The City uses a thirdparty vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting access and participation will be in-person only. 1. Chairperson Cunha called the meeting to order at 3:30 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. There were no visitors who requested to speak. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Langlotz motioned to approve the minutes from October 17, 2022. The motion was seconded by Board Member Jansen. The minutes were approved (5-0). AGENDA ITEM NO. 3.2: Presentation and discussion regarding an update on the planned rehabilitation of Krenek Tap Road between Texas Avenue and State Highway 6. Capital Projects Project Manager Rhodes gave the presentation on this item. Board Member Langlotz asked if there is also a bike lane on the street or just the shared-use path. Page 3 of 9 Project Manager Rhodes stated that the existing bike lane is on the road and the plan is to move those off the street and put them all on the sidewalks. Board Member Langlotz asked what the logic behind that plan is. Project Manager Rhodes stated they were thinking more of a safety issue for bicyclists. Coordinator Schubert added that this street currently has bike lanes and sidewalks. The question is if there is a better facility that is more appropriate for these. What this would do as far as one of the concepts, is make it similar to what Munson Street is now, the part between Lincoln Avenue and Dominik Drive. Coordinator Schubert said the challenge with a shared-use path is with bikes and peds sharing the same space. By creating a shared use path, bicyclists can still use the street if they prefer, but it should make it better for all users. There is a meeting that has been scheduled in December with Capital Projects where the Board can give their input. For now, it is open for discussion. Board Member Langlotz stated that she is curious if the adjustment was actually safer, as she is primarily a cyclist she much rather be on the street and have a line marking the space than to be on a shared-use path with any other user. Board Member Jansen agreed with that statement and added that people go in both directions on shared use paths. Board Member Jansen also added that he is much more in favor of the bike lanes that are there now. Board Member Chmelar asked if there was a possibility of putting the bike lanes back in the street once the construction is done, seeing that it is not a good idea for the multi-use path for cyclists. Project Manager Rhodes responded not after the road has been reconstructed. Director Cain stated that they would have to go back and change the cross section. Chairperson Cunha asked if it was allowed to go in both directions on a bicycle on a 10-foot shared-use path. Coordinator Schubert stated it was. Board Member Madewell asked if the current sidewalk was an eight-foot sidewalk. Project Manager Rhodes responded there is two six-foot sidewalks. Board members briefly discussed their own preference on the cross section. Option 2 included a 10-foot shared-use path on both sides of Krenek Tap Road with a buffer separation between the road and the sidewalk. Option 3 included an eight-foot sidewalk on one side and a 10-foot shared-use path with a five-foot buffer separation on the other side. Chairperson Cunha asked to see a visual of what this would look like on the December meeting. AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding an overview of the 2023 call for projects for the TxDOT Transportation Alternatives grant program and feedback on potential projects to submit Coordinator Schubert gave the presentation on this item and gave an overview of the TxDOT Transportation Alternatives grant program. He presented projects that already have funding that are upcoming which include the George Bush Drive separated bike lanes and shared use paths along Harvey Mitchell Parkway, Harvey Road, State Highway 6, and Wellborn Road. He also described other potential projects that are shown as future projects on the Bicycle, Pedestrian, and Greenways Master Plan that can be considered such as shared use paths along University Drive, George Bush Drive, Wellborn Road, Page 4 of 9 Harvey Mitchell Parkway, Texas Avenue, and William D. Fitch Parkway corridors. Other possible projects now or in future grant cycles are ADA routes/sidewalk gap elimination, bus stop improvements, area wide bike parking, and a connectivity plan near the Texas A&M University campus. Chairperson Cunha asked for an estimate of the year the grant funded project on George Bush Drive would be done. Coordinator Schubert stated it was dependent on how things proceed, it may be in design next year and then in construction the year after. Chairperson Cunha asked why there was no bicycle lane or a sidewalk on University Drive from Texas Avenue down to College Avenue. Coordinator Schubert stated there is a shared-use path on the campus side. Chairperson Cunha stated there are a lot of people that wish for more frequent buses more than they wish for fixed stops. The reason people do not use the buses more consistently is because they do not come more frequently. She added that it would be good if the area-wide bike parking would be matched with the bus stop improvements. AGENDA ITEM NO. 3.4: Presentation, discussion, and possible action regarding the development of activities for National Bike Month in May 2023 including a Cycle with Council event. Chairperson Cunha shared her opinion on Board Member Madewell’s bike routes. She stated she only tried the first one on Pebble Creek and the only thing was that it did have a hill at the end and there was also no restroom. She stated she was excited to try the second route because it begins and ends at City Hall. Board Member Langlotz stated she thought both were good routes, but she also thought about having a route that would start and end in the same place. AGENDA ITEM NO. 3.5: Presentation and discussion regarding the following items related to biking, walking, and greenways: a. City’s Comprehensive Plan – Board Member Madewell went over the Comprehensive Plan’s Strategic action in Chapter 2 regarding pursuing tree preservation. Board Member Jansen will be presenting at the next meeting. b. Future City Council Meetings – Coordinator Schubert stated there is no upcoming City Council meeting related to bicycle, pedestrians, and greenways. Chairperson Cunha mentioned the next City Council meeting will be on November 21,2022. The new City Council members will be sworn in on this date. c. Capital and Private Project Updates – Coordinator Schubert stated there is a public meeting for the Rock Prairie Road project on November 29,2022 at 6:00 p.m. at the Southwood Community Center. This project includes the widening of Rock Prairie Road between State Hwy 6 and Town Lake Drive. We have one open position. The Board briefly discussed their availability for the December and January meetings. There was general consensus to meet on December 19, 2022 and January 23, 2023. Reappointments for City Council and new board members are scheduled to happen on January 26, 2023. Depending on upcoming agenda items January meeting might be moved to a different day.
