AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS, ORDERING A GENERAL
MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION ON SATURDAY, MAY 3, 1997,
FOR THE ELECTION OF A CITY COUNCILMAN PLACE 1, A CITY COUNCILMAN PLACE 3,
AND A CITY COUNCILMAN PLACE 5; DESIGNATING THE TIME, PLACE, AND MANNER
FOR HOLDING THE ELECTION; APPOINTING JUDGES; AND, AUTHORIZING THE MAYOR
TO SIGN AN OFFICIAL ORDER OF ELECTION AND NOTICE OF ELECTION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS:
SECTION I
A General Election shall be and the same is hereby ordered to be held on the first Saturday in
May, the same being May 3, 1997 for the purpose of electing Councilmembers Places 1, 3,
and 5.
The election shall be held under the provisions of the laws of the State of Texas governing the
general elections, and only duly qualified voters who are residents of the city of College Station
shall be allowed to vote for councilmembers.
Said election shall be held in conjunction with the College Station Independent School District
Board of Trustees Election, whereby an election precinct is to be served by a common polling
place and election judges. A single ballot form at each polling place shall be used, provided;
however, that no voter shall be given a ballot containing any office or proposition on which the
voter is ineligible to vote.
The polls shall be opened promptly at 7:00 a.m. and shall be closed promptly at 7:00 p.m.
The office of the City Secretary shall perform all duties normally performed by the County Clerk
in general elections with respect to early voting, giving notice of election, and preparing the
official ballots. The City Secretary shall serve as the Eady Voting Clerk and she may appoint
deputy clerks as needed.
The election shall be held at the following places and the election officials shall be, for the
purpose of this election, as follows:

Supply Corporation, 4118 Greens Prairie Road West in said District, with Shirley Redman as
Presiding Judge and Linda Scott as Alternate Judge; said Presiding Judge shall appoint no
more than 3 clerks to assist her.
Pollinq Place No. 8, consistinq of County Precinct No. 8, at South Knoll Elementary School,
1220 Boswell, in said City and said District, with Karen Tohkubbi as Presiding Judge and Helen
Cluck as Alternate Judge; said Presiding Judge shall appoint no more than 3 clerks to assist her.
Pollinq Place No. 9, consistinq of County Precinct No. 9, at College Station Conference
Center, 1300 George Bush Drive, in said City and said District, with Mary Schmidt as Presiding
Judge and Connie Dodd as Alternate Judge; and said Presiding Judge shall appoint no more
than 3 clerks to assist her.

Methodist Church, 711 University Drive, in said City and said District, with Meredith Reaves as
Presiding Judge and as Alternate Judge, and Presiding Judge shall
appoint no more than 3 clerks to assist her.
PollinR Place No. 24, consistin;I of County Precinct No. 24, 27, and 75, at College Hills
Elementary School, 1101 Williams, in said City and said District, with Marqie Wilkey as
Presiding Judge and Cecil Parker as Alternate Judge; and said Presiding Judge shall appoint no
more than 3 clerks to assist her.
Pollinq Place No. 28, consistinq of County Precinct No. 28, 58, $9, 71, 73, and 83, at Holy
Cross Lutheran Church, 1200 Foxfire, in said City and said District, with Dixie Olden as
Presiding Judge, and Peqqy Watson as Alternate Judge, and said Presiding Judge shall appoint
no more than 3 clerks to assist her.
Pollin,q Place No. 31, consistin.q of County Precinct No. 31, 29B, 62, 64, 69 at A&M
Consolidated High School, FM 2818 and Welsh Avenue, in said City and said District, with
as Presiding Judge, and Joy Howze as Alternate Judge, and said Presiding
Judge shall appoint no more than 3 clerks to assist her.
Pollinq Place No. 32, consistin.q of County Precinct No. 32, at Friends Congregational
Church, 2200 Southwood Drive, in said City and said District with as
Presiding Judge and as Alternate Judge; and said Presiding Judge shall
appoint no more than 3 clerks to assist her.
Pollinq Place No. 33, consistinq of County Precinct No. 33 and 35, at Lincoln Center, 1300
Eleanor, in said City and said District, with Lucy Peterson as Presiding Judge and
as Alternate Judge, and said Presiding Judge shall appoint no more than 3
clerks to assist her.
Pollin.q Place No. 34, consistin.q of County Precinct No. 34, at College Station City Hall,
1101 Texas Avenue, in said City and said District, with Charlotte Ber.qstad as Presiding Judge
and Joe Berqstad as Alternate Judge; and said Presiding Judge shall appoint no more than 3
clerks to assist her.
Polling Place No. 39, consisting of County Precinct No. 39, at Rock Prairie Elementary
School, 3400 Welsh, in said City and said District with Linda Middleton as Presiding Judge and
Elizabeth Cunha as Alternate Judge; and said Presiding Judge shall appoint no more than 3
clerks to assist her.
Pollinq Place No. 40, consistinq of County Precinct No. 40, at Aldersgate Methodist Church,
6501 East Bypass, in said City and said District, with Glenda Baker as Presiding Judge and
Kay Jackson as Alternate Judge; and said Presiding Judge shall appoint no more than 3 clerks
to assist her.

