M I N U T E S Historic Preservation Committee Tuesday, October 3, 2006 4:00 p.m. 2nd Floor Conference Room City of College Station, City Hall, 1101 Texas Avenue College Station, Texas
77840 Attendance: Bill Lancaster, Colleen Risinger, Marguerite Anthony, Haskell Monroe, Meridith Waller, Ernie Wright. Absent: Hillary Jessup & Neal Nutall Staff: Chief Information Officer
Olivia Burnside and Neighborhood Services Coordinator Katie Elrod. Agenda Item No. 1. Call to order. The meeting was called to order at 4:15 p.m. Agenda Item No. 2 Acceptance of absent
requests. The motion was made to approve the absence request of Hillary Jessup. Motion carried unanimously. Agenda Item No. 3. Hear visitors. There were no visitors present. Agenda Item
No. 4. Welcome of new members. Newly appointed, Meridith Waller introduced herself. She lives on Walton Drive in College Hills in a home built in 1939. Agenda Item No. 5. Approval of
agenda minutes. Bill Lancaster made the motion to accept the minutes of the September 12, 2006 meeting. The motion was seconded by Haskell Monroe. The motion passed unanimously. Agenda
Item No. 6. Acceptance of the resignation. Colleen Risinger made the motion to accept the resignation to Dipankar Sen with regrets. The motion was seconded by Haskell Monroe. The motion
passed unanimously. Agenda Item No. 7. Planning retreat.
Marguerite Anthony requested that planning for Heritage Month begin at the retreat. Another idea is the topic of historic districts, review of goals and accomplishments. The date and
location will be determined at the next meeting. Agenda Item No. 8. Exploring History Lunch Staff Katie Elrod reported that the schedule for 2007 is complete. Agenda Item No. 9. Historic
District Enabling Project. Chief Information Officer Olivia Burnside recapped that there is a grass-root movements of at least two neighborhoods to form historic districts to provide
a layer of protection to the exterior of the buildings and new construction. It will be up to property owners of residential and commercial areas to request the designation once the
City has provision in the ordinance for the creation of historic districts. A Request For Proposal (RFP) is being prepared to develop a historic resource survey of commercial and residential
buildings and an enabling ordinance tailored to College Station’s. It is possible, depending on the expense, for the contract to include documentation of the aspects of the neighborhoods
that property owners want to preserve and a list of appropriate building materials. The RFP will hopefully be ready by the next meeting for review by the Historic Preservation Committee
(HPC.) Time to review the document before the meeting will be provided. Colleen Risinger inquired if buildings could be kept from demolition. Staff Olivia Burnside responded that the
enabling ordinance could contain provision for a demolition delay. A demolition delay provides a timeframe for property owners to bring their request for demolition to be reviewed by
the landmark commission. The ordinance should also provide for a process to appeal decisions made by the landmark commission to the City Council. Colleen Risinger asked what happens
when a person challenges the regulation. Staff Olivia Burnside reported that the project has to gain a building permit to start work. Staff Katie Elrod reported that Cities derive their
power to create historic districts from Texas State law. Ernie Wright asked about the intent of the RFP. Discussion ensued on aspects of the RFP content and historic districts. Agenda
Item No. 10. Committee Practices and Procedures. Staff Olivia Burnside reported that bylaws have been approved by the Legal Department are ready to go to City Council in the second meeting
in October on the consent agenda. Agenda Item No. 11. American Mile Report
Staff Katie Elrod reported that the American Mile history outline is complete. She reported that Steve Beachy reported that the dedication of the American Mile Trail and facilities will
be dedicated on Friday, March 2nd, Texas Independence Day. Agenda Item No. 12. Project HOLD The Project HOLD report was attached to the packet. Agenda Item No. 13. Calendar of Events.
Staff Katie Elrod reported that TAMU International Programs invited the HPC to the Welcome Barbeque for International Faculty and Scholars. The Brazos Valley Museum of Natural History
is holding a Living History Fair on Saturday, October 7, 2006 from 10 a.m. – 5 p.m. Agenda Item No. 14. Final Hear Visitors No visitors were present. Agenda Item No. 15. Future Agenda
