AN ORDINANCE AMENDING THE ZONING ORDINANCE NO. 850, ESTABLISHING LANDSCAPING AND
SAFETY REQUIREMENTS FOR PARKING AREAS IN CERTAIN COMMERCIAL AND INDUSTRIAL ZONES,
A PROPOSAL AND REVIEW PROCESS, AND A PENALTY FOR VIOLATION.
WHEREAS, The City Council held a public hearing in the City Hall at 7:00 P.M. on
Thursday, February 10, 1977, on the question of amending the Zoning Ordinance,
No. 850;
AND, WHEREAS, the City Council has determined to amend Ordinance No. 850;
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
The Zoning Ordinance No. 850 is hereby amended to read as follows:
Add Section 7-D LANDSCAPING AND SAFETY REQUIREMENTS FOR PARKING AREAS:
All proposed parking areas containing twenty (20) or more parking spaces,
associated with properties zoned AP, Administrative/Professional; C-N, Neighborhood
Commercial; C-1, Genral Commercial; M-1, Planned Industrial; or M-2, Heavy
Industrial, shall comply with the following standards. (Apartment developments
in Districts C-1, General Commercial and C-N, Neighborhood Commercial shall be
excluded)
7-D.1. PURPOSE: To improve the safety of traffic flow and to improve community
appearance.
7-D.2. DEFINITIONS:
Parking - Interior: Parking rows which are not located on the periphery of
the proposed project site and further, where none of the parking spaces
abut any propperty line associated with the proposed project site.
Parking - Peripheral: Parking rows consisting of individual parking spaces
which abut the periphery or property lines associated with the proposed
project site.
Parking Rows:
Single Parking Row: A single row of spaces for the parking of motor
vehicles as illustrated in Figure 1.
Double Parking Row: Two parallel rows of spaces for the parking of
motor vehicles arranged so that when parked, the front end of each
motor vehicle faces the front end of another motor vehicle as il-
lustrated in Figure 2.
Parking Space: A space used for the parking of a motor vehicle,
where said space is not less than nine (9) feet wide, twenty (20)
feet long, and contains not less than one hundred and eighty (180)
square feet of area.
Plantable Area: That area contained within the boundaries of a
raised island as described by the provisions of this ordinance.
Project Review Committee: A committee composed of the Director,of
Planning, The City Engineer, and the Chairman of the Planning and
Zoning Commission, and his or her designated alternate.

7-D.3. SEPARATION OF RIGHT-OF-WAY AND PARKING AREAS:
A raised island, not less than six (6) inches in height and not less than
eight(8) feet in width shall separate public right-of-way from parking areas.
Said island shall contain living plant materials to include not less than one (1)
tree per each thirty (30) lineal feet of raised island as illustrated in Figure 3.
Each tree used in compliance with the provisions of this ordinance shall be a
minimum of one and one-half (1 1/2) inch caliper or equivalent metric unit
measured one (1) foot above the ground..
7-D.4. RAISED ISLANDS FOR SINGLE PARKING ROWS:
A raised island, not less than six (6) inches in height and encompassing not
less than one hundred and eighty (180) square feet in area shall be located as
follows:
A. Interior Parking: At both ends of every single parking row,
regardless of the length of the row.
B. Peripheral Parking: Between every twenty (20) parking spaces:
In each case above, said island shall contain not less than one (1) healthy
tree in conformance with the minimum criteria set out in the last sentence
of Section 7-D.3., and as further illustrated by Figure 4.
7-D.5. RAISED ISLANDS FOR DOUBLE PARKING ROWS:
A raised island, not less than six (6) inches in height and encompassing not
less than three hundred and sixty (360) square feet in area shall be located
at both ends of every double parking row regardless of the length of said
row. Said island shall contain not less than two (2) healthy trees in
conformance with the minimum criteria set out in the last sentence of Section
7-D.3., and as further illustrated in Figure 5.
7-D.6. MAXIMUM ROW LENGTH AND WHEEL STOP REQUIREMENT:
No single or double interior parking row shall exceed fifteen (15) parking
spaces per side. Where a single or double parking row contains more than two
(10) spaces per side, wheel stops shall be provided as illustrated in Figure 6.
7-D.7. REVIEW AND APPROVAL BY THE PROJECT REVIEW COMMITTEE:
Any individual desiring to place structures and/or facilities in any of the
zoning districts enumerated under Section 7-D, shall present a parking area
safety and landscaping plan to the Project Review Committee. Said individual
shall submit said plan to the Director of Planning who shall notify the
individual of the date, time and place for the preliminary review of the plan
by the Project Review Committee (PRC). The PRC shall hold a plan review
meeting within seven (7) days after filing of the application. The deliberations
of the PRC shall be recorded and filed in the Office of the City Clerk. The
PRC shall submit written recommendations to the Planning and Zoning Commission
not less than three (3) days prior to the next regularly scheduled meeting of
the Commission. Failure of the PRC to either hold said review or to submit
the aforementioned recommendations within the prescribed period shall constitute
approval of the plan by the PRC. In submitting said recommendations, the PRC
shall clearly indicate each reason in support of its approval of denial of
same. A copy of said report shall be sent to the individual(s) seeking approval

of the plan. The PRC may recommend the imposition of needed additional
conditions and may further modify the literal terms of this ordinance where
such modifications are essential to preserve the intent of this ordinance
and where said modifications will insure the protection of the public health,
safety and general welfare.
7-D.8. REVIEW AND APPROVAL BY THE PLANNING AND ZONING COMMISSION:
The Planning and Zoning Commission shall hold a public meeting for the purpose
of approving or denying approval of each parking area safety and landscaping
plan.
7-D.9. REQUIRED PLANT MAINTENANCE:
It shall be the duty of each property owner to insure the proper maintenance
of healthy, living plant materials associated with parking areas covered by the
provisions of this ordinance. If any plant material dies, it shall be the
responsibility of said property owner to replace said plant material with
other living, healthy plants.. Upon written notification by the City Building
Official that such materials are dead, said property owner shall replace said
materials within ninety (90) days of the notification.
7-D.10. PENALTIES:
Any property owner failing to comply with the provisions of this ordinance
shall -receive written notification from the City Building Official of said
violation. I€ within thirty (30) days after receipt of said notification, the
aforementioned person fails to comply with the orders of the written notificaton,
he/she shall be guilty of a misdemeanor and liable for a fine of not less than
twenty-five dollars ($25.00) nor more than two hundred dollars ($200.00). Each
day such violation shall be permitted to exist shall constitute a separate
offense.
7-D.11. FORMAL APPEALS:
Appeals from the provisions of this ordinance shall be pursued in accordance
with the process outlined in Section 11-E of Ordinance No. 850, otherwise
referred to as the City Zoning Ordinance.
7-D.12. REPEAL OF CONFLICTING ORDINANCES:
Any ordinance in conflict with this ordinance, or which are inconsistent
with the provisions of this ordinance are hereby repealed to the extent
necessary to give this ordinance full force and effect.
7-D.13. SEVERABILITY:
Should any action of this ordinance be declared by a court of record to
be unconstitutional or invalid, such decision shall not affect the validity
of the ordinance as a whole or any part thereof other than the part so
declared to be unconstitutional or invalid.

This ordinance shall become effective ten (10) days after the date of
approval and publication.
