AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS, ORDERING
A GENERAL MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION ON
TUESDAY, APRIL 2, 1974, FOR THE ELECTION OF A MAYOR AND COUNCILMEN
FOR PLACE 2, PLACE 4, AND PLACE 6, AND FOR THE ELECTION OF A
COUNCILMAN FOR PLACE 5 TO FILL A VACANCY CREATED BY THE DEATH
OF R.D. RADELEFF FOR A PERIOD ENDING WITH THE MUNICIPAL ELECTION
OF APRIL 1, 1975; FIXING THE TIME, PLACE AND MANNER OF HOLDING
THE ELECTION AND APPOINTING JUDGES AND CLERKS THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
A general election shall be and the same is hereby ordered to
be held on the first Tuesday in April, 1974, the same being April 2,
for the purpose of electing a mayor and councilmen for Place 2,
Place 4 and Place 6, and for the election of a councilman for
Place 5 to fill a vacancy created by the death of R. D. Radeleff
for a period ending with the municipal election of April 1, 1975.
The election will be held under the provisions of the laws of the
State of Texas governing general elections, and only duly qualified
voters who are residents of the City of College Station shall be
allowed to vote.
w The polls shall be opened promptly at 8:00 a.m. and shall be
closed promptly at 7:00 p.m.
The Office of the City Secretary shall perform all duties normally
performed by the County Clerk in general elections with respect
to absentee voting, giving notice of the election, and preparing
the official ballots.
The election will be held at the following places and the election
officials shall be, for the purpose of this election as follows:
Polling Place No. 8, at South Knoll School, in said City with
W.W. Scott, Jr. as Presiding Judge, and John B. Longley as
Alternate Judge, and said Presiding Judge shall appoint the necessary
clerks to assist him.
Polling Place No. 9, at A&M Consolidated School Music Room, in
said City, with L. G. Jones as Presiding Judge, and Mrs. J. N.
Holmgreen as Alternate Judge, and said Presiding Judge shall appoint
the necessary clerks to assist him.
Polling Place No. 10, at College Station City Fire Station, in
said City with Mrs. George H. Draper as Presiding Judge, and
Mrs. E. D. Parnell as Alternate Judge, and said Presiding Judge
shall appoint the necessary clerks to assist her.
Polling Place No. 20, at the University Center in said City with
Jenni Guido as Presiding Judge, and Glenn McDugle as Alternate
Judge and said Presiding Judge shall appoint the necessary clerks
to assist her. M-416

Polling Place No. 21, at the City of College Station Old City
Hall, at 101 Church Street, in said City, with Mrs. Charles F.
Hall as Presiding Judge and Ernest Gregg as Alternate Judge,
and said Presiding Judge shall appoint the necessary clerks to
assist her.
Absentee voting shall be conducted by the Office of the City
Secretary at her office in the City Hall at 1101 Texas Avenue,
in said City.
Punch card voting machines shall be used for voting at the
foregoing election precincts and electronic counting devices and
equipment shall be used for counting the ballots at said election.
The Council Room of the College Station City Hall is hereby
established as the Central Counting Station to receive ballots
for said election, the ballots to be transported to Texas Data Center,
Inc. located at 114 S. Bryan Street, Bryan, Texas to be tabulated
and returned to the Central Counting Station.
The following persons are hereby authorized and approved as
persons employed and designated to handle the ballots, operate the
tabulating equipment, and count the ballots:
a. Presiding Judge: Doyle M. Ranson
b. Clerks: to be named by Presiding Judge.
The following state officials and other designated persons are
hereby authorized to be present at the Central Counting Station to
observe the election counting process:
a. The Mayor and members of the City Council of the
City of College Station
b. The County Judge and members of the Commissioners
Court of Brazos County
C. The Attorney General of the State of Texas or his
authorized representative
d. Frank Boriskie, County Clerk of Brazos County
e. City Secretary
f. Candidates for the office of Mayor and City Councilman.
A committee is hereby established of the following persons to hold
a Computer Accuracy Test prior to the start and subsequent to
the count of the voted ballots to ascertain that the computer will
accurately count the votes cast for the offices to be voted upon
in said election:
a. Mayor J. B. Hervey
b. City Manager North Bardell
C. City Secretary Florence Neelley
d. Presiding Judge Doyle M. Ranson
Copies of this Ordinance, signed by the Mayor and attested by the
City Secretary, shall, when posted at five public places in the City
of College Station, serve as proper notice of said election.
