Call meeting to order. 2. Hear Citizens. At this time, the Chairman will open the floor to citizens wishing to address the Commission on planning and zoning issues not already scheduled on tonight's agenda. Item Summary: The purpose of this application is to continue the Spring Creek Townhomes development of single family. Comprehensive Plan Considerations: The subject property is shown as Single Family High Density on the Land Use Plan and Zoned PDD Planned Development District. The property to the north and west is zoned PDD and developed as Spring Creek Townhomes, A-O Agricultural Open (undeveloped) and C-1 General Commercial (undeveloped). The property to the east is zoned C-1 General Commercial (undeveloped), and the property to the south is zoned A-O Agricultural Open (undeveloped). Item Background: The subject property was annexed into the City of College Station city limits in 1983. The preliminary plat was approved by the Commission in 2003 along with the final plat for Phase 1. The Master Preliminary Plat was approved in 2003, and revised in 2004. Related Advisory Board Recommendations: Parkland dedication has been met with the 5-acre park located on the Crowley Tract. Item Summary: This item is for consideration of a Master Plan for 39.87 acres in the City's Extra-territorial Jurisdiction, which is required for all subdivisions proposed in more than one phase and containing more than 50 acres of land or more than 100 residential units. The plan includes five phases of development, including 22.22 acres of single family residential, 4.79 acres of multi-family, 4.17 acres of commercial, and 2.35 acres for a detention pond. r Com rehensive Plan Considerations: The Land Use Plan ro'ects Rural P P J Density Residential for this area, but the City has no authority over land use in the ETJ. Jones-Butler Road is shown as a major collector on the City's Thoroughfare Plan. This request is in compliance with the City's Comprehensive Plan. Item Background: This Master Plan request is in compliance with the City's Subdivision Regulations and is currently unplatted. The Planning & Zoning Commission recently heard a Master Plan request for the Great Oaks Subdivision addition on June 15, 2006. The Commission denied the request because of connectivity concerns with this subject property. This proposed Master Plan indicates that there will be a connection provided between this property and the future Great Oaks Subdivision. Budgetary & Financial Summary: NA Related Advisory Board Recommendations: Since the property is in the ETJ, the Parks and Recreation Board does not review this Master Plan. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: ^ Approval ^ Denial INFRASTRUCTURE AND FACILITIES Water required for plat: It is our understanding that Wellborn Water will provide the domestic and fire flow to this development. Streets/Access: The subject property will take access off the existing Jones-Butler (major collector), the existing Los Portales Dr. from the "Las Palomas" property, and any other proposed internal connections. Applicant: John Hamilton, owner Staff Recommendations: Staff recommends approval of the amendment to the zoning conditions. Item Summary: This request has been brought forward at the request of the applicant to amend the rezoning conditions that were placed on the property by the ordinance adopted by Council on April 27, 2006. The original request was for the entire area of the Crescent Pointe Master Plan for C-1, General Commercial, A-P, Administrative Professional, and R-4, Multi-Family zoning districts. During the Master Plan process, the Parks and Recreation Advisory Board recommended that no fencing be located between the 5 acre park that was dedicated with the Final Plat, approved on June 15, 2006. At the request of the developer of amulti-family apartment complex on Lot 3, Block 1, the owner is requesting to amend the condition placed on the rezoning to allow fencing. This item was brought back to the Parks and Recreation Advisory Board on June 13, 2006, and the board voted 5-1 with 2 abstentions to recommend allowing ornamental wrought iron fencing that has a minimum 80% opacity around the park. Comprehensive Plan Considerations: The Land Use Plan designates this area as Planned Development. The Thoroughfare Plan designates Copperfield Parkway as a minor arterial. Construction has been completed by the City. Item Background: The subject property was annexed in 1979 and subsequently zoned M-1, Light Commercial. Portions of this property have been platted as Crescent Pointe, developing as the new Citibank, formerly First National Bank, building. Also platted is Crescent Pointe Phase 1, which is a plat for approximately 4 acres at the southwest corner of Copperfield Parkway and Crescent Pointe Parkway. One of the lots is currently under site plan review for a law office. The Master Plan and Prelimina Plat were a roved b the Plannin and Zonin rY pp Y 9 9 Commission on April 6, 2006. The rezoning package was approved by the City Council on April 27, 2006, and the Phase 2 Final Plat was approved on June 15, 2006. College Station has recently begun the process to update its Comprehensive Plan. Since this update will be the first holistic review of the Comprehensive Plan since its adoption in 1997, it is anticipated that there will be substantial changes to the Land Use Plan. Because of the impending update, staff recommends that there not be any ad hoc changes to the plan at this time. Item Summary: This item is for consideration of an amendment to the Land Use Plan for a vacant tract of land on the east side of Rock Prairie Road just south of Bradley Drive. The property to the south and east is owned by Dolly Olden, while the property . to the north is owned by Nita Holliday. The surrounding area is largely undeveloped, or developed as rural residential. The area is designated as Single Family Residential, Low Density on the Land Use Plan. Because a change to the plan in this area could affect future adjacent land uses, staff believes that a larger area needs to be studied for the proposed land uses to be acceptable. The proposed area is five acres in size and ranges between 488 and 690 feet in depth. The City's development policies regarding Neighborhood Commercial do not expressly prohibit a development of this nature in this location, however, currently there has been little development pressure for any commercial property along the east side of Rock Prairie south of Stonebrook Drive, primarily because of the lack of sewer infrastructure in the area. This entire area remains largely undeveloped, and very large-lot residential and agricultural homesteads, as well as no significant change in the development pattern. The intent of neighborhood commercial is to serve the surrounding neighborhoods. With the surrounding current and proposed densities ranging from low (1-3 units per acre) to rural (0.1 -1 unit per acre), there is not enough density to support additional commercial property in this area. The property also lies midway between major regional commercial centers located at the intersection of State Highway 6 and Greens Prairie Road that upon development will serve the needs of any existing and proposed residential development in the area. • A portion of the property (southwest corner) is identified for Park on the Comprehensive Plan, which is part of the land along the Gulf States easement that runs north to Bryan along the east side of the City. No changes are being considered to this portion of the property. A change in this area fully warrants a study of the entire area east of Rock Prairie Road, which will be undertaken with the Comprehensive Plan update. The Thoroughfare Plan shows Rock Prairie Road as a Major Arterial in this area. Portions of this property are shown as Greenways, and the Bikeway and Pedestrian Master Plan also show proposed Bike and Pedestrian path on the eastern side of this tract. The zoning request follows the Comprehensive Plan, with a small portion (0.78 acres) identified for C-3, Light Commercial located southeast of the floodplain which the Comprehensive Plan identifies as Retail Regional. The size of the property does not meet the development policies for C-1, General Commercial, but would be appropriate for some commercial development due to its frontage on SH 40, and proximity to a 10+ acre of adjacent land also planned for Retail Regional. This area of C-3, Light Commercial would serve to buffer the more intense commercial adjacent to the east from the floodplain area with less intense, more neighborhood-oriented uses.
