AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS ORDERING A
SPECIAL RUNOFF ELECTION IN THE CITY OF COLLEGE STATION ON SATURDAY,
SEPTEMBER 7, 1996, FOR THE PURPOSE OF ELECTING A CITY COUNCILMAN,
PLACE 3; SETTING THE TIME, PLACE, AND MANNER FOR HOLDING THE
ELECTION; APPOINTING JUDGES AND CLERKS THEREOF; AND, AUTHORIZING
THE MAYOR TO SIGN AN OFFICIAL ORDER OF ELECTION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
SECTION I
A special runoff election shall be and the same is hereby ordered to be held on the first
Saturday in September, 1996, the same being September 7, 1996 for the purpose of
filling a vacant position on the College Station City Council Place 3 for a one year term
ending May, 1997.
The election shall be held under the provisions of the laws of the State of Texas
governing special elections, and only duly qualified voters who are residents of the City
of College Station shall be allowed to vote in this election.
The polling place shall be opened promptly at 7:00 a.m. and shall be closed promptly at
7:00 p.m.
The office of the City Secretary shall perform all duties normally performed by the
County Clerk in general elections with respect to early voting, giving notice of election,
and preparing the official ballot. The City Secretary shall serve as the Early Voting
Clerk and she may appoint deputy clerks as needed.
SECTION 2
Early voting shall be conducted by personal appearance and by mail. The main early
voting polling place by personal appearance shall be in the City Hall, 1101 South Texas
Avenue, College Station, Texas. During the period early voting is required or permitted
by law, being August 26, 1996 through August 31, 1996, and September 3, 1996. The
hours designated for early voting by personal appearance shall be from 8:00 a.m. to
5:00 p.m. The Early Voting Clerk for said election shall be the City Secretary. She
shall appoint city employees and additional assistance by qualified individuals of the
community to serve as deputy early voting clerks to assist her at the early voting polling
place.

The following persons are hereby appointed as the Early Ballot Board to count the early
ballots:

SECTION 3
The election will be held at the following location:
City Voting Precinct No. 34 (consisting of City Voting Precincts and County Voting
Precincts (2, 8, 9, 10, 20, 21, 24, 27, 28, 29B, 31, 32, 33, 34, 35, 39, 40, 58, 59, 61,62,
64, 71, 73, 75, 83) at the College Station City Hall, 1101 South Texas Avenue, College
Station, Texas.
The following individuals, registered voters of Brazos County and College Station,
Texas, shall be and are hereby appointed to serve in the said election.

In accordance with Section 32.091 of the Texas Election Code, the judges and clerks
shall be paid at the rate of $6.00 per hour. There shall be a minimum of 3 and a
maximum of 4 clerks at this polling place.
SECTION 4
Punch card voting machines shall be used for voting at the election precinct and
electronic count devices and equipment shall be used for counting the ballots at said
election.
SECTION $
The Council Chambers in the College Station City Hall is hereby established as Central
Counting Station to receive ballots for said election, the ballots to be tabulated and
returned to the office of the City Secretary for the required retention period.

The following persons are hereby authorized and approved as persons employed and
designated to handle the ballots, operate the tabulating equipment, and count the
ballots.

The following state officials and other designated persons are hereby authorized to be
present at the Central Counting Station to observe the election process:
· Mayor and members of the College Station City Council
· City Secretary and designated members of staff
· City Manager
· County Judge of Brazos County and Commissioners Court
· Attorney General of State of Texas
· County Clerk of Brazos County
SECTION 6
A committee is hereby established consisting of the following persons to hold Computer
Accuracy Tests, including two tests prior to the count of ballots, and one test
immediately after the counting of the voted ballots, to ascertain that the computer will
accurately count votes cast for offices to be voted upon in said election.

SECTION 7
The Mayor of College Station is hereby authorized to sign an official ORDER OF
SPECIAL RUNOFF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS, as
prescribed by the Election Code, to be attached hereto, and recorded as part of this
ordinance.

The Mayor of College Station is hereby authorized to sign an official NOTICE OF
SPECIAL ELECTION as set forth in a form prescribed by the Secretary of State of
Texas; and an English and Spanish version of the NOTICE OF SPECIAL ELECTION,
when published in a newspaper of general circulation in the City of College Station,
shall serve as proper notice of the election ordered by this Ordinance.

Una elecion especial de segunda ronda esta ordenada para el Sabado, 7 de Septiembre, 1996 con el
proposito de elegir un nuevo Miembro del Concejo Municipal de la Ciudad de College Station, Lugar 3.
Votaciones por aparencia personal se implementaran de Lunes a Viemes en el edificio de la Municipalidad
de College Station, 1101 South Texas Avenue, entre las horas de 8:00a.m. y 5:00p.m., iniciando el dia
Lunes, 26 de Agosto 1996, y terminando el dia Mattes, 3 de Septiembre, 1996, excluyendo fmes de semana
y el dia Lunes, 2 de Septiembre, 1996.
Aplicaciones para boletas de votacion por correo tienen que set submitidas y recibidas no mas tarde que las
5:00p.m. del dia viemes 30 de Agosto, 1996.
