1. Healthcare Presentation from Susan Smith : Julie O'Connell, HR Director, introduced Susan
Smith of TML. Susan presented information on the status of the city's healthcare plan and
healthcare cost trends nationwide. Healthcare coasts are expected to increase approximately
15% and prescription drugs by 17%. The City's healthcare claims have risen 11% in the past
year, to follow this trend the insurance fund would have to be maintained at 125% of expected
claims. She discussed some options for changing the plan to decrease the amount the city is
paying out for healthcare. There was discussion regarding starting a program to educate
employees and their spouses on the preferred providers for lab and medical services. Julie will
review our current plan and bring recommendations for plan changes and employees education
programs back to the Mgt. Team in the future for further discussion.
2. Brazos Valley Rehab Center Fundraiser: Julie informed the team of the BV rehabilitation
center annual fundraiser at Bryan Lake. It is a team event and will be held on July 20th. For
more information contact the Human Resources Department.
3. Safety/Loss Control Policy Manual Revisions: Charles Cryan, Fiscal Services Director,
reported that dept. heads or the Mgt. Team will need to meet to discuss changes to the current
manual. Charles recommends amending the manual to require departments to pay the first
$1000 of any loss and assembling a committee comprised of several Mgt. team members to
review the revised document. Charles would like dept heads to submit the current document
with any proposed changes for review. Tom stated that every dept. is responsible for reviewing
the document and if a dept. does not respond it will be assumed they do request any changes.
Once the document is adopted there should be no complaints from departments that they do not
like it, because everyone is allowed to give input prior to adoption. Any questions regarding the
document should be directed to Charles and they should be compiled to assure that all team
members understand the reasoning behind the changes. All information and changes should be
submitted to Charles Cryan by June 20th and he will have a draft ready for review on June 27tH
Final review of the document will occur on July 1lth
4. Remedial Driver Training Program: Postponed until later date.
5. Review Agenda Planning Calendar: The planning calendar was reviewed and items were
added, deleted and rescheduled.
6. Council Update: Postponed until later date.
7. Other:
➢ Annexation: Tom Brymer, asked departments to provide Development Services with
costs associated with the annexation service plan. The plan should be completed
prior to the end of the calendar year. All material should be directed to Jim Callaway.
➢ Healthplan: Tom stated that the City needs to make some choices regarding the
insurance plan to assure it is properly funded. The minimum amount of money that
will need to be transferred to the Insurance fund is $400,000. The mgt. team needs to
determine what changes must be made to the healthcare plan to keep cost
manageable. Julie O'Connell was directed to review the plan and make
recommendations for changes.
