Notice is hereby given that a quorum of the meeting body will be present in the physical location
stated above where citizens may also attend in order to view a member(s) participating by
videoconference call as allowed by 551.127, Texas Government Code. The City uses a third
party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting
access and participation will be in-person only.

Thoroughfare Cross Sections Update

Agenda Caption: Presentation, discussion, and possible action regarding revisions to the City’s
Thoroughfare Cross Sections.
Summary: The Thoroughfare Plan is contained in the College Station Comprehensive Plan and
provides the long-term major street network for the build-out of the City and surrounding
extraterritorial jurisdiction. In combination with the Bicycle Plan and Pedestrian Plan contained in the
Bicycle, Pedestrian, and Greenways Master Plan, these documents create the planned transportation
and mobility network. The design, or cross section, of these roadways have been part of the
Comprehensive Plan previously and are incorporated into the design standards contained in the
Bryan/College Station Unified Design Guidelines.
The City last updated the thoroughfare cross section in 2015 in conjunction with the five-year review
of the 2009 Comprehensive Plan. Since 2015, there has been a lot of has changes in best practices,
particularly for bicycle design, and updates to state and national design manuals have been completed
or are in process. In May 2021 at a prior joint meeting, staff presented separated bike lane design
concepts for feedback.
Staff initiated this effort to update the City’s thoroughfare cross sections to incorporate the more
recent best practices and design principles. As City capital projects have begun design, staff has
sought to incorporate best practices though doing so on a project-by-project basis. The draft revisions
intend to implement cross section design in a more consistent manner by updating the standard cross
sections as well providing two alternative cross sections that can be considered in project
development. A retrofit process is also being developed to help address issues that arise when
rebuilding a thoroughfare in an existing, constrained environment.
A consultant was obtained to provide staff a summary of current best practices and on how best to
incorporate them. The draft cross sections have evolved through staff discussion and are relatively
minor in nature though provide a more significant impact to bicycle and pedestrian modes by
providing greater separation and increased safety. In general, the guidance is that collectors will
typically have buffered bike lanes and arterials will have shared use paths so that bicycle users are out
of the street. The updated cross sections seek a balance between increased costs with enhanced
safety elements and limiting on-going maintenance costs by utilizing more xeriscape and hardscape
elements.
The consultant, Kimley Horn, will provide an overview of best practice trends and seek feedback for
the revisions to the thoroughfare cross sections and proposed retrofit process. If there is general
consensus to move forward, staff will seek stakeholder feedback and bring forward the changes as a
Comprehensive Plan amendment and seek to incorporate them into the Bryan/College Station Unified
Design Guidelines as applicable.
