1. Call meeting to order and consider absence requests. With a quorum present, the Parks and Recreation Advisory Board was called to order on Tuesday, September
12, 2023 @ 6:00 p.m. No absence requests received. 2. Hear visitors. Jackie Girouard spoke about wanting Southeast Park to have
wetlands, flatlands, walking trails and birding.
3. Informational Items
3.1 Presentation, discussion, possible action regarding an update on the
Conservation Committee, Lick Creek, and Bird City USA. Laurie Brown,
Recreation Supervisor; spoke about the bird blinds going up at Lick Creek Park, she
is working on Spring programming that would include those bird blinds. The
Conservation Committee is working on the 39 objectives for Bird City USA including
the Lights Out Proclamation that was recently read at Council. The Parks and
Wildlife Department is changing the Bird City Application in the next couple of
months, but Laurie says they are still on track to complete by next year. The
Committee is working on completing a master list of birds and plants within Lick
Creek Park. Invasive plant removal is also happening at Lick Creek Park.
3.2 Presentation, discussion, possible action regarding an update on Hensel
Park. Scott Shafer gave a brief update, stating that there is a meeting scheduled
next week with the Interim President, possible smaller scale for Phase 1.
3.3 Presentation, discussion, and possible action regarding an update on
Capital Projects. Michael Isermann gave an update on Bond Projects, Cemetery
Shop, Bird Blinds, Lick Creek Hike and Bike Trail repairs and Summit Crossing.
3.4 Presentation, discussion, and possible action regarding an update on
Southeast Park. Jennifer Prochazka gave an update regarding the project’s
history, including the Gravity Sewer Line Project in 2022. She went over budget
information, Geotechnical reports, soil testing, alternative options for the Southeast
site and an alternative field location at Veteran’s Park. There will be public meetings
for Southeast Park alternatives and Future Baseball Fields. Kevin Bishop would like
to be included in the baseball field meetings.
4. Regular Agenda
4.1 Presentation, discussion, and possible action on the approval of minutes
From the previous meeting. Upon a motion made by David Scott and a second
by Scott Shafer, the Parks and Recreation Advisory Board voted nine (9) for and
none (0) opposed, to approve the minutes as written from July 11, 2023. The
motion carried unanimously. 5. Discussion and possible action on future agenda items. Update on Southeast.
6. Items of Community Interest. MS100 Committee meeting Oct. 19, 2023
7. Adjourn. Upon a motion made by Lisa Aldrich and second by Scott Shafer, the Parks
and Recreation Advisory Board voted nine (9) for and none (0) opposed to adjourn
the meeting 8 p.m. The motion carried unanimously.