SECTION 2
Early voting shall be conducted by personal appearance and by mail. The main early voting
polling place by personal appearance shall be in City Hall, 1101 Texas Avenue, College Station,
Texas, 8:00 a.m. - 5:00 p.m. A branch early voting polling place by personal appearance shall
be located at the College Station Administration Building, 1812 Welsh, 8:00 a.m. - 4:30 p.m.
The last day to receive applications for early voting by mail shall be April 25, 1997. The period
for early voting shall be April 14, 1997 through April 29, 1997, excluding weekends. The Early
Voting Clerk for said election shall be the City Secretary. She shall appoint city employees and
additional assistance by qualified individuals of the community to serve as deputy early voting
clerks to assist her at the early voting polling places. The Election Coordinator for the College
Station Independent School District shall also serve as Deputy Early Voting Clerk in said
election.
The following persons are hereby appointed as the Early Ballot Board to county the eady ballots:

SECTION 3
Punch card voting machines shall be used for voting at the foregoing election precincts and
electronic count devices and equipment shall be used for counting the ballots at said election.
SECTION 4
The Council Chambers in the College Station City Hall, is hereby established as Central
Counting Station to receive ballots for said election, the ballots to be tabulated and returned to
the office of the City Secretary for the required retention period.
The following persons are hereby authorized and approved as persons employed and designated
to handle the ballots, operate the tabulating equipment, and count the ballots.

e. The Superintendent of schools and designated staff members
f. The County Judge and members of the Commissioners Court of Brazos County
g. The Attorney General of the State of Texas or his authorized representative
h. The County Clerk of Brazos County

SECTION
A committee is hereby established consisting of the following persons to hold Computer
Accuracy Tests, including two tests prior to the counting of ballots, and one test immediately
after the count of the voted ballots, to ascertain that the computer will accurately count the votes
cast for the offices voted upon in said election:
a. Mayor of College Station
b. President of the CSISD Board of Trustees
c. City Secretary of College Station
d. CSISD Election Coordinator
e. City Manager of the City of College Station
f. The Superintendent of CSISD
g. The presiding judge of Central Counting Station
SECTION 6
The Mayor of the City of College Station is hereby authorized to sign an official ORDER OF
ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS as prescribed by the Texas
Election Code, to be attached hereto and recorded as part of this Ordinance.
The Mayor of the City of College Station hereby authorized to sign an official NOTICE OF
GENERAL ELECTION as set forth in a form prescribed by the Secretary of State of Texas; and
a copy of the NOTICE OF GENERAL ELECTION, when published in a newspaper of general
circulation in the City of College Station, shall serve as proper notice of the election ordered by
this Ordinance.

Una Elecci6n General sero, y la misma esta ordenada set ejecutada el primer Sabado de Mayo,
1997, siendo ese dia el 3 de Mayo de 1997, para el proposito de elegir Consejeros Municipales
Lugares 1, 3, y 5.
La elecci6n se Ilevam a cabo bajo las provisiones de las leyes de el Estado de Texas
governando elecciOnes generales, y solamente votadores calificados que son msidentes de
College Station seran permitidos votar en la elecciOn.
Dicha elecci0n se Ilevam a cabo en conjunto con la Elecoi0n de el Consejo Directivo del Distrito
Independiente Escolar de College Station, en Io que un precinto electoral sera servido por juezes
electorales y un lugar comun de elecci6n. Una boleta electoral en cada precinto electoral sera
utilizada, pero ningun votante inelegible para votar en alguna proposicion o oficina sera otorgado
una boleta electoral.

votacion pot presencia personal sera el Edificio Administrativo del Distrito Escolar de College
Station, 1812 Welsh, de 8:00 a.m. - 4:30 p.m. El ultimo dia para recibir aplicaciones para
votacion anticipada por correo sera el 25 de Abril, 1997. Durante el periodo de votacion
anticipada permitido o autorizado pot la ley que es del 14 de Abril, 1997 hasta el 29 de Abril,
1997, las horas designadas para votacion anticipada por aparencia personal seran de las 8:00
a.m. a las 5:00 p.m. La Secretaria de Votacion Anticipada par dicha eleccion sera la Secretaria
Municipalde College Station. Ella designara empleados municipales y asistencia de otros
individuos de la comunidad calificados como diputados de votacion anticipada para asistirla en

Electoral del Estado de Texas, que sera adjuntado y anotado como parte de este Decreto
Municipal.
La Alcaldeza de la Ciudad de College Station esta autorizada firmar una NOTIFICAClON
OFICAL DE ELECCION GENERAL como prescrito en el formulario otorgado por la Secretada
del Estado de Texas, y una copia de dicha NOTIFICAClON DE ELECClON GENERAL, cuando
publicado en un periodico de circulacion general en la Ciudad de College Station, servira como
notificacion adecuada de la eleccion ordenada por este Decrato Municipal.
