Council Chambers MEMBERS PRESENT: Chairperson Dan Sears,Bill Lewis,Glenn Thomas, Nadine Stuth, Jean C.Bailey, Robert Mooney,and James Holster, MEMBERS ABSENT: Wick McKean and Tom Wilson STAFF PRESENT: Building Official David J. Moore and Building Technician Tanya D. Ray-Mendez. AGENDA ITEM NO. 1: Call meeting to order. The meeting was called to order by Chairperson Dan Sears. AGENDA ITEM NO.2: Hear visitors. There were no visitors requesting to be heard. AGENDA ITEM NO.3: Approve minutes from Construction Board of Adjustments and Appeals Meeting on Wednesday,July 26, 1995. Robert Mooney moved that the minutes be approved. Motion was seconded by James Holster. Motion passed 7-0, CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS Wednesday, September 20, 1995 Minutes Page Two AGENDA ITEM NO.4: Public hearing for the consideration of a variance request for modification to Ordinance Section 403.5.3,requirement for installation of a 2-hour fire resistance separation at 4014 Texas Avenue South.. Applicant is Aspacia Development, Inc.,P. O. Box 3321,Bryan,Texas 77805-3321,(409)778-0206. Property owners are Kenneth L. Neatherlin and James R.Jackson,P.O.Box 3321,Bryan,Texas 77805-3321,(409)778-0206. David J.Moore,Chief Building Official gave the staff report on the variance request. He stated that this variance was the same as many before involving public storage facilities which, mandated by local amendment 403.5.3,must be separated by a 2-hour fire resistance separation. As per the request by Mr. Neatherlin and Mr. Jackson,it is being asked that they be allowed to compartmentize the building in question into 2000 sq, ft.areas. This would be allowed under provisions from the non amended standard building codes,but be even stricter than local codes. The building needs to be divided this way to accommodate the air conditioning system. Mr.Moore emphasized that this structure is strictly for storage purposes. The proposed variance would provide for two 2-hour separation walls which run from the sole plates up through to the underside of the roof,allowing for fire containment in smaller areas. Mr. Moore also read from and explained various related codes and ordinances for the board members. Much discussion was held between the board members regarding the size and layout of the proposed building and how it could benefit from the variance. Kenneth Neatherlin spoke for the variance. He stated that he wanted to install the air conditioning system with the area partitioned into three areas. This would require two units with the building being approximately 45'x 130'according to engineers design. There was no one else to speak for or against the variance request. Discussion was held among the Board. Mr. Moore passed out 1994 Edition of the SBCCI Manuals to all Board Members. Board members discussed deletion and addition of amendments,rural area versus city codes,and the makeup of the Southern 'Building Codes and the purpose of fire codes.
