Brazos County Commissioner’s Courtroom 200 South Texas Avenue Bryan, TX 77803 AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of Minutes from the October 11, 2023 Policy Board Meeting -Consider adoption - Action Required. (See attachment.) 4) Staff Report • Safe Streets and Roads for All (SS4A) Discretionary Grant Program • The Transportation Management Area Certification Review • Texas Triangle Freight Planning Collaboration • Congestion Management Process 5) Designated Recipient Issues -The Policy Board met on Thursday, October 19th to discuss a path forward for naming a designated recipient. As a result of that workshop, three key issues have been resolved. The attached document highlights what has been discussed and the path moving forward. In addition, the Technical Advisory Committee (TAC) has revised the document to better clarify the issues and to ensure the Designated Recipient resolution and Bryan/College Station Urbanized Area Committee Bylaws are consistent with this document. Information Item Only. (See attachment.) 6) Bryan/College Station Urbanized Area Committee Bylaws -Staff at the MPO and Brazos Transit District drafted a set of bylaws to govern the Bryan/College Station Urbanized Area Committee. The TAC made several revisions to the document to address any potential scenarios that could occur that if left unmentioned could be problematic for the function of the committee. The TAC has recommended the revised document to the Policy Board for their consideration. Action Required. (See attachment.) Policy Board Agenda Monday, November 13, 2023 at 9:00 A.M. Page 2 7) Designated Recipient Resolution -As part of the requirements of being redesignated a Transportation Management Area, the designated recipient for Federal Transit Administration funds shifts from the Governor of Texas to a locally eligible transit provider or local jurisdiction. This entity must be identified through a resolution from the Policy Board to the Governor AND a letter of concurrence from the local general public transportation provider. The Policy Board had indicated their desire to accept TAC’s recommendation on naming Brazos Transit District as the designated recipient subject to the agreed upon parameters established at the workshop and discussed in the Designated Recipient Issues document above. Staff drafted a resolution for the TAC to review. The TAC reviewed the document, made any necessary changes to the resolution and recommended the document to the Policy Board for adoption. Action Required. (See attachment.) 8) Presentation on the I-14 Study Being Conducted by the TxDOT Bryan District Mr. Juan Quiroz, P.E. with the TxDOT Bryan District will provide an update on the I-14 study and discuss feedback received during and after the October 25th meeting. 9) Adjourn -Next meeting is tentatively set for December 6, 2023 at 9:30 AM.
