7.2 Antone Court Parking Removal

Question: How was the public meeting on April 5th advertised? I notice it was not on the online city of
CS calendar for instance.
Response: Postcard notices for the public meeting were sent to both resident and property owner
addresses on each street (Antone Ct and Lemon Tree Lane) two weeks prior to the meeting.
7.3 Lemon Tree Lane Parking Removal

Question: How was this meeting advertised to the public? I notice it was not listed on the CS calendar
on the city website.

7.4 FM 2818 Landscape Agreement

Question: I believe there is a grant proposal to put a 10ft shared use path along that same section of
2818. How will the trees be affected by that infrastructure installation? Are we currently mowing that
section of 2818? How much additional O&M money does this require?
Response: There is a grant application submitted by TXDOT for a shared use path between the Larry Ringer
Library and Texas Avenue. We should know in October 2023 if TXDOT will be awarded the grant. There
has been no design for the path completed but if the grant is awarded, we will work with TXDOT on
placement of the path so impact to the trees is minimal. The trees might also provide shade for a future
path.
Public Works currently mows and maintains this section of FM 2818. O&M for the transplanted trees
will be minimal.
7.7 Goodwill Industry Debt

Question: What taxes does a tax-exempt loan exempt them from paying? Does the fact that a charity
organization bought the building mean it is no longer pays property tax?
Response: The tax exemption refers to federal income tax. If the debt is tax exempt, the purchaser of
the debt does not pay income tax on the interest earned. Once the building is occupied by a nonprofit,
they do not pay property taxes.
8.2 Northeast Trunkline Phase Four Capital Project

Question: Approximately how many linear feet of Bryan-servicing wastewater lines are located in
College Station City limits?
Response: Approximately 14,930 feet (or about 2.83 miles).
Question: Approximately how many linear feet of Bryan-servicing city water lines are located in College
Station? Same question for electrical lines, please.
Response: Water: 0 feet; Electric: There are approximately 29 miles of BTU distribution lines and 16 miles
of BTU transmission lines inside the CSU certification area of College Station. BTU is certified to serve a
limited area inside the current city limits of College Station, but outside CSU’s certification area.
Question: What is the approximate cost of the Cooner Street option? The Rosemary option? The back
lot or creek option? The Chimney Hill option?
Response: Chimney Hill is not a stand-alone option, but rather a necessary component of the Cooner
Street option. The cost comparisons for the three options are attached. This will also be included in the
presentation on Thursday, with a more detailed explanation.
Question: What is the average wastewater bill for a College Station utilities customer?
Response: The average CSU customer pays $26 per month for wastewater.
9.1 Southwood Phase 21 Restricted Occupancy Overlay

Question: What is the #8 “rental registry loophole” on page 68 of our packet refer to?
Response: This note was included by the Petition Committee within their neighborhood-hosted meeting
minutes. It is referring to the Legacy Clause within the Restricted Occupancy Overlay which allows
properties that are on the City’s Rental Registration list before the ROO goes into effect for the subject
property to rent up to no more than 4 unrelated persons, per the City’s occupancy regulation. Initially,
there was the thought that an owner-occupied property could get on the City’s Rental Registration list
prior to a ROO going into effect, even though it was not a rental property, and preserve their ability to
have up to four unrelated persons. However, the ordinance does not allow an owner-occupied property
to be on the City’s Rental Registration list.
