Because of the volume of information included in this Report, the goals and policies have been separated out for Planning & Zoning Commission review. The goal statements will be discussed and • considered independently of the policy statements at the July 12, 2007 meeting. The policy statements will be reviewed and considered at a subsequent meeting. The attached document includes the working set of goal statements that have been developed based on community input and the study of existing conditions in College Station. Following each goal statement is an example of the type of policies that have been created. These goals, and the policies that will follow, will continue to be refined as the final Comprehensive Plan document is created. Community goals are written as general "end statements" -desired outcomes that will occur if associated olp icies are adhered to and action strategies are carried out. The policies that will follow relate to each goal and are written as "should statements" -activities the City should be doing on a routine basis, while a goal is something to work toward and be attained over time. The Comprehensive Plan will then identify specific actions and strategies that should be pursued based on the goals and policies. • • GOALS STATEMENTS College Station Comprehensive Plan Update June 2007 COMMUNITY CHARACTER Themes addressed by Community Character goals: 1. Quantity of land for future needs 2. Character and compatibility 3. Contribution to community appearance/aesthetics 4. Protection of environmental resources GOAL CC-7: Land use planning which accornrnodates growth expectations for College Station through 2030 in a balanced and fiscally responsible manner. _ Example Policy: The Future Land Use Plan should be designed to direct new development to preferred growth areas which the City is prepared to serve. GOAL CC-4: Development patterns and practices which provide for needed housing and economic development while protecting environmental assets both for their ecological functions and as key elements of community character and livability. Example Policy: College Station should offer a welcoming environment for innovative, resource- efficient building and site design that also contributes to community character and more interesting development styles and outcomes. • • NEIGHBORHOOD INTEGRITY Themes addressed by Neighborhood Integri oals: 1. Protection of established neighborhoods; sound development of future neighborhoods. 2. Stabilization and renewal of at-risk neighborhoods. 3. Housing needs and strategies. GOAL NI-1: Long-term integrity and appeal of College Station's established neighborhoods, as well as a sound basis for the sustainability of new residential neighborhoods. Example Policy: College Station should establish character- and performance-based development regulations that more directly and effectively address neighborhood protection concerns, particularly regarding the compatibility of potential nfill or redevelopment activity in established neighborhoods, as well as potential transition in lahd uses over time around the fringes of such neighborhoods. GOAL NI-2: Stabilization and renewed viability of neighborhoci~ at risk of gradual decline. Sample Policy: College Station should periodically revisit its parkland dedication and fee-in-lieu standards, as well as its Park Zone configuration, so they are up to date and effective in yielding the desired quantity and quality of new park space.
