AN ORDINANCE ADOPTING A BUDGET FOR THE 1997-98 FISCAL YEAR AND
AUTHORIZING EXPENDITURES AS THEREIN PROVIDED.
WHEREAS, a proposed budget for the fiscal year October 1, 1997 to September 30,
1998, was prepared and presented to the City Council and a public hearing held
thereon as proscribed by law and the Charter of The City of College Station, Texas,
notice of said hearing having first been duly given;
WHEREAS, the City Council has reviewed and amended the proposed budget and
changes as approved by the City Council have been identified and their effect included
in the budget;
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
COLLEGE STATION, TEXAS:
PART 1: That the aforesaid proposed budget as amended by the City Council of
the City of College Station, which is made a part hereof to the same extent as if set
forth at length herein, is hereby adopted, and a copy of which is on file in the Office of
the City Secretary in College Station, Texas; and
PART 2: That authorization is hereby granted for the expenditure of the same
under the respective items contained in said budget with the approved fiscal
procedures of the City.
PART 3: That the City Manager and his authorized and designated employees, at
his discretion, be, and are hereby, authorized to sign or release easements, permits,
licenses, and change orders; to sign documents authorizing the payment of funds, and
to expend public for expenditures that are exempt from the Purchasing and Contracting
Authority of Municipalities, Chapter 252 of the Texas Local Government Code unless
otherwise authorized by the City Council; to settle paving assessment, weed moving,
demolition, and other disputes based on legal questions of whether the assessments
are enforceable or other extenuating circumstances. The intend of this section is to
provide the ability to conduct daily affairs of the City which involves numerous decisions
of a routine nature.
PART 4: That the City Council hereby approves grants and contracts that are set
out by this budget and authorizes the City Manager and his authorized and designated
employees, at his discretion, to sign said federal, state, and other such grant and
contract documents on behalf of the City. The funds for said contracts, agreements,
and purchases are hereby approved and appropriated. The intent of this section is to
approved and simplify the grant process and approve expenditures that are exempt
from the Purchasing and Contracting Authority of Municipalities, Chapter 252 of the
Local Government Code.

PART 5: That the City Manager and his authorized and designated employees, at
his discretion, be, and are hereby, authorized to provide for transfers of any
unexpended or unencumbered appropriation balance within each of the various
departments in the General Fund and within any other fund of the City in accordance
with Section 60.4 of the Charter of the City of College Station and to authorize transfers
of Contingent Appropriations within a fund up to an amount equal to expenditures that
are exempt from the Purchasing and Contracting Authority of Municipalities, Chapter
252 of the Texas Local Government Code unless otherwise authorized by the City
Council. The intend of this section is to provide the ability to conduct daily affairs of the
City which involves numerous decisions of a routine nature.
