in accordance with the Comprehensive Plan, which shows this property as low density residential. This property is greater than 50 acres, and it is located at the periphery of the City where infrastructure is not available. These are two of the criteria presented in the UDO for Rural Residential Subdivision (AO-R) zoning. ~) List any other reasons to support this zone change. The topography of this tract will make it difficult to develop this property into a typical residential subdivision. The existing ground elevations range from Elevation 254 at its highest point fo Elevation 205 along the 100-year floodplain limits. Also, fhere is no sanitary sewer service for this property, therefore, a rural residential subdivision has been proposed for this property. No development is proposed for the 100-year floodplain area located on this property. • • INFRASTRUCTURE AND FACILITIES Water: At the present time, this area is served by Wellborn Special Utility District (SUD). However, water improvements are required to meet City of College Station standards. Sewer: The area may use OSSF's. However, per Section 12 of the Subdivision Regulations, the development must plan for future public sewer extensions. The Lick Creek Treatment plant is to the southeast. The closest line is approximately 4,000 feet to the south. Streets: Greens Prairie Road is a major arterial. Rock Prairie Road is a major collector. It appears Rock Prairie Road is on-site, as the property line extends to the centerline of the road. This means that ROW dedication and construction will be required for subdivision. Rock Prairie Road is unimproved along the subject tract. Off-site Easements: None needed if OSSF is planned. Drainage: Most of the tract drains to Carter's Creek. A Development permit is required to address drainage issues. • Flood Plain: The site includes the Carter's Creek floodplain. Oil Wells: The property to the west has two operating oil wells. The adjacent property to the east has one. The City's "Oil and Gas Ordinance" relates to wells going in near existing developments. This is an issue of a development going in near an existing well.
