1. Review Coversheets: Tom Brymer, City Manager, reviewed agenda coversheets for the April
12, 2001 City Council meeting.
2. Agenda Planning Calendar/Strategic Calendar Update: Tom Brymer, City Manager, reviewed
the planning calendar and items were added and rescheduled.
3. Budget Kick -Off: Jeff Kersten, Budget and Strategic Planning Manager, officially kicked off
the FY02 budget process. He distributed each department's budget material and informed
directors of the process. Target Budgets - salaries will be targeted at 7%, Vacant non-exempt
positions at 5% above entry level rates, and exempt at 10% above entry level rates. The current
salary and benefit information does not include the pay plan adjustment for FY02 and the City
will include an increase in health insurance cost of $35 per employee. Departmental utility and
fuel costs have been increased for FY02 and all one time SLA's from FY01 have been removed
from the base budget.
Budget deadlines: May 4th - Base budgets, service levels, and performance measures due.
June 1St - SLA's due.
Additional budget material is available on the intranet, P Drive, and via email. To set up a
meeting with the Budget Office contact Jeff.
Tom informed directors that they need to make sure employees are aware that health insurance
costs are a major issue. He directed Julie O'Connell to send out some information about health
insurance costs in the Employee newsletter. He also stated that departments need to review any
personnel positions that have been vacant for the last 12-18 months to determine if the city can
do away with the position.
4. Tobacco Use in City Vehicles: Harvey Cargill, City Attorney, brought the topic of employee
use of tobacco in City vehicles to the table for discussion. The team reviewed the current
smoking policy and it only addresses tobacco use in City buildings. Julie O'Connell was directed
to review what other Cities policies say and report back to the mgt. Team.
5. Summer Fest: Julie O'Connell, HR Director, reminded staff that the Summer Fest employee
picnic will be held Friday May 4th at Adamson Lagoon.
6. Employee Newsletter Feedback: Julie O'Connell, HR Director, informed the team of the
results of the employee newsletter survey recently completed. The newsletter will begin to
highlight a different department every month and also include the MIS tip of the month.
7. Other:
Table Top Emergency Mgt. Exercise: will be held Wednesday April 11th at the Fire
Administration Building.
