1. Contracts: Glenn Brown, Assistant City Manager, discussed the process for streamlining the
flow of contracts throughout the organization. The team determined if there is a problem with a
contract it will be returned to the department for corrections. The Legal department will
communicate to the project manager and the department director what the issues with the
contract are. If the problem is a legal issue Legal will also make a recommendation to the
department on a course of action to rectify the situation. The team discussed the City's contract
forms. Roxanne Nemcik, First Assistant City Attorney, stated that she will be reviewing the
City's current contract forms and making any required changes. Once the contract forms have
been finished the Legal Dept. will hold contract training for the appropriate employees.
2. Intranet Usage Ideas: Kelley Cole, Public Communications and Marketing Manager, presented
a list of possible uses for the City's intranet. The proposed uses are timesheets, paystubs, and
status of employees retirement accounts. Linda Piwonka, OTIS Director, informed the team that
several of these uses were proposed in the E -Govt. plan, but have not been implemented. The
timesheets and paystubs cannot be put on the intranet because the software used to track these
items is not an explorer based system therefore it would not be cost effective. JeffKersten,
OB&SP Manager, said his office will be adding departmental performance measures to the
intranet to reduce the number of emails sent out quarterly. No action was taken on the item.
3. Generic User ID for Internet: Olivia Burnside, MIS Director, informed the team that her
department will be setting up a generic internet user ID that will allow those people without
internet access to use the net to access select sites. Directors requested that MIS set up
department specific access for each department. Directors are to send departmental requests to
Olivia by Friday, July 13tH
4. Healthplan: Tom Brymer, City Manager, presented a list of complaints from employees
regarding the proposed healthplan changes. He stated that the information probably came from
"middle management" positions and that he in not sure these employees are adequately informed
of the situation. Tom also presented new options for employee participation in paying
premiums. The group discussed several options and the consensus was to require employees to
pay $15 per month for insurance and an increased deductible during FY02 and inform them that
their contribution will be increasing in FY03.
5. Agenda Planning Calendar: Tom informed the team that directors that have Strategic Plan
items should be in attendance for the City Council meeting on July 12th to answer any questions
from the Council regarding the items.
6. Other:
Paycheck Stubs: Tom informed the team that finance will be sending out pay stubs in
individual envelopes to prevent people from looking at others pay.
