Council Chambers MEMBERS PRESENT: Board Member Glenn Thomas(acting Chairman),Vice Chairman James Holster,Robert Mooney, Jean C.Bailey, Bill Lewis,George McLean MEMBERS ABSENT: Chairman Dan Sears, Wick McKean STAFF PRESENT: Building Official,Lance Sinuns, Building Technician,Lisa Hankins Building Secretary,Melissa Rodgers AGENDA ITEM NO. 1: Call meeting to order The meeting was called to order by Acting Chairman,Glenn Thomas AGENDA ITEM NO.2: Hear visitors for items not on agenda There were no visitors AGENDA ITEM NO.3: Approve minutes from Construction Board of Adjustments and Appeals Meeting on Monday, April 28, 1997. Robert Mooney motioned to accept the minutes,George McLean seconded the motion,The Board concurred, (6-0). AGENDA ITEM NO.4: Consider Variance request 97-004 for modification to the 1994 Standard Building Code,Amendment No. 10,Section 704.3. Section 704.3 shall be added to read as follows: "704.3 Public Rental Storage Warehouse-(A)A public rental storage warehouse is a structure used solely for storage occupancy,which is divided into separate spaces accessible to each tenant and in which the management does not bear responsibilities as a warehouseman. (B)Tenant separation shall not be required in public rental storage warehouse. (C)A wall having fire resistance of not less than two(2) hours,parallel to the longitudinal axis of the building and dividing the building into two(2)parts of equal area insofar as the configuration of rental spaces permits,shall be provided in each public rental storage warehouse building." CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS June 23, 1997 Minutes The applicant,United Properties Group,Inc.do William D.Farrar of College Station,applied for a permit to construct a public storage facility at 3201 S.H.6 South. Lance Simms took the floor to explain the variance request to the Board. He pointed out that Amendment No. 10,Section 704.3,requires a two(2)hour rated wall along the long axis of each storage building. The variance request would allow the rated wall to run along the short axis of the building. Lance referenced a drawing submitted by the applicant showing the layout of the storage buildings and the proposed rated wall location. He also referenced a memo from the Fire Department supporting the variance and stated that the Building Department supported the variance request because the building would be separated into two equal areas regardless of the orientation of the rated wall. The Board directed some questions at the Building Official for code clarification. Glenn Thomas opened the public hearing. At this time,the architect for the project,Mr. Sheldon Rossberg,took the floor on behalf of the applicant, Mr.Farrar,to explain to the board that he had designed several of these storage buildings throughout the country. The fire wall requirement was usually based on square footage of the building. Mr.Rossberg went on to say that the rated wall,when required,has been constructed along the short axis of the building and this has been acceptable to other municipalities. Glenn requested that Lance look into the possibility of amending Amendment No. 10 since there has been several variances regarding this same issue. Glenn closed the public hearing After discussion by the board,Robert Mooney made a motion to grant the variance request,George Mclean seconded the motion,the board concurred,(6-0). AGENDA ITEM NO.5: Discuss Appendix H-Manufactured Homes Tie Down Standards from the 1994 Standard Building Code. Discuss Appendix C-Manufactured Homes and Manufactured Home Parks from the 1994 Standard Plumbing Code. Lance took the floor at this time to explain to the board members that the Planning Division is considering an ordinance that would regulate manufactured housing in College Station. They would like to include Appendix H, 1994 Standard Building Code and Appendix C, 1994 Standard Plumbing code(except C 110 Service Buildings)in the ordinance. These appendices would regulate tie-downs/anchorage and plumbing systems for manufactured homes. CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS June 23, 1997 Minutes page 2 Robert Mooney made a motion to include Appendix H, 1994 Standard Building Code and Appendix C, 1994 Standard Plumbing Code(excluding C 110)as part of the Manufactured Home ordinance.
