Easterwood Airport Zoning Board of Adjustment
April 2, 1990
5:30 P.M.
MEMBERS PRESENT: Chairman Ruesink, Members Cronan, Baker,
Kennady, and Henry (arrived after the
Staff Report was presented)
AGENDA ITEM NO. 1: Call to Order
Chairman Ruesink called the meeting to order and explained
the function of this Board.
AGENDA ITEM NO. 2: Consideration of a request by Gamma
Construction Company to exceed the maximum height allowed
under the Easterwood Airport Joint zoning Ordinance while
operating a crane.
City Planner Callaway began his presentation with a brief
history/explanation of this Board.
He stated that Gamma Construction received a permit to use
its 75 foot crane while working in the A&M Research Park.
However, he explained that this ordinance limits the height
that can be allowed at that point to approximately 150 feet
above grade.
He said that the crane must be erected to a height of
approximately 200 feet above grade during the construction
process.
Mr. Callaway stated that this item has been reviewed by
Airport officials. He referred the Board to the Easterwood
Airport manager and the Gamma Construction Co.
representative, both were in the audience.
Mr. Callaway summarized this request by saying that this
request is temporary in nature. He said that the
encroachments into restricted heights will be periodic and
short lived. Because of these facts (and based on
discussions with Airport staff) staff believes that the
request does not create a hazard under terms of the Airport
Manager's conditions.

• Matt Hill of 923 Navidad in Bryan came forward to speak to
the Board on behalf of Gamma Construction.
Mr. Hill said that the project is the construction of a wave
tank. He said that the pool was built around a crane. Now,
he explained, a larger crane is needed to lift the other
crane out of the pool.
He said that another reason which necessitates the larger
crane is that construction of the building requires some
trusses which span over 100 feet.
Mr. Hill said that the variance will be needed for 30 days
as estimated by the steel erector.
Mr. Ruesink clarified the estimated date of completion as
May 2, 1990.
Ms. Baker asked if the Airport's requirements have been met.
Mr. Hill said that they will have a red flashing light on
the crane. He also said that they had a Texas flag on the
crane but will replace it with an orange & white aviator's
flag.
• Ms. Baker asked if the crane will be lowered during non-
working hours.
Mr. Hill said that it would be lowered to a 45 degree angle.
Mr. Kennady asked if flyers can see the crane now or if they
will be able to see it with the red beacon.
Mr. Hill said that he did not know if the crane was visible
to the flyers but, it can be seen from the control tower.
Richard Arnold of 2506 Oak Circle in Bryan came forward to
represent the airport.
He said that the Airport has no objections to the issuance
of a variance as long as the conditions of the original
permit of March 22, 1990, are met and if FAA determines the
crane will require raising instrument approach minimums when
above certain heights, the crane will not exceed those
heights when IFR weather conditions are present and
instrument approaches are in use.
Mr. Arnold added that Gamma Construction has agreed to
notify the Airport on the days when the crane will exceed
the 150' limit.

• Mr. Ruesink asked Mr. Hill if the additional requirements
would be acceptable to Gamma Construction.
Mr. Hill said they would.
Mr. Kennady asked the distance from the planes taking off to
the crane.
Mr. Arnold explained roughly that as a plane climbs to reach
its Traffic Pattern Altitude it should still be
approximately 500 feet above the crane at its greatest
height.
Mr. Kennady said that his biggest concern is compliance with
FAA regulations.
Mr. Arnold assured the Board that his recommendation was
contingent upon the FAA determination, which he said will be
expedited.
Mr. Ruesink asked when the determination will be made.
Mr. Arnold said that he did not know. Normally, he said
that they are made within 30 days. However, Mr. Arnold said
he was told that the determination would be expedited and he
added that Gamma Construction has sent the necessary
paperwork to the FAA.
Ms. Baker made a motion to authorize a variance with the
recommendations of the FAA regulations being followed and
all other stipulations by the Airport to be followed by
Gamma Construction Co.
Mr. Kennady seconded the motion which carried unanimously.
